According to a preliminary report from units in Doan Hung district, from September 9-10, due to heavy rain and the release of water from upstream hydropower plants and reservoirs, water levels in rivers and streams in the district rose, causing localized flooding, landslides, and damage to many structures and crops belonging to local people.

Authorities and residents of Hung Xuyen commune are building temporary reinforcements in areas at risk of flooding.

Authorities have had to relocate dozens of households to ensure safety. Specifically, floodwaters from the Doan stream knocked down the gate and flooded the Bang Doan commune kindergarten; rising water levels flooded the Dong Dam area in Bang Luan commune, forcing the relocation of 4 households. In the Boi Han dike area in Hung Xuyen commune, water levels exceeded 1 meter over a length of 500 meters, and authorities have relocated 24 households, with plans underway to relocate another 10. In Chi Dam commune, 8 households living and working outside the Lo River dike have been relocated.

Regarding transportation and irrigation infrastructure, there was also significant damage. In Hung Xuyen commune, landslides continued to occur on the riverbanks in the Dong Duong area (landslides reaching the inter-village concrete road), with a landslide length of approximately 600m. The total volume of the embankment collapsing into the river is 30,000m³ , and the Han stream dike is overflowing for a length of 110m, which has been temporarily reinforced. The river water level is 0.7m higher than the concrete road surface, posing a high risk of collapse for the 110m section of embankment. Simultaneously, landslides occurred on both sides of the Han bridge, and the foundation on one side of the Han bridge collapsed. Several drainage culverts were also affected by landslides, with a total landslide volume of approximately 8,000m³ in Hung Xuyen commune. In Minh Luong commune, fallen power poles and trees blocked National Highway 70, and landslides occurred on the TL319 embankment. In Minh Tien commune, a 30m³ landslide occurred on Cau Sui road, zone 5.

Authorities and the public organized the evacuation of people and property to safe areas to avoid flooding.

The storm also flooded 20 hectares of rice fields in the Nga Market area of ​​Phu Lam commune; and approximately 32 hectares of rice fields in residential areas of Hung Xuyen commune were damaged or waterlogged. In Hung Long commune, 5 fish cages were damaged due to collisions with boats and strong currents, with an estimated loss of 12 tons of fish.

The flooded wharves and ports are mainly located in Soc Dang and Hung Long communes: Song Lo Investment and Construction Joint Stock Company; Phuc Hai Phu Tho Limited Company; Thai Binh Limited Company; Manh Anh Duc Limited Company; Hung Long Phu Tho Limited Company; Huong Anh Doan Hung Limited Company; Do Van Nhan Business Household; Cam Linh Limited Company; Cat Vang Group Joint Stock Company; Deo Ca - Huy Hoang Investment Joint Stock Company; Bao Tram Hung Long Wharf; Hao Hung Port Wharf, causing damage to 4 excavators and backhoes...

Throughout the night of September 9th and the morning of September 10th, the leaders of Doan Hung district, along with members of the District Steering Committee for Disaster Prevention and Search and Rescue, deployed forces to be on duty, conduct inspections and patrols, and direct the People's Committees of communes and towns to assess the situation and compile damage statistics; mobilizing forces to respond to urgent situations according to the "four on-the-spot" principle.
