During the French colonial period, the building was called the Western District Hall. During the Republic of Vietnam era, it served as the office and meeting place for the government (known as the Saigon City Hall). From 1975 to the present day, the building has been the headquarters of the People's Committee of Ho Chi Minh City.

With a site area of 7,500 m2, the building was designed by architect Fermand Gardès, based on the model of the Paris City Hall in France. When first built, the structure consisted only of a central lobby (with a tall clock tower) and two single-story buildings on either side (with additional floors added around the 1940s). In 1966, three four-story buildings were added behind the main building. From the 1990s to the present, the building has undergone numerous renovations, upgrades, and expansions. In 2005, the building received artistic lighting design and installation from lighting experts from Lyon (France).

The building's facade blends Baroque architectural styles (emerging around the 17th century, emphasizing elaborate curved details), Rococo style (emerging around the 18th century, focusing on soft curves, asymmetrical structures, and delicate patterns), and Art Nouveau iron gates (emerging in the late 19th century, featuring ornate, wavy details and stylized floral motifs). Corinthian columns (one of the three most popular classical column orders, often used in public architecture) with their delicate leaf motifs complement the elaborate and dense decorations throughout the building (reliefs of goddesses, angels, animals, etc., on the towers; floral garlands on the main gate; interior walls and ceilings...).

On April 30, 2023, the Ho Chi Minh City People's Committee headquarters allowed visitors to tour the premises for the first time.
