The draft document for the 18th Congress of the Hanoi City Party Committee, term 2025-2030, with the Political Report as its central focus, reflects the pioneering and exemplary spirit of the Capital City in implementing development tasks in the new era of the country.

This consistent viewpoint clearly demonstrates the role and responsibility of the capital city – the heart of the nation – while also closely reflecting the realities of life and the will and aspirations of Hanoi 's officials, Party members, and people towards their compatriots nationwide.

1. The pioneering and exemplary spirit has been affirmed by the City Party Committee right from its initial development perspective. That is, Hanoi, the capital city, will be a pioneer and an exemplary model in implementing the policies and decisions of the Central Committee, especially the directives of the Politburo , the Secretariat, and General Secretary To Lam. This includes issues that are pivotal for breakthrough development of the capital city and the country.

In fact, over the years, Hanoi has consistently demonstrated exemplary leadership in implementing the policies and guidelines of the Party and State. Besides playing a leading role in the socio-economic development of the Red River Delta region and the entire country, the spirit of "Hanoi for the whole country, together with the whole country" flows through its veins, becoming a cultural trait preserved and promoted by the Party Committee, government, and people of the capital city in all circumstances. During the 2021-2025 period, the city promptly provided support to localities both domestically and internationally with a total budget of over 1,353 billion VND to carry out social welfare work, eliminate temporary and dilapidated housing, and build schools. In addition, Hanoi has donated hundreds of billions of VND to help people affected by natural disasters nationwide. Just recently, Hanoi urgently provided 100 billion VND to 12 provinces to help them overcome the consequences of Typhoon No. 10.

With a pioneering development perspective, the City Party Committee is determined to build and develop Hanoi into a truly socialist capital, worthy of being the national political and administrative center, a major economic center, and a leader in culture, education, training, science, technology, and international integration for the whole country.

From a consistent development perspective, the City Party Committee continues to prioritize making Hanoi the center and driving force for the development of the Red River Delta region and the northern region, a growth pole that plays a leading role in the national economy and has a significant influence in the region.

Clearly, the Hanoi Party Committee's development views and goals are consistent and overarching. This is the most profound expression of the capital's exceptionally important position and role for the entire country. Above all, it aims to realize the goal of Hanoi becoming a globally connected city with a high standard of living and quality of life; a city with comprehensive, distinctive, and harmonious economic, cultural, and social development, a model for the whole country.

2. A very noteworthy piece of information in the draft Political Report is the development breakthroughs. During the 2025-2030 term, the City Party Committee will focus on three development breakthroughs: Concentrating on building and perfecting the institutional framework for the development of the Capital; Developing, exploiting, and effectively utilizing high-quality human resources and attracting talent; Developing a modern, smart, and connected infrastructure system.

In the context of a streamlined political system and a two-tiered local government structure, further improvement of development institutions is an urgent requirement. Accordingly, the city will continue to promote decentralization, delegation of power, and authorization with the motto "local authorities decide, local authorities act, local authorities take responsibility."

In particular, in operating the new government model, the city is also deeply aware of the need to build a team of officials with sufficient virtue and talent to effectively carry out the task of developing the capital in the new era. Therefore, the city focuses on building a team of officials, especially leaders and managers at all levels of the capital, who possess strong character, a will to excel, a desire to contribute, strategic thinking, and the capacity to organize and implement resolutions. At the same time, it has mechanisms to encourage and protect officials who dare to innovate and take responsibility for the common good.

