Return on investment

The residents of Phu Gia 1 village (Ninh Phuoc commune, Nong Son district) are very enthusiastic about participating in events at the village's cultural center. The local government has installed Wi-Fi here for many years. Each month, the village allocates funds to pay for the internet service for residents to use. In addition, a public address system and smart TVs have also been installed.

Cadres, Party members, and villagers also actively apply technology and the conveniences of digital transformation to facilitate work communication and receive the Party and State's guidelines and policies.

For example, receiving documents from higher levels through the commune's electronic portal, via Zalo groups connecting the commune and villages, and between solidarity groups… This is also a benefit of digital transformation that most localities in Quang Nam are implementing.

At the end of March 2023, the Vietnam Fatherland Front Committee of the province put into operation an online video conferencing system with a total investment of over 18.5 billion VND.

The system has 20 connection points, including one main point at the Vietnam Fatherland Front Committee of the province, 18 connection points at the district-level Vietnam Fatherland Front Committees, and one point at the provincial data center. The system allows for interoperability with the online video conferencing systems of the Party and People's Committees, and connects to central agencies.

After more than a year of operation, Mr. Nguyen Phi Hung, Permanent Vice Chairman of the Vietnam Fatherland Front Committee of the province, said that the online video conferencing system has proven very effective in implementing urgent tasks of the Fatherland Front's work.

“With the online video conferencing system, the Vietnam Fatherland Front Committee of the province can promptly grasp issues, especially public opinion and the situation of the people. Many issues require urgent meetings for monitoring and guidance, and this system has proven even more effective, contributing to saving time and reducing travel costs…” - Mr. Hung said.

Serving digital transformation

From the perspective of local authorities, the current information technology (IT) infrastructure still has many shortcomings and limitations, failing to meet the requirements of administrative reform, digital transformation, and the implementation of Project 06.

All agencies and units have LAN (local area network) systems, but most are outdated and do not guarantee speed or connection stability. In addition, most units lack solutions to ensure network security (lightning protection, firewalls, antivirus, etc.).

The internet and LAN network systems at the commune level are not yet up to standard and do not comply with the regulations stipulated in Decision No. 531 of the Provincial People's Committee on the issuance of the model for internal networks and wide area network connections of state agencies in the province.

Recently, the Provincial People's Committee issued Decision 1173 dated May 16, 2024, promulgating the Project on upgrading infrastructure and purchasing IT equipment to serve digital transformation in the province.

According to the approved plan, 21 departments and agencies, and 12 Party, association, and mass organization agencies of the province will receive investment in equipment, upgrade their internal networks, and supplement essential IT equipment (computers, printers, scanners, etc.) with a total estimated cost of over 36.4 billion VND from the provincial budget. The implementation period is from 2024 to 2026.

Investing in modern digital infrastructure.

The Quang Nam Provincial Planning for the period 2021-2030, with a vision to 2050, sets the goal of establishing several types of smart transportation, modern digital infrastructure, and a synchronized and complete digital data system by 2030, with 100% 4G/5G network coverage in the province, creating a foundation for the development of digital government, digital economy , and digital society.

It is known that digital infrastructure includes telecommunications infrastructure, information technology infrastructure, and data center infrastructure – a crucial foundation determining the success of the digital transformation process. In 2024, Quang Nam also identified the development of the digital economy with a focus on "Data-driven governance." This is also a key production factor in the development of the digital economy.

According to Acting Chairman of the Provincial People's Committee Ho Quang Buu, Quang Nam province has requested agencies, units, and localities to simultaneously and synchronously deploy digital infrastructure with other infrastructures such as transportation, electricity, lighting, and underground works. Businesses are coordinating the development of digital infrastructure based on the principle of shared use and sharing…

Regarding IT infrastructure, Quang Nam focuses on boosting investment in broadband infrastructure and applying new technologies. It supports businesses in using cloud computing infrastructure within the province and deploys cloud computing infrastructure into information systems serving the province's socio-economic development.

In addition, investment is needed to expand the coverage of next-generation (5G) mobile networks, enhancing connectivity and internet access in more areas. This will eliminate telecommunication blind spots, ensuring that people in these areas have convenient access to and use of digital services.
