Throughout its journey of development and growth, under the leadership of the Provincial Party Committee, Hai Duong has continuously grown and developed, affirming its role and position as a province located in the key economic region of Northern Vietnam.

The Party opens up a whole new life.
During the long night of slavery, under the yoke of colonial and feudal rule, the Communist Party of Vietnam was born (February 3, 1930) as a beacon, ending the crisis in the path to national salvation and opening the way for proletarian revolution, national independence linked with socialism.
In Hai Duong, 95 years ago, in early March 1930, at Do Xa communal house, Hoang Tan ward (Chi Linh), the first Communist Party branch of the province was officially established. From here, the revolutionary flame spread strongly and laid a solid foundation for the birth and development of the Hai Duong Provincial Party Committee.
On June 10, 1940, the Hai Duong Provincial Party Committee was established in Ta Xa village, Hop Tien commune (Nam Sach district). Immediately after its establishment, the Provincial Party Committee led the people's struggle, preparing the necessary conditions for the General Uprising to seize power during the August Revolution of 1945, making Hai Duong one of the four provinces nationwide to seize power in its provincial capital earliest.
Since its establishment, the Hai Duong Provincial Party Committee has held 17 Congresses. From 3 members of the Provisional Provincial Party Committee with 14 party members, the Provincial Party Committee now has 15 higher-level grassroots party committees directly under the Provincial Party Committee, 640 grassroots party organizations with over 108,000 party members.
At the 17th Congress for the 2020-2025 term, the Resolution of the Hai Duong Provincial Party Congress set the following goals: Gross Regional Product (GRDP) to increase by an average of 9% or more; domestic budget revenue to increase by an average of 10% per year; annually, at least 80% of grassroots Party organizations and 90% of grassroots organizations of the Vietnam Fatherland Front and other political and social organizations to successfully complete their tasks; and at least 2,200 new Party members to be admitted each year...
To achieve the set goals, immediately after the Congress, the Provincial Party Standing Committee issued an action program; at the same time, it fully and synchronously implemented the tasks set by the Central Committee and according to the goals, tasks, and solutions determined by the Provincial Party Committee. Currently, Hai Duong is focusing on preparing the documents to be submitted to the 18th Provincial Party Congress, term 2025-2030.
Following the Politburo's Directive 35 on Party Congresses at all levels leading up to the 14th National Party Congress, the Central Committee, the Executive Committee, and the Standing Committee of the Provincial Party Committee have issued directives, plans, and guidelines for the Party Congresses at all levels.
To date, the Provincial Party Committee has listened to and commented on the draft political report to be presented at the 18th Provincial Party Congress, and the Document Subcommittee has incorporated the feedback and completed the first draft.
The Party gives us faith in the future.
Under the leadership of the Provincial Party Committee, Hai Duong has developed increasingly and achieved many positive results.
According to the Department of Planning and Investment, in recent years the province's economic structure has shifted towards sustainable development. Per capita income ranks 10th nationwide. The fields of culture, health, and education have continuously improved; social security is ensured; national defense and security are maintained; and foreign relations have continuously expanded.
In 2024, the province's socio-economic development made a breakthrough. GRDP increased more than 1.13 times compared to the previous year. Economic growth reached 10.2%, higher than the national average and exceeding the target of over 9%. The province's economic growth ranked 6th out of 63 provinces and cities (an increase of 7 places compared to the previous year), the highest growth rate in the last 10 years. By the end of 2024, state budget revenue in the province reached VND 30,774 billion, exceeding the annual forecast by 57%, reaching a record high. For the first time, Hai Duong was included in the list of provinces and cities with state budget revenue of VND 30,000 billion or more.
According to the Provincial Party Committee's Organization Department, the work of Party building and building the political system has achieved many positive results, continuously improving the leadership capacity and fighting strength of Party organizations and Party members. In 2024, the entire province admitted 2,273 new Party members, exceeding the set plan by more than 3%.
At the end of December 2024, the Executive Committee of the Hai Duong Provincial Party Committee held a conference to evaluate and classify the quality of the Hai Duong Provincial Party Committee in 2024. The Executive Committee of the Provincial Party Committee unanimously agreed to propose to the Politburo and the Secretariat that the Hai Duong Provincial Party Committee be classified as having excellently completed its tasks in 2024.

At the meeting of provincial leaders from previous periods on January 17, 2025, Provincial Party Secretary Tran Duc Thang emphasized that 2025 is the final year of implementing the Resolution of the 17th Provincial Party Congress, and also the beginning of a new development phase. The Party Committee, government, and people of Hai Duong province have identified 2025 as a year of acceleration and breakthroughs, with strong determination and a high aspiration for development.
As the rest of the country prepares to enter a new era of national development and prosperity, with the spirit of "Unity - Innovation - Development," Hai Duong is determined to successfully implement the tasks set forth, creating a solid foundation for the province's future development aspirations.
