In early 2026, Ms. Pham Thi H., a worker at Nhat Hung Leather and Footwear Co., Ltd. (Hong An Ward), was worried about the upcoming payment deadline for her child's English course, while family expenses were increasing. The amount wasn't huge, but managing to pay it in a short time became a significant burden.
Through the company's labor union, she was introduced to the emergency loan package from the Fund for Assisting Poor Workers and Employees, implemented by the City Federation of Labor on the "Huong Cong - Hai Phong Labor Union" app. After just a few steps of online registration, she received a loan of 5.5 million VND to address her immediate needs. "Luckily, I was able to access the funds at the most critical time. This is a very practical gesture of support, helping me to feel more clearly that the labor union is always there to stand by workers when they face difficulties," Ms. H. shared.
Like Ms. H., Ms. Le Thi Ngoc T., a member of the Phu Lien Ward Trade Union, has often struggled to balance household expenses while raising two children of school age alone. When she needed money for her children's school fees, she received advice and guidance from the local trade union on accessing an emergency loan package through the Huong Cong - Hai Phong Trade Union application. “Just about two hours after completing the procedures, I received over 4 million VND, just enough to cover my children's school fees. This loan really helped my children and me overcome our immediate difficulties,” Ms. T. said.
In addition to supporting basic living expenses, many workers also access this capital for medical check-ups and treatment, home repairs, purchasing essential items, or investing in small-scale production to improve their family's lives.
According to Mr. Takasha Suzuki, General Director of Nhat Hung Leather and Footwear Co., Ltd., workers are the force that creates value for businesses. Therefore, when the City Labor Union implemented the support program, the company signed a cooperation agreement to provide loans to union members. He believes that the city's labor union's emergency loan program will help workers overcome temporary difficulties, stabilize their lives, and work with peace of mind. To date, through the "Huong Cong - Hai Phong Labor Union" app, Nhat Hung Leather and Footwear Co., Ltd. has had more than 10 union members access the capital.
A safe financial anchor

The emergency loan package is one of the products that the Fund for Assisting Poor Workers and Employees of the City Federation of Labor Unions is actively implementing to bring support funds closer to union members and workers.
Unlike other forms of external loans, workers accessing this loan package do not need to mortgage or pledge assets. Applications are processed online through the Huong Cong - Hai Phong Trade Union app, and funds are disbursed directly into individual accounts; principal and interest repayment is flexible.
With this loan package, union members can borrow up to 80% of their monthly salary, at a preferential interest rate of 6.6% per year. The funds can be used for practical needs such as paying tuition fees, medical examinations and treatment, electricity and water bills, rent, disaster relief, disease prevention, or other legitimate needs in life.
To make the emergency loan package via the Huong Cong App more accessible to workers, the Fund for Assisting Poor Workers and Employees has recently collaborated with trade unions in communes, wards, special zones, and businesses in the city to promote and implement the program. To date, nearly 30 businesses have signed cooperation agreements with the fund.
As one of the first units to implement the emergency loan package for union members, Ms. Tran Thi Lan Anh, Chairwoman of the Trade Union of Da Do Irrigation Works Exploitation Company Limited, said that many union members of the unit have accessed the capital to solve problems such as medical treatment, supporting children's university education, purchasing livestock, and production materials. "The company's leadership is very pleased that the Trade Union's loan product provides practical support to workers, especially in the context where unsafe forms of credit still pose many risks," Ms. Lan Anh shared.
According to the City Federation of Labor, the Fund for Assisting Poor Workers and Employees was established in 2014. From an initial capital of 5 billion VND, the Fund has now grown to over 60 billion VND, supporting over 7,000 union members with loans totaling approximately 200 billion VND. The emergency loan package, implemented through the Huong Cong - Hai Phong Trade Union app since the end of 2024, has facilitated quick access to capital for hundreds of union members. To date, approximately 500 emergency loans have been disbursed, totaling nearly 3 billion VND.
Mr. Nguyen Anh Tuan, Vice Chairman of the Vietnam Fatherland Front Committee of the city and Chairman of the City's Labor Union, said that the Fund's goal is not only to provide financial support but also to ensure that "no union member is left behind due to financial difficulties."
Bringing loan services onto the digital platform App Huong Cong - Hai Phong Trade Union is considered a significant innovation, helping to shorten processing times, reduce procedures, and facilitate timely access to capital for workers. In the future, the fund will continue to innovate its lending and loan management methods; apply technology to improve operational efficiency; strengthen communication about emergency loan products; and collaborate with businesses to expand implementation, so that more union members and workers can receive support when facing difficulties.
