Hanoi launches QR code system to answer citizens' questions about renewing driver's licenses.

After a month of carrying out the task of renewing driver's licenses received from the Department of Transport, the Motor Vehicle Driver's License Examination and Issuance Team of the Traffic Police Department (Hanoi City Police) has implemented many measures to serve the public more effectively.

Answering people's questions

According to the Traffic Police Department, during the course of their duties, the unit received a lot of feedback from the public. Many people questioned why they couldn't track the processing time of their online driver's license renewal and didn't know when they would receive the results. Some even reported that their licenses had expired and they still hadn't received their results…

Regarding this matter, Lieutenant Colonel Nguyen Tuan Cuong, Deputy Head of the Driving License Examination and Issuance Team, stated that, anticipating situations where individuals may claim to have declared their expired driving licenses on VNeID – an electronic identification application that can replace traditional documents – the unit will verify the information provided by citizens during their duties to process administrative procedures. Whether or not the declaration is made is recorded on VNeID and cannot be falsified.

“Drivers and vehicle owners can present their driver's licenses via the VNeID application, and traffic police officers will check and verify the driver's license, as well as related documents integrated into the VNeID application. If the driver is currently in the process of renewing or replacing their driver's license, they can provide their ID number or the old driver's license number (made of PET material), and traffic police officers will look it up on the operational system to verify the information,” Lieutenant Colonel Nguyen Tuan Cuong said.

In cases where citizens have completed the procedures for issuing, exchanging, or reissuing driver's licenses but their information has not yet been updated on the aforementioned application platforms due to insufficient time (3 working days), traffic police will use the appointment slip, photo, and driver's license information on the applications to determine whether the driver has a driver's license or not... All these instructions have been publicly answered by the traffic police on the Traffic Police Department's website and through mass media."

Encourage citizens to use level 4 public services.

Speaking directly about the task, Major Nguyen Cong Tu, an officer of the Driving License Examination and Issuance Team, said that to directly answer people's questions, including those related to declarations via the VNeID application, the unit has created QR codes and publicly displayed them at the unit. These will be incorporated into the results of application submissions so that citizens can understand and follow the procedures. Citizens can access the website gplx.csgt.bocongan.gov.vn and enter their current driving license information to check their status.

For cases where results have already been returned electronically, the system will automatically update with the latest data. For first-time applicants, the system will update the new driver's license on VNeID after 30 minutes.

The unit encourages people to use level 4 public services to avoid having to go to the office in person and also to benefit from lower fees compared to submitting directly. For cases where level 4 public service submissions fail, people can go directly to one of the 30 reception points (in communes and wards) to submit their applications in person.

Lieutenant Colonel Nguyen Cong Tu added that the unit continues to answer questions related to the issuance and renewal of driver's licenses daily for the public. Specifically, at the end of the morning of April 3rd, he answered the request of Mr. Tong Duc Hanh (born in 1969, residing in Yen Nghia ward, Ha Dong district, Hanoi ) who came to renew his driver's license.

Accordingly, Mr. Tong Duc Hanh lost his driver's license and original documents, only retaining photocopies. After guiding Mr. Hanh through the online public service portal on the VNeID system, Lieutenant Colonel Nguyen Cong Tu stated that Mr. Hanh met the requirements for a replacement driver's license based on the data in the system. Mr. Hanh was then instructed to complete the necessary procedures to finalize his application electronically.

Expressing his delight that the procedure was handled quickly and efficiently, Mr. Tong Duc Hanh said: “Before coming to complete the procedure, I still thought I would have to wait in long lines and submit complicated documents, such as a lost document report with local confirmation… as before. But when I was guided to use the VNeID application, all personal data related to my driver's license was displayed on the system, including the time I declared the procedure for applying for a replacement document.”

According to statistics, from March 1st to the present, the Hanoi City Police have received 19,373 applications for driver's license issuance and renewal, including 9,241 applications received directly and 10,132 applications received through public services. The implementation of multiple channels for issuing and renewing driver's licenses, including direct applications at 30 commune-level police reception points and through the VNeID application, has made the process much more convenient for citizens.

To date, Hanoi has 32 locations for receiving applications for issuing and renewing driver's licenses. Of these, two facilities, belonging to the Motor Vehicle Driver's License Examination and Issuance Team (Hanoi Traffic Police Department), are located at 2 Phung Hung Street, Van Quan Ward, Ha Dong District and 253 Nguyen Duc Thuan Street, Trau Quy Town, Gia Lam District, and have been operational since March 1st.

In addition to the 32 locations for receiving applications for driver's license issuance and renewal, the Hanoi Traffic Police Department has also implemented an online driver's license issuance and renewal guidance location at the Hanoi City Public Administration Service Center Branch No. 1, 258 Vo Chi Cong Street, Tay Ho District.
