On the afternoon of January 31st, Chairman of the Provincial People's Committee Vo Trong Hai and Standing Vice Chairman of the Provincial People's Committee Nguyen Hong Linh chaired a meeting to hear about the progress of key tasks before, during, and after the Lunar New Year of Giap Thin 2024. Regarding preparations for the Lunar New Year, the supply of goods in the province is abundant, with no shortages yet. The total value of essential goods stockpiled for three months (from December 13, 2023 to March 9, 2024) is nearly 300 billion VND; the current fuel reserves are over 57 million liters.
Director of the Department of Planning and Investment, Tran Viet Ha, reported on the preparations for Tet (Lunar New Year) and the key tasks during and after Tet.
The Provincial Steering Committee 389 issued Plan No. 01/KH-BCĐ389 dated January 3, 2024, on the peak period of combating smuggling, trade fraud, and counterfeit goods before, during, and after the Lunar New Year; directing functional forces to proactively deploy personnel and assign duty shifts, ensuring 24/7 staffing to carry out the fight against smuggling in their managed areas.
As of January 29th (corresponding to the 19th day of the 12th lunar month), the entire province had distributed 142,625 gifts totaling nearly 49 billion VND to war veterans, the elderly, the poor, social welfare beneficiaries, and orphaned children in difficult circumstances; of which 36 billion VND came from the state budget and 13 billion VND from social contributions.
Director of the Department of Industry and Trade, Hoang Van Quang: The supply of goods in the province is abundant, and there is no shortage yet; however, purchasing power is currently lower than the same period last year.
According to a survey of 477 units and businesses in the province, the highest salary is 100 million VND/person/month, and the highest Tet bonus is 50 million VND/person.
Cultural activities, festivals, and entertainment events celebrating the Party and the Lunar New Year are being held in districts, cities, and towns, ensuring both content and aesthetics. Ha Tinh City, Ky Anh Town, and Hong Linh Town are focusing on preparing and coordinating the New Year's Eve fireworks display.
The political security situation and social order and safety, security along the borders, on land, at sea, in the air, and in cyberspace are ensured; social order and safety are generally stable, with no complex incidents occurring.
Colonel Pham Thanh Phuong, Deputy Director of the Provincial Police, provided information on the security and order situation in the area.
Authorities launched intensive campaigns to combat and suppress crime and ensure security and order during the Lunar New Year, including: arresting 7 cases/12 individuals for violations related to weapons, explosives, and supporting tools; 135 cases/282 individuals for violations related to fireworks; detecting and handling 3,157 cases of road traffic safety violations, imposing fines exceeding 7 billion VND, revoking 693 driver's licenses, and temporarily seizing 703 motorcycles, 69 cars, and 6 other vehicles.
Regarding key tasks before, during, and after Tet (Lunar New Year), units and localities need to assign and arrange leaders and staff to strictly adhere to reporting procedures and be on duty 24/7 at offices and necessary areas during the holidays; especially agencies, units, and organizations directly responsible for handling matters related to citizens and businesses.
Implement measures to stabilize the market, preventing shortages or sudden price increases; strengthen the role of the Steering Committee 389 in market inspection and control, and combating smuggling, counterfeit goods, and imitation products. Intensify the crackdown on crime; proactively prevent and control fires and explosions; ensure security, order, and traffic safety.
Organize cultural, sports, tourism, and festival programs and activities effectively, ensuring they are practical, safe, and economical. Launch and implement the tree planting movement and other patriotic emulation movements effectively, creating momentum and determination to successfully achieve the socio -economic development goals for 2024.
During the meeting, leaders of departments, agencies, and localities reported on preparations for the Lunar New Year; some difficulties and obstacles encountered; and plans for implementing key tasks before, during, and after the holiday.

Concluding the meeting, Chairman of the Provincial People's Committee Vo Trong Hai stated that, although the general situation in the province is basically stable, all units and forces must absolutely not be complacent or negligent.
Specifically, high priority should be given to ensuring traffic safety (reducing accidents and congestion; monitoring the situation of vehicles serving people returning home for Tet...); focusing on preventing and combating smuggling and commercial fraud; ensuring security and order, continuing to implement intensive campaigns to attack and suppress crimes related to drugs, weapons, and firecrackers; continuing to ensure national defense and security; focusing on spring crop production; preventing severe cold weather damage to crops and livestock...
The Chairman of the Provincial People's Committee also instructed units and localities to maintain and focus on implementing land clearance and disbursement of public investment funds... right from the beginning of the year.
The Chairman of the Provincial People's Committee emphasized that units and localities need to proactively and effectively implement social welfare policies, uphold the tradition of great solidarity and the spirit of "mutual support and compassion," and strengthen the mobilization of resources to care for the material and spiritual lives of the people; ensuring that everyone and every family has the opportunity to enjoy the spring and celebrate Tet.
