
The City People's Committee directs the departments, agencies; the People's Committees of districts, counties, and towns; and the investors to implement the following specific contents.
For projects affected by the non-establishment of district-level government and the reorganization of commune-level administrative units, such as: tasks, programs, and projects serving the objectives of constructing, renovating, and upgrading headquarters and purchasing equipment for agencies at the district and commune levels; cultural and sports centers, village cultural houses; district-level medical centers, including regional polyclinics, maternity homes, commune/ward/town health stations; projects serving district and commune-level broadcasting activities... (referred to as headquarters projects), the City People's Committee's policy is to temporarily suspend the implementation of headquarters projects that have not yet commenced; and to expedite the progress and promptly complete the settlement and finalization of headquarters projects that have been completed or handed over for use.
The competent authority responsible for deciding on investment projects shall organize the evaluation and decide whether to continue implementing the project according to the approved project decision or to adjust the project to suit the intended use for headquarters projects that have already commenced construction.
The decision to continue or modify the project must ensure cost-effectiveness, suitability for the intended use when implementing a two-tiered local government system; avoid losses and waste; ensure the safety of the structure, human lives, health, and property; prevent and control fires and explosions; and protect the environment.
Regarding the procurement of assets and equipment for agencies, organizations, departments, and units under the management of district and commune-level administrative units: Review the allocated budget and only proceed with the procurement of assets and equipment when absolutely necessary to maintain the normal operation of the agency or unit. If the procurement is not truly necessary and urgent, temporarily suspend it.
The City People's Committee requests the Department of Construction to take the lead and coordinate with the People's Committees of districts, towns, and related units to review and advise the City People's Committee and the Chairman of the City People's Committee on whether to continue implementing or adjusting city-level projects that have already commenced (including projects using district-level budgets such as: the Dong Anh District Administrative Center Construction Project; the Thuong Tin District Party Committee - People's Council - People's Committee Headquarters Construction Project...).
The People's Committees of districts, counties, and towns shall organize the evaluation and decide whether to continue implementing or adjust the project for each district-level headquarters project under their management. Districts, counties, and towns are responsible for the decision to continue implementing or adjust the project.
The Hanoi Capital Command, the Hanoi City Police, the Hanoi City People's Court, and the Hanoi City People's Procuracy report to the Ministry of National Defense, the Ministry of Public Security, the Supreme People's Court, and the Supreme People's Procuracy (vertical branches) to decide whether to continue implementing the project or adjust the headquarters project for projects approved by the vertical branches.
Units deciding to continue or adjust the project must comply with regulations on public investment, budget, construction, bidding, land, and other relevant regulations.
For projects in sectors other than those mentioned in item 1 above: Units should continue to accelerate implementation progress, contributing to achieving the city's public investment plan disbursement target of 100%. The preparation, appraisal, and approval of investment policies for new projects in all sectors and fields must comply with the regulations of the Public Investment Law of 2024, under the conditions of implementing Conclusion No. 127-KL/TƯ of the Politburo.
Units are required to report their implementation results to the Department of Finance before April 28, 2025, for compilation and submission to the City People's Committee. This includes reports on the results of districts, towns, and vertical agencies.
