With summer approaching, accelerating the completion of the clean water supply system here is becoming even more urgent.

Thanks to the attention of Hanoi city and My Duc district authorities, An Phu commune, an ethnic minority mountainous area, has completed the new rural development program with well-maintained village roads, alleys, and a spacious cultural center... However, in conversations with reporters from Hanoi Moi Newspaper, local residents expressed concerns that the "new rural area" title does not truly reflect their actual living conditions, especially regarding the criterion of clean water for daily use.

“A shortage of rice is manageable, but a shortage of drinking water and water for bathing and washing is incredibly difficult…,” shared Ms. Nguyen Thi Hoa, a resident of Goc Bang village (An Phu commune). Since October 2024, Ms. Hoa's family has had to install a water pump and lay nearly 300 meters of pipes to collect leftover water from streams to store in a tank for bathing and washing. As for drinking water, even with careful budgeting, Ms. Hoa's family (6 people) has to buy two truckloads of clean water each month at a cost of 300,000 VND per truckload, equivalent to 6 cubic meters of water, and the quality is uncertain.

Speaking to reporters, the head of Goc Bang village, Quach Cong Doan, said that previously, the villagers used rainwater and drilled wells (funded by an international humanitarian organization). However, recently, the wells have collapsed, and with the lack of rain, 187 households with nearly 1,000 people are facing a serious shortage of clean water. Many households borrowed tens of millions of dong to drill wells, but even after drilling 70-80 meters deep, they still couldn't find water, and had to buy water from a villager for use.

The shortage of clean water is not unique to An Phu; it also occurs in other communes such as My Xuyen, Phuc Lam, Dong Tam, Thuong Lam, and Tuy Lai. Residents have to spend money drilling wells, building filtration tanks, and buying water treatment machines. More worryingly, in communes like An Tien, Le Thanh, and Xuy Xa, many households are hesitant to drill wells due to concerns about land subsidence.

In fact, these areas have experienced situations where well drilling led to house collapses and wall cracks, causing concern among residents. In such circumstances, they were forced to use water from open wells or rainwater, even knowing it might be contaminated.

“We know these water sources might be polluted, but we have no other choice and we don’t have the money to buy water filters. So we were very happy when we heard that the city was interested in investing in a clean water supply system. But we’ve been waiting for so long and haven’t seen anything yet. We don’t know when the people here will be able to use clean water from this project,” a resident of An Tien commune expressed.

Regarding the above matter, Le Nghiem Huan, Deputy Head of the Economic , Infrastructure and Urban Planning Department of My Duc District, said that the city has approved two enterprises to invest in the construction of a centralized clean water supply system for domestic use in the district. To date, the two enterprises have completed the projects and are currently installing water supply networks in the communes of Huong Son, Van Tin, Dai Hung, Hung Tien, and Dai Nghia town. The investors are continuing to mobilize resources to construct the system for the remaining 15 communes.

According to Hoang Ha, Deputy Director of My Duc Clean Water Company Limited, the company has invested in replacing all raw water treatment equipment at the Dai Nghia Clean Water Plant with advanced technology from Germany and Japan. The new system ensures that the output water quality meets the standards of the Ministry of Health. To date, the company has supplied clean water to 1,800 households in Dai Nghia town, with remaining capacity to supply approximately 1,000 more households in need.

Meanwhile, Ha Nam Clean Water Joint Stock Company has mobilized its workforce and equipment to construct transmission and service pipelines, and connect water meters for residents in the communes of Van Tin, Hung Tien, Dai Hung, and An Tien. The company strives to complete the project of constructing clean water supply facilities for the remaining communes of My Duc district in 2025, on schedule as assigned by Hanoi City...

In reality, building a clean water supply system not only helps protect health and improve the quality of life, but is also a necessary condition for fulfilling the criteria of the new rural development program in a substantive and sustainable way. Now that My Duc has been recognized as a new rural district, the people hope that the progress of completing the centralized clean water supply project will be accelerated even further...
