Administrative reform is not just about simplifying procedures, but also about building a service-oriented administration, using citizen satisfaction as a measure of success. With this spirit, the People's Committee of Ngoc Ha Ward has implemented the "One-time declaration, lifetime use" model for procedures related to the worship of martyrs, aiming to reduce time, costs, and paperwork for citizens.

Based on practical experience, Ngoc Ha ward recognized that the previous procedures for receiving the martyrs' memorial allowance involved many intermediate steps, requiring people to repeatedly fill out forms and supplement documents multiple times. In particular, the majority of those applying were elderly relatives of martyrs with limited health, making travel difficult.
Based on this, Ngoc Ha ward has implemented the "One-time declaration, lifetime use" model, integrating the procedure for verifying signatures on power of attorney documents with the procedure for registering those who worship martyrs into a single process. All records are digitized from the outset and stored on the system for long-term use, minimizing the need for citizens to resubmit old documents.
A key highlight of the model is the new process that shortens processing time from 4.5 days to approximately 2 days, significantly reducing the number of trips required. For those who cannot personally visit the administrative office, ward officials, along with volunteers and the rapid response public administration team, will visit their homes to provide guidance and assistance in completing the necessary paperwork.
According to the procedure, right from the initial stage, citizens are given full guidance and their information is cross-referenced with the National Population Database. After verification and acceptance, the documents are digitized, data standardized, and assigned an identification code for electronic storage. Simultaneously, the system is linked to the relevant authorities for processing, allowing citizens to easily track their applications online.
Using customer satisfaction as a measure of service quality.
As one of the people processing the application, Mr. Nguyen Huu Son (No. 2, Alley 281, Doi Can Street), a relative who worships the martyr Nguyen Huu Minh, highly appreciates this innovation. Having suffered a stroke and facing technological limitations, he completed the procedure smoothly thanks to the assistance of officials and volunteers who came to his home.
"Previously, I had to make multiple trips between the neighborhood committee and the ward People's Committee to get confirmation, but now the data has been digitized, and information can be retrieved simply through the system. Just by stating the name, I can access complete family information. This model saves a lot of time and effort, and I am completely satisfied," Mr. Son shared.

Sharing the same sentiment, Mr. Pham Van Bao (residing at 11 Alley 29, Lane 267 Hoang Hoa Tham Street), a relative of martyr Dang Doanh Chinh, was deeply moved by the sense of responsibility shown by the local officials who proactively came to his home to review and guide him through the process of preparing the necessary documents accurately from the outset.
"I find this model very convenient. We only need to declare it once, and the data is stored for long-term use. The processing time is faster, and we no longer have to travel to many places or submit additional documents multiple times as before," Mr. Bao commented.
According to Ngo Thi Thuy Lan, Head of the Culture and Social Affairs Department of Ngoc Ha Ward, the model not only reduces paperwork and processing time but also establishes a unified database of people who worship fallen soldiers. This is an important foundation for promoting digital transformation in the field of services for war veterans and improving the quality of service to the people.
The Culture and Social Affairs Department of Ngoc Ha Ward will check and verify information, confirm documents, and compile a list of eligible cases to coordinate with and forward to the Public Administrative Service Center No. 2 for resolution. At the same time, the ward will also closely coordinate with the Department of Interior Affairs in verifying and standardizing data, ensuring accurate and compliant processing.
In the first six months of 2026, the ward received and processed 26 applications under the new model, receiving very positive feedback from the people.
In the coming period, Ngoc Ha ward will continue to evaluate the effectiveness of the model through criteria such as processing time, digitization rate, and citizen satisfaction. Based on that, the locality will study expanding the model to many other administrative procedures in the fields of war veterans and social welfare, contributing to building a modern and professional administration.
