Hanoi pioneers and develops breakthroughs

1. The pioneering and exemplary spirit has been affirmed by the City Party Committee right from the first development perspective. That is, the Capital Hanoi is a pioneer and exemplary in implementing the policies and decisions of the Central Government, especially the directions of the Politburo , the Secretariat and General Secretary To Lam. Among them are key issues to make a breakthrough in the development of the Capital and the country.

In fact, over the years, Hanoi has always clearly demonstrated its exemplary spirit, taking the lead in implementing the policies and guidelines of the Party and the State. In addition to playing a leading role in the socio-economic development of the Red River Delta and the whole country, the spirit of "Hanoi for the whole country, with the whole country" always flows in the blood, becoming a cultural feature preserved and promoted by the Party Committee, government and people of the capital in all circumstances. In the period of 2021-2025, the city has promptly supported localities at home and abroad with a total budget of over 1,353 billion VND to carry out social security work, eliminate temporary houses, dilapidated houses, build schools... In addition, Hanoi also supported hundreds of billions of VND to help people affected by natural disasters across the country. Just recently, Hanoi urgently supported 12 provinces with an amount of 100 billion VND to overcome the consequences of storm No. 10.

With a pioneering development perspective, the City Party Committee is determined to build and develop Hanoi into a truly socialist capital, worthy of being the national political and administrative center, a major economic center, a leader in culture, education, training, science, technology and international integration of the whole country.

From a consistent development perspective, the City Party Committee continues to prioritize turning Hanoi into a center and driving force for the development of the Red River Delta and the Northern region, a growth pole that plays a leading role in the country's economy and has influence in the region.

Obviously, the viewpoints and development goals of the Hanoi Party Committee are consistent and continuous. This is the deepest expression of the capital's position and especially important role for the whole country. And above all, it will aim to realize the goal of Hanoi as a globally connected city, with a high standard of living and quality of life; comprehensive, unique and harmonious economic, cultural and social development, representing the whole country.

2. A very notable information in the draft Political Report is the development breakthroughs. During the 2025-2030 term, the City Party Committee focuses on 3 development breakthroughs: Focusing on building and perfecting the capital's development institutions; Developing, exploiting, and effectively using high-quality human resources and attracting talents; Developing a modern, smart, and connected infrastructure system.

In the context of a streamlined political system and the operation of a two-level local government, continuing to perfect the development institution is an urgent requirement. Accordingly, the city will continue to promote decentralization, delegation of authority, and authorization with the motto "locality decides, locality acts, locality is responsible".

In particular, in operating the new government model, the city is also deeply aware of the need to build a team of officials with both virtue and talent to successfully undertake the task of developing the capital in the new era. Therefore, the city focuses on building a team of officials, especially leaders and managers at all levels of the capital, who have the courage, will to rise up, a desire to contribute, strategic thinking, and the capacity to organize and implement resolutions. At the same time, there is a mechanism to encourage and protect officials who dare to innovate and take responsibility for the common good.

Notably, in building and perfecting institutions, the city pioneered in piloting new mechanisms and policies, focusing on science and technology development, innovation, digital transformation; private economic development; education and training; healthcare... These issues are the concretization of important strategic decisions of the Central Government in the city, such as: Resolution No. 57-NQ/TU, dated December 22, 2024 on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 68-NQ/TU, dated May 4, 2025 on private economic development; Resolution No. 71-NQ/TU, dated August 22, 2025 on breakthroughs in education and training development; Resolution No. 72-NQ/TU, dated September 9, 2025 on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health...

Some notable policies are developing the capital Hanoi to lead the country in ensuring social security and welfare; conducting periodic health check-ups or free annual screening for the capital's residents; having a roadmap towards free hospital fees for all people... The city develops the private economy to become the most important driving force and by 2030 there will be about 300,000 businesses operating; building the capital Hanoi to become the leading science and technology center in the country, on par with countries in the Asia region and the world...

In the new era of strong and prosperous development, the highest goal is to improve the material and spiritual life of the people. One of the important requirements to realize this goal is to create a breakthrough in developing a modern, smart and connected infrastructure system. This has been the central issue of the city for many years and has always been of great concern to cadres, party members and people of the capital.

With the importance of contributing to improving the quality of life of the people of the Capital, in the coming years, the city will invest synchronously in traffic infrastructure, especially traffic infrastructure connecting dynamic regions, development corridors of the Capital with inter-regional and intra-regional areas, regional connectivity infrastructure in gateway areas; prioritizing routes connecting the historic inner city with Noi Bai airport, Gia Binh airport (Bac Ninh province), Hoa Lac High-Tech Park.

The city focuses on investing in closed belt roads, completing Ring Road 4 before 2027, Northern Ring Road 3, the remaining sections of Ring Road 3.5; building the southern axis road, My Dinh - Bai Dinh - Ba Sao route; starting construction of Ring Road 5...; building bridges across the Red River (Tu Lien, Tran Hung Dao, Thuong Cat, Hong Ha, Me So, Ngoc Hoi, Van Phuc...). Notably, by 2030, Hanoi strives to complete about 100km of urban railway (lines 2, 3, 5)... The city also has breakthrough mechanisms and policies in green transport conversion; controlling the use of personal motor vehicles; fundamentally overcoming traffic congestion in the inner city and at gateways...

The city also pays special attention to the task of expanding urban space. Hanoi will develop according to the urban cluster model, multi-polar, multi-center; repositioning the role and function of satellite cities such as Soc Son, Son Tay, Hoa Lac, Xuan Mai, Phu Xuyen as regional economic, cultural, and technological centers. Along with that, planning, investing, and developing urban areas on both sides of the Red River and Duong River, taking the Red River as the central landscape axis, the new development symbol of the Capital.

A very new point in urban development and management is that the city develops urban areas according to the public transport-oriented model (TOD), smart urban chains connecting the central urban area, the urban development area north of the Red River, the West, forming new development spaces and growth poles for the capital in the future.

3. The proud milestone of the Capital in the new era was initiated by the 18th Congress of the Hanoi Party Committee - a major political event that opened a new period of development of the Capital. Overall, the goals, tasks and development breakthroughs of Hanoi in the period of 2025-2030 and the following years have clearly demonstrated a far-sighted vision and strategic orientation in the context of many changes in development space.

Entering a new era, the pioneering and innovative spirit of the City Party Committee will realize the vision of General Secretary To Lam for the Capital: "Hanoi City must be a typical political and cultural center of the whole country, building the image of a green, smart, livable Capital, attractive both domestically and internationally."

The goals, tasks and solutions stated in the draft documents of the 18th Congress of the Hanoi Party Committee are built on the viewpoint of being easy to remember, easy to understand, easy to do and throughout clearly demonstrating "the Party's will, the people's heart". With the determination to play a pioneering role, the Party Committee, government and people of the Capital confidently enter a new stage of development, carrying with them the aspiration to rise up with the country. Therefore, the goals, tasks and development breakthroughs continue to be concretized by a truly feasible action program to create strong changes.
