Hundreds of real estate projects have had their difficulties and obstacles resolved.

ANTD.VN - The Prime Minister 's Task Force on resolving difficulties and obstacles in real estate projects has reviewed and processed 112 documents reporting difficulties, obstacles, and recommendations from localities, businesses, associations, and people related to 174 real estate projects.

The Prime Minister's task force reviewed and processed 112 documents reporting difficulties, obstacles, and recommendations related to 174 real estate projects; and also worked with localities to resolve difficulties for hundreds of projects.

According to Deputy Minister of Construction Nguyen Van Sinh, Deputy Head of the Prime Minister's Task Force on resolving difficulties and obstacles in real estate projects, in fulfilling its assigned tasks, the Task Force of the Ministry of Construction has successively worked directly with many localities to review and resolve difficulties and obstacles.

As of August 1, 2023, the Task Force had received 112 documents reporting difficulties, obstacles, and recommendations from localities, businesses, associations, and citizens related to 174 real estate projects.

In accordance with its assigned functions and tasks, the Task Force of the Ministry of Construction has reviewed and processed 112 documents.

Specifically, 102 documents were sent to the People's Committees of provinces/cities under the Central Government to urge, guide, and request consideration and resolution within their authority; and 10 documents were sent to the Ministry of Planning and Investment and the Ministry of Natural Resources and Environment requesting consideration, resolution, and guidance to localities and businesses to overcome difficulties and obstacles within their assigned authority, functions, and tasks.

Regarding the results of the Task Force's work in resolving difficulties and obstacles in some localities, the following is the information:

In Ho Chi Minh City, the Task Force worked to provide direct and written guidance on approximately 30 issues related to difficulties and obstacles faced by about 180 housing and urban development projects. The main obstacles were identified as stemming from incomplete or incorrect understanding and application of the law by local authorities. Following discussions and guidance from the Task Force and the Ministry of Construction, the difficulties and obstacles were largely clarified and resolved.

In addition, the Task Force also received 37 written requests from businesses and citizens and forwarded them to the Ho Chi Minh City People's Committee and the Ministry of Planning and Investment, requesting them to resolve difficulties for real estate projects in the area within their respective jurisdictions.

To date, Ho Chi Minh City has directed and resolved 67 projects (equivalent to 37.2% of the initial 180 projects). Of these, 28 projects were implemented under the guidance and supervision of the Task Force, and 39 projects were reviewed by the local authorities.

In Hanoi, the Task Force worked to provide direct and written guidance and answers to approximately 20 requests related to difficulties and obstacles faced by about 712 housing and urban development projects. These issues included: project implementation, social housing policies, resettlement housing, renovation and reconstruction of old apartment buildings, land clearance, and calculation of land use fees for projects.

Through this process, the main obstacles were identified as stemming from the local authorities' incomplete or incorrect understanding and application of the law. The task force guided the Hanoi People's Committee in resolving these difficulties and obstacles. To date, Hanoi has directed and resolved 419 projects (equivalent to 58.8% of the initial 712 projects), and the city is currently continuing to address the remaining 293 projects.

Many other localities, after working with the Task Force, are also making efforts to implement measures to resolve difficulties and obstacles for projects according to the guidance of the Ministry of Construction and other ministries and agencies.

Specifically in Hai Phong, the Task Force worked to provide direct and written guidance on approximately 15 requests related to difficulties and obstacles faced by about 65 housing and urban development projects. These issues included: planning and approval; land clearance and calculation of land use fees for projects; land transfer and recovery; real estate project transfers; allocating 20% ​​of land for social housing development; investor selection; determining selling prices and preferential mechanisms for social housing, etc.

In Da Nang, the Task Force worked to answer and provide direct and written guidance on approximately 16 requests related to difficulties and obstacles faced by about 75 housing and urban development projects, including issues such as: implementing inspection conclusions and court rulings on real estate projects;

Issues include the use of residential land and other land for commercial housing development; the issuance of certificates for tourist apartments and office-residential apartments; land clearance and calculation of land use fees for projects; procedures for approving real estate investment projects; land subdivision and sale within urban real estate projects, etc.

In Can Tho, the Task Force also worked to answer and provide direct and written guidance on more than 10 issues related to difficulties and obstacles faced by approximately 79 housing and urban development projects;

In Dong Nai province, seven major real estate projects, including those by Novaland Group and Hung Thinh Group, identified obstacles related to urban planning and construction (inconsistencies across the three planning levels) falling under the jurisdiction of the Dong Nai Provincial People's Committee. This led to explanations and guidance provided to the Provincial People's Committee and local departments to resolve these difficulties and obstacles.

In Binh Thuan, the Task Force held a working session at the Ministry of Construction with the People's Committee of Binh Thuan province and the investor of the Ocean Valley Tourist Complex project of NovaLand Group to listen to difficulties and obstacles, and to exchange information, provide answers, and guide the resolution of difficulties and obstacles for the locality and the enterprise.

In addition, the Task Force also received four documents from two businesses, citizens, and the People's Committee of Binh Thuan province requesting the removal of obstacles for business projects in the province.
