Consequently, the Standing Committee of the Tan Tien Commune People's Council instructed the Commune People's Committee to send a written request to the investor to revise a substandard rural road construction project, forcing the construction unit to stop work to supplement funds and improve the quality of the project.

The workload has increased significantly, while the staffing and advisory personnel for the People's Councils at the commune level remain limited. Some legal regulations related to the organization and operation of the People's Councils in the new model are inconsistent and not truly clear. The delineation of authority between the provincial and commune levels in some areas is still confusing during implementation. Conditions for ensuring the operation of the commune level remain challenging; information technology infrastructure and equipment for digital transformation are not uniform…
