Emergency response to Typhoon No. 1

On the afternoon of July 3rd, the Ministry of Agriculture and Environment held an online emergency response meeting to Typhoon No. 1. This is a strong typhoon with the potential to affect many provinces and cities in Northern Vietnam.

The storm brought widespread and prolonged rainfall.

According to information presented at a meeting on the afternoon of July 3rd, Mai Van Khiem, Director of the National Center for Meteorological and Hydrological Forecasting, stated that the center of Typhoon No. 1 is currently located in the sea south of Hainan Island ( China ). It is expected that the typhoon will enter the Gulf of Tonkin on the morning of July 4th, maintaining its strong intensity at level 8-9, with gusts up to level 11.

Due to the influence of Typhoon No. 1, from the night of July 3rd to the end of July 5th, 2026, the northeastern region of Northern Vietnam and Thanh Hoa province are likely to experience a period of widespread heavy rain. The total rainfall is generally between 100-200mm, with the northeastern region receiving 200-300mm, and some areas experiencing over 500mm.

According to meteorological and hydrological agencies, from July 4th to 7th, floods are likely to occur on the Lo River, the upper reaches of the Thai Binh River, and rivers in Quang Ninh, Lang Son, Cao Bang, and Bac Ninh provinces. Flood peaks are expected to reach alarm levels 1-2, with some rivers exceeding alarm level 2; while the lower reaches of the Red River, Thai Binh River, and Lo River will remain below alarm level 1.

According to Pham Duc Luan, Director of the Department of Dike Management and Disaster Prevention and Control, the National Steering Committee for Civil Defense issued three directives on responding to the low-pressure area in the East Sea as soon as it formed. The Ministries of National Defense, Public Security, Agriculture and Environment, Construction, and Science and Technology also issued numerous telegrams and directives to proactively respond to the tropical depression and storm.

Previously, the Ministry of Foreign Affairs had sent a diplomatic note to the neighboring country requesting that they facilitate the entry of Vietnamese vessels for shelter and provide assistance in rescuing people and repairing ships if necessary. The Department of Dike Management and Disaster Prevention also coordinated the sending of Zalo messages to 20.6 million subscribers in the storm-affected area to inform and guide people on how to respond.

The risk of damage is very high.

According to a report by the Department of Fisheries and Aquaculture Inspection, the total aquaculture area in coastal provinces from Quang Ninh to Thanh Hoa is 140,711 hectares (including 22,643 hectares for brackish water shrimp farming, 13,060 hectares for mollusk farming, and 105,008 hectares for freshwater aquaculture); 29,066 cages and 3,251 aquaculture watchtowers are at risk of being affected by storms and floods.

The coastal dyke system from Quang Ninh to Thanh Hoa currently has 31 critical and vulnerable sections. Some locations directly facing the sea, with low dyke elevations, are at high risk of being severely impacted by Typhoon No. 1, such as: the K10-K15 section of the Ha Nam dyke (Quang Ninh province); the Dong Minh dyke and sea dike 6 (Hung Yen province); the Con Tron and Hai Thinh sea dykes (Ninh Binh province)...

Regarding the area of ​​rice cultivation in the Northern region, statistics show that 338,351 hectares are currently in the stages of transplanting, tillering, and flowering, including 15,015 hectares in Hai Phong, 21,200 hectares in Hung Yen, 21,200 hectares in Ninh Binh, and 17,445 hectares in Bac Ninh… This rice area will be affected if heavy rain causes flooding lasting more than two days.

Avoid being caught off guard or surprised.

According to Mr. Nguyen Van Cong, Vice Chairman of the Quang Ninh Provincial People's Committee, the locality issued a "sea ban" order from the afternoon of July 3rd. Currently, the authorities are continuing to inform owners of vessels and captains of ships and boats operating at sea about the storm's developments so that they can proactively take preventive measures or return to safe shelters; at the same time, they are inspecting and guiding the anchoring of ships and boats at fishing ports and shelters…

Meanwhile, Mr. Tran Van Quan, Vice Chairman of the People's Committee of Hai Phong city, said that the locality is focusing on implementing measures to ensure the safety of people, vehicles, and property, especially on islands, tourist destinations, and aquaculture areas at sea, on islands, and along the coast in the areas predicted to be affected by the storm.

Although ministries, departments, and localities have prepared response plans, the risk of natural disaster remains very high because the typhoon is making landfall in an area with developed tourism activities.

Deputy Minister Nguyen Hoang Hiep also requested that coastal provinces and cities maintain the "sea closure" order until Typhoon No. 1 completely ends. At the same time, they should prepare contingency plans to proactively respond to any potential natural disaster situations, ensuring they are not caught off guard or unprepared.
