Resolving difficulties for Chu Lai Airport

In accordance with Notice No. 123 dated April 11, 2023, from the Government Office regarding the conclusions of Deputy Prime Minister Tran Hong Ha at the meeting on the implementation of tasks of Task Force 1121, the People's Committee of Quang Nam province issued Official Letter No. 2221 proposing several contents related to the Project on Socialization of Investment and Operation of Chu Lai Airport. Currently, Quang Nam province is awaiting the central government's policy on the socialization of investment and operation of airports to further finalize the project.

On August 23, 2024, representatives from SOVICO Group and VIETJET Aviation Joint Stock Company worked with provincial leaders to propose investment in Chu Lai International Airport. On August 27, 2024, Quang Nam province established a working group to handle the necessary documents and procedures, and to promote and attract private investment in the operation of Chu Lai Airport.

According to Mr. Nguyen Sy Hiep, Deputy Head of the Government Office, the project for the socialization of investment and operation of Chu Lai Airport basically has a complete legal basis, is finalizing the documents, and has been included in sectoral and regional planning.

According to the guidelines for the Law on Bidding approved by the Government not long ago, the selection of strategic investors does not require reporting to the Prime Minister but is instead decentralized to ministries and provinces. Notably, the competent authority, if it deems the investor meets the established criteria, will decide to permit the investment.

According to Lieutenant General Pham Hoai Nam, Deputy Minister of National Defense, the Ministry has agreed in principle to transfer 868 hectares of national defense land to implement the socialized investment and exploitation project for Chu Lai Airport. However, the Quang Nam Provincial People's Committee must send an official document to the Ministry of National Defense. Simultaneously, it must take the lead in coordinating with the Ministry of National Defense and the Ministry of Natural Resources and Environment to carry out the relevant procedures in the conversion of this land area.

During the meeting, leaders from the Ministry of Finance, the Ministry of Transport, and the Ministry of Natural Resources and Environment expressed their readiness to cooperate and support the Quang Nam Provincial People's Committee in liquidating assets on the land and adjusting the planning to implement the Chu Lai Airport project.

Minister of Planning and Investment Nguyen Chi Dung said that the project needs to be researched and implemented systematically, with a strategic vision, maximizing the potential and prime location of this airport. It's not just about establishing an airport, runways, and terminals, but also about creating a regional transit hub. Simultaneously, it should develop centers for repair, spare parts manufacturing, high technology, and logistics. Through this, the goal is to move towards an airport economy and an airport city.

Prime Minister Pham Minh Chinh requested the Chairman of the People's Committee of Quang Nam province to take the lead in coordinating with the Ministry of National Defense to definitively resolve land-related issues by February 2025. Following this, suitable investors should be encouraged to invest in Chu Lai International Airport.
Deputy Prime Minister Tran Hong Ha is tasked with resolving related difficulties and obstacles, with the aim of completing the procedures as soon as possible, no later than the first six months of 2025. The investor must ensure the project is implemented and completed within two years.
“Chu Lai Airport represents a unique potential, a prominent opportunity, and a competitive advantage for Quang Nam. Therefore, we must focus on key areas to effectively implement this project,” the Prime Minister emphasized.

Unleashing potential

Deputy Minister of Natural Resources and Environment Le Minh Ngan:

Quang Nam is rich in marine resources, minerals, and biodiversity. It is one of the few localities in the country with numerous gold mines that have been explored and exploited in recent years. To effectively utilize these mineral resources, Quang Nam focuses on systematic planning and exploitation, coupled with supervision from all levels of government and relevant agencies. This improves management efficiency and limits illegal gold mining and environmental pollution.

The Ministry of Culture, Sports and Tourism supports and agrees with Quang Nam's groundbreaking ideas, especially the formation of a chain of riverside and coastal urban areas through road networks, the Vu Gia - Thu Bon river system, and the Co Co river system, developing a tourism corridor based on waterways to connect Quang Nam and Da Nang. At the same time, it aims to leverage the topography to develop world-class golf courses; focus on developing the cultural industry with Hoi An as the center; and remove obstacles for international corporations investing in high-end resorts and hotels.

Quang Nam has many key projects, implemented synchronously in line with provincial, regional, and sectoral planning, such as electricity, mining, petroleum infrastructure, underground power, and logistics linked to supporting industries. The Provincial People's Committee needs to accelerate the process of selecting suitable investors. Difficulties and obstacles in mechanisms and policies have been basically resolved by the Government, creating favorable conditions for development.

In terms of trade, Quang Nam needs to focus on supporting businesses to leverage commitments in FTA agreements to boost exports; support the development and implementation of large-scale, focused trade promotion activities with regional linkages for the region's strong products and industries in target markets. At the same time, attention should be paid to developing logistics centers and promoting the province's branded products linked to e-commerce and digital transformation.

Minister of Planning and Investment Nguyen Chi Dung:

Quang Nam has established two leading economic development hubs at opposite ends of the province, aligning with its economic development structure: industry and tourism/services. Hoiana is in the north, and Thaco is in the south. In addition, Quang Nam possesses a reserve of undeveloped land, established over the past 20 years, stretching from Cua Dai Bridge to Tam Ky. The province must preserve this land use plan to "reserve" for large-scale projects, urban complexes, and mixed-use developments.

With existing infrastructure and upcoming projects such as Chu Lai Airport and the Cua Lo waterway, Quang Nam's future development prospects are very impressive. However, Quang Nam needs to adhere closely to the provincial plan, which involves forming two dynamic clusters and three development corridors to create momentum and leverage for the province's overall development. Simultaneously, sustainable and harmonious development between the eastern and western regions is crucial to avoid creating a significant gap. If the western region is not yet economically developed, social welfare must be ensured.
