People's Councils at all levels in the new operational rhythm

After nearly a year of implementing the two-tiered local government system, the activities of the People's Councils at all levels in Dak Lak province have been operating smoothly.

In Tan Tien commune, the newly elected People's Council has seen significant improvements. Mr. Tran Hai Dang, Secretary of the Party Committee and Chairman of the People's Council, stated: The new People's Council has 24 members, all carefully selected to ensure they possess the necessary skills and qualifications to meet the demands of their duties. As a result, the People's Council's activities have been enhanced, evidenced by its effective oversight of projects and constructions in the area.

Consequently, the Standing Committee of the Tan Tien Commune People's Council instructed the Commune People's Committee to send a written request to the investor to revise a substandard rural road construction project, forcing the construction unit to stop work to supplement funds and improve the quality of the project.

Delegates of the Tan Tien Commune People's Council cast their votes to elect officials at the First Session of the Commune People's Council.

For Tuy Hoa ward, reforming the working methods of the People's Council is closely linked to standardizing the process of issuing resolutions and improving the capacity of elected representatives.

Despite initial positive results, the implementation of the two-tiered local government model in the work of the People's Councils still faces many difficulties and shortcomings. The workload has increased significantly, while the staffing and advisory personnel for the People's Councils at the commune level remain limited. Some legal regulations related to the organization and operation of the People's Councils in the new model are inconsistent and not truly clear. The delineation of authority between the provincial and commune levels in some areas is still confusing during implementation. Conditions for ensuring the operation of the commune level remain challenging; information technology infrastructure and equipment for digital transformation are not uniform…

Addressing these difficulties and challenges directly to propose key solutions for the future, Vice Chairman of the Provincial People's Council Do Thai Phong emphasized: To adapt and improve operational efficiency in the new model, the Standing Committee of the Provincial People's Council has identified the key solutions for the future as focusing on innovation and improving the quality of activities of People's Councils at all levels, with a focus on supervision, surveys, questioning, and closely monitoring the implementation of recommendations after supervision. Focus on consolidating and improving the quality of cadres, civil servants, and People's Council representatives at the commune level; strengthen training and development in supervision, verification, session management, digital skills, and handling practical situations; promote digital transformation and build a "Digital People's Council".
