Specifically, the Hanoi Department of Education and Training continues to direct the District Departments of Education and Training and educational institutions to thoroughly disseminate and promote the implementation of Circular No. 29/2024/TT-BGDĐT to teachers, students, and parents so that all members understand and cooperate in its strict implementation.
The Department also continues to strengthen information and communication regarding Circular No. 29 and the city's and the Department's directives on tutoring and supplementary classes.
At the same time, the Department of Education and Training directed educational institutions to further improve the innovation of teaching methods and assessment to enhance the effectiveness and quality of teaching during classroom lessons; to balance time so that students can review during class; and for teachers to assign homework to students in a way that is appropriate for each student, ensuring that students feel confident in the knowledge they have acquired at school.
The Department directs educational institutions to focus on guiding students in self-study; assign learning tasks, guide and monitor students' learning effectively; and strengthen the inspection of regular classroom teaching hours to prevent situations where teaching does not provide sufficient knowledge, leading to students needing to attend extra classes.
In addition, the Department is also strengthening its efforts to review and gather information on the implementation of regulations regarding extracurricular tutoring in schools.
Following media reports, on April 23, the Dong Da District Department of Education and Training, in coordination with the Internal Political Security Department (PA03) of the Hanoi City Police, the People's Committee, and the Lang Thuong Ward Police, conducted an inspection of the tutoring activities of the Vietnam-Russia Cultural Training Center, Branch 2.
Upon inspection, the task force determined that the center had been granted a business registration certificate and a business location registration certificate by the Business Registration Office - Hanoi Department of Planning and Investment. The center had posted information at its premises regarding the location, format, and time of its supplementary classes. The center's records currently show 29 teachers participating in teaching and approximately 600 applications from junior high school students.
However, the inspection team also discovered several shortcomings and violations, such as: the failure to post at the facility the subjects offered for extra classes, the teaching duration for each subject by grade level, the list of tutors, and the tuition fees before enrollment as required by regulations. Four teacher files were missing; existing contracts lacked complete information regarding job positions and working hours. The center failed to present monthly fee collection records and documents related to fire safety.
Following the discovered violations, the inspection team drew up a report and requested the temporary suspension of operations at the Vietnam-Russia Center, Branch 2, from 12:00 PM on April 23rd. The center must notify parents, fulfill related financial obligations, and ensure the educational rights of the students.
