The City People's Committee directs departments, branches, and sectors; People's Committees of districts, towns, and cities; and investors to implement the following specific contents.
For projects and works affected by the lack of organization of district-level government and arrangement of commune-level administrative units, such as: Tasks, programs, projects serving the goal of building, renovating, upgrading headquarters, purchasing equipment of agencies at district and commune levels; cultural and sports centers, village cultural houses; district-level medical centers, including regional polyclinics, maternity homes, commune, ward and town health stations, projects serving radio broadcasting activities at district and commune levels... (referred to as headquarters projects), the policy of the City People's Committee is to temporarily suspend the implementation of headquarters projects that have not yet started; speed up progress, urgently complete the settlement work, and end completed headquarters projects or those that have been handed over and put into use.
The authority competent to decide on project investment shall organize an assessment and decide on continuing to implement the project according to the approved project decision or adjusting the project to suit the intended use for the headquarters projects that have commenced construction.
The decision to continue implementing the project or adjusting the project must ensure savings and suitability for the purpose of use when implementing the organization of two-level local government; avoid loss and waste; ensure safety of works, human life and health and property; prevent and fight fires and explosions; and protect the environment.
For the purchase of assets and equipment of agencies, organizations, departments, offices and units under the management of district and commune-level administrative units: Review the allocated budget, only purchase assets and working equipment when absolutely necessary to maintain the normal operation of the agency or unit. If not absolutely necessary and urgent, suspend the purchase.
The City People's Committee requests the Department of Construction to preside over and coordinate with the People's Committees of districts, towns, and related units to review and advise the City People's Committee and the Chairman of the City People's Committee to consider and decide to continue implementing or adjusting projects for city-level projects that have started construction (including projects using district-level budgets such as: Dong Anh District Administrative Center Construction Project; Project to build the headquarters of the District Party Committee - People's Council - People's Committee of Thuong Tin District...).
The People's Committees of districts, towns and cities shall organize the assessment and decide to continue implementing or adjusting the project for each headquarters project managed by the district level. Districts, towns and cities shall be responsible for deciding to continue implementing the project or adjusting the project.
The Capital Command, the City Police, the City People's Court, and the City People's Procuracy report to the Ministry of National Defense, the Ministry of Public Security, the Supreme People's Court, and the Supreme People's Procuracy ( vertical branches) to decide to continue implementing the project or adjust the headquarters project for projects approved by the vertical branches.
Units that decide to continue implementing the project or adjust the project must comply with regulations on public investment, budget, construction, bidding, land and other relevant regulations.
For projects in other fields other than the headquarters projects mentioned in Section 1 above: Units continue to accelerate the implementation progress, contributing to completing the target of disbursing 100% of the city's Public Investment Plan. The preparation, appraisal and approval of investment policies for new projects in all sectors and fields must comply with the provisions of the 2024 Public Investment Law under the conditions of implementing Conclusion No. 127-KL/TU of the Politburo.
Units report implementation results before April 28, 2025 through the Department of Finance to synthesize and submit to the City People's Committee. Report results of districts, towns and vertical units.
