Google appeals Epic case, proposes delaying Android and Google Play changes

On October 7, a US district court judge ruled in a case involving Google Play that Google cannot prevent developers from communicating with users about the price or availability of their apps outside of Google Play, nor can it prevent developers from providing links to download apps from sources other than Google Play.

Additionally, Google may not require developers to use the Google Play Billing payment system in apps distributed through Google Play, and may not prohibit the use of in-app payment methods other than Google Play Billing.

The ruling also imposes a number of other restrictions on developers and device manufacturers (OEMs), which will take effect on November 1 and last for three years. Most importantly, Google will have to allow third-party app stores to distribute on Google Play and provide access to the Play app catalog within eight months. These two requirements will also last for three years.

Google's lawyers argued that the company's liability verdict was "fatally flawed." Additionally, Google argued that having to roll out the first changes within the next three weeks would pose "unacceptable security and safety risks" to the Android ecosystem.

One notable point that Google raised in its appeal is: "Apple, which requires all applications to go through its proprietary App Store, is not accused of monopoly. Meanwhile, Google, which integrates choice for device manufacturers and users in the Android operating system, is accused of monopoly."

Google currently has more than 100 million Android device users in the US and more than 500,000 developers in this market.
