On the afternoon of July 3rd, the Civil Defense Command of Hai Phong City issued an urgent notice requiring tourist boats and fishing vessels to refrain from going out to sea. Simultaneously, the city temporarily suspended all tourism and recreational activities on the sea and islands; all fishing, aquaculture, and other activities in the river mouth and coastal areas from 4 PM on the same day in response to Typhoon No. 1 (Typhoon Maysak).

The City Border Guard Command and the People's Committees of coastal communes and wards are responsible for urging vessels operating at sea, workers on aquaculture rafts and watchtowers to move to safe shelters. The arrangement of vessels for mooring, to avoid collisions and sinking, must be completed before 7 PM on the same day.
Authorities affirmed their firm stance against allowing ships and inland waterway vessels to enter or remain in the dangerous area. If necessary, coercive measures will be applied to ensure the safety of lives and property. Border guards also fired flares and prepared forces and equipment for search and rescue operations.
According to the Hai Phong City Meteorological and Hydrological Station, at 1 PM on July 3rd, the center of Typhoon No. 1 was located at approximately 17.6 degrees North latitude and 109.9 degrees East longitude, about 90 km south of Hainan Island ( China ). The strongest winds near the center of the typhoon reached levels 8-9 (62-88 km/h), with gusts up to level 11. Currently, the typhoon is moving slowly in a west-northwest direction at a speed of about 7 km/h.

On the afternoon of July 3rd, Mr. Tran Van Quan, Vice Chairman of the Hai Phong City People's Committee, also personally inspected storm prevention and control work at Ngoc Hai Fishing Port, Do Son Tourist Area, the dike system in Do Son ward, and other critical fishing ports and sluices in the area.
At checkpoints such as Cong Hong (Nam Do Son ward) and Quan Chanh fishing port (Kien Hai commune), Mr. Tran Van Quan acknowledged the proactive approach of the localities but cautioned against complacency. "The most important goal is to ensure the absolute safety of the people and tourists. Localities must constantly update on the storm's developments to take timely response measures," Mr. Quan emphasized.
On behalf of the Hai Phong City People's Committee leadership, Mr. Tran Van Quan also requested that units continue to review the population in low-lying areas and vulnerable houses at risk of landslides to carry out evacuations when necessary. The dike and irrigation systems, as well as equipment and supplies for disaster prevention, must be thoroughly inspected to ensure readiness for operation in the worst-case scenario.
