According to Plan No. 20/KH-UBND on management and investment in industrial cluster development in the area in 2025, recently issued by the Hanoi People's Committee, Hanoi will continue to start construction of infrastructure for the remaining industrial clusters, completing the target of 43 industrial clusters established in the period 2018 - 2020. In addition, existing industrial clusters will also be renovated and upgraded to meet the requirements of the Government 's new regulations.

In addition, the City aims that by the end of 2025, 100% of newly built industrial clusters will have wastewater treatment stations that meet national standards, while operating industrial clusters and craft villages must also complete wastewater treatment systems to ensure compliance with national technical standards.

The Hanoi People's Committee assigned the Department of Industry and Trade to take the lead, coordinate with departments, branches and People's Committees of districts, towns to implement the plan. Key tasks include monitoring the progress of completing technical infrastructure of operating industrial clusters, monitoring and urging the groundbreaking process of new industrial clusters, inspecting and supervising the compliance with laws on planning, investment, construction and land in industrial clusters in accordance with regulations.

The People's Committees of districts, towns and cities where industrial clusters are located will be responsible for managing and handling issues related to planning, land and construction. At the same time, localities need to speed up the approval and adjustment process of detailed 1/500 planning of industrial clusters, ensuring compliance with higher-level planning, current standards and regulations.

One of the important tasks of the local government is to clear the land, creating conditions for industrial clusters to deploy on schedule. In addition, the City requires the development of a plan to complete the infrastructure system inside and outside the industrial cluster fence, ensuring synchronous connection with the transportation system and public services.

Hanoi also aims to improve environmental quality in industrial clusters. Investors are responsible for renovating and upgrading wastewater treatment systems in industrial clusters, ensuring compliance with environmental protection regulations, and ensuring fire prevention and fighting safety as well as standards on labor safety and industrial hygiene. The maintenance of technical infrastructure is also focused on to improve operational efficiency and attract investment.

Along with improving infrastructure, the Hanoi People's Committee also requested relevant units to step up investment promotion, take full advantage of industrial clusters to attract industrial and handicraft enterprises, contributing to promoting production, helping to solve environmental pollution problems in craft villages in the area.

The completion, expansion and upgrading of the industrial cluster system will contribute significantly to creating more jobs, developing the local economy and enhancing the competitiveness of the capital's industry. At the same time, it demonstrates the City's determination in planning, managing and developing production infrastructure in a modern and sustainable direction, meeting the increasing needs of businesses and people.