Notably, in building and perfecting institutions, the city has pioneered piloting new mechanisms and policies, focusing on the development of science and technology, innovation, and digital transformation; the development of the private economy; education and training; and healthcare… These issues are the concretization of important strategic decisions of the Central Government in the city, such as: Resolution No. 57-NQ/TƯ, dated December 22, 2024, on breakthroughs in the development of science, technology, innovation, and national digital transformation; Resolution No. 68-NQ/TƯ, dated May 4, 2025, on the development of the private economy; Resolution No. 71-NQ/TƯ, dated August 22, 2025, on breakthroughs in the development of education and training; Resolution No. 72-NQ/TƯ, dated September 9, 2025, on some breakthrough solutions to strengthen the protection, care, and improvement of people's health…

Some notable policies include developing Hanoi into a leading city nationwide in ensuring social security and welfare; providing free annual health check-ups or screenings for Hanoi residents; and establishing a roadmap towards waiving hospital fees for all citizens. The city aims to make the private sector its most important driving force, with approximately 300,000 businesses operating by 2030; and to build Hanoi into a leading science and technology center in the country, on par with countries in Asia and the world.

In this new era of development, prosperity, and well-being, the highest goal is to improve the material and spiritual lives of the people. One of the crucial requirements for realizing this goal is to create a breakthrough in developing a modern, smart, and interconnected infrastructure system. This has been a central issue for the city for many years and has always been of great concern to officials, Party members, and the people of Hanoi.

Given its importance in improving the quality of life for the people of Hanoi, in the coming years, the city will invest in a comprehensive transportation infrastructure, especially infrastructure connecting dynamic areas and development corridors of the capital with inter-regional and intra-regional areas, and regional connectivity infrastructure at gateway areas; prioritizing routes connecting the historical inner city with Noi Bai Airport, Gia Binh Airport (Bac Ninh province), and Hoa Lac High-Tech Park.

The city is focusing on investing in completing the ring road network, aiming to finish Ring Road 4 before 2027, the northern section of Ring Road 3, and the remaining sections of Ring Road 3.5; constructing the southern arterial road, the My Dinh - Bai Dinh - Ba Sao route; commencing construction of Ring Road 5…; and building bridges across the Red River (Tu Lien, Tran Hung Dao, Thuong Cat, Hong Ha, Me So, Ngoc Hoi, Van Phuc…). Notably, by 2030, Hanoi strives to complete approximately 100km of urban railway (lines 2, 3, and 5)… The city also has breakthrough mechanisms and policies in green transportation transformation; controlling the use of private motorized vehicles; and fundamentally addressing traffic congestion in the inner city and at gateways…

The city also places special emphasis on expanding urban space. Hanoi will develop according to a cluster urban model, with multiple poles and centers; redefining the roles and functions of satellite cities such as Soc Son, Son Tay, Hoa Lac, Xuan Mai, and Phu Xuyen as regional economic, cultural, and technological centers. Alongside this, urban planning, investment, and development will focus on both sides of the Red River and Duong River, with the Red River serving as the central landscape axis and a new symbol of the capital's development.

A very new aspect in urban development and management is the city's development based on the Transport-Oriented Development (TOD) model, with smart city chains connecting the central urban area, the urban development area north of the Red River, and the western area, forming new development spaces and growth poles for the capital in the future.

3. A proud milestone for the Capital City in the new era originated from the 18th Congress of the Hanoi City Party Committee - a momentous political event that opened a new period of development for the Capital. Overall, the goals, tasks, and breakthroughs for Hanoi's development in the period 2025-2030 and beyond clearly demonstrate foresight and strategic direction in the context of many changes in the development space.

As we enter a new era, the pioneering and groundbreaking spirit of the city's Party Committee will realize General Secretary To Lam's vision for the capital: "Hanoi must be a leading political and cultural center of the country, building an image of a green, smart, livable capital that attracts both domestic and international visitors."

The goals, tasks, and solutions outlined in the draft document for the 18th Congress of the Hanoi City Party Committee are built on the principle of being easy to remember, easy to understand, easy to implement, and consistently reflecting "the will of the Party and the aspirations of the people." With a determination to maintain its pioneering role, the Party Committee, government, and people of the Capital City confidently enter a new phase of development, carrying with them the aspiration to rise together with the nation. Therefore, the goals, tasks, and development breakthroughs continue to be concretized through truly feasible action programs to create significant change.
