Hoa Binh province "reaches the finish line" in eliminating temporary housing.

Immediately after the Prime Minister launched the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025," for more than a year, the entire political system of Hoa Binh province has actively participated, and has now achieved the set goal.

This result not only demonstrates responsibility and determination, but also the compassion and solidarity of the Party committee and government towards the poor people in the area.

To ensure the "Eliminating Temporary and Dilapidated Houses" program is completed on schedule, the Secretary of the Hoa Binh Provincial Party Committee, Nguyen Phi Long, Head of the Provincial Steering Committee for the program, has regularly inspected and checked the situation in difficult areas, closely monitoring each village and hamlet in the districts of Mai Chau, Da Bac, Lac Son, Lac Thuy, Tan Lac, Cao Phong, etc., visiting, encouraging, giving gifts, and attending the inauguration ceremonies of houses for families participating in the program.

Comrade Nguyen Phi Long stated that this achievement was thanks to the active involvement of all levels and sectors in the context of organizational restructuring. The program has fostered a spirit of mutual support and compassion; mobilized resources from the community and society to help the poor settle down and prosper; and contributed to improving essential living conditions for the people, especially poor and near-poor households, policy beneficiary families, ethnic minorities, and other vulnerable groups.

In his spacious and clean new house, Mr. Bui Van Hanh from Trang Giua hamlet, Hop Phong commune, Cao Phong district, happily said: “Thanks to the financial support from the province in the program to eliminate temporary housing, my family now has our dream house. Besides the 60 million VND in support as stipulated, my family borrowed more money and received help from relatives and friends in terms of funds and labor to build this house worth over 200 million VND.”

In 2025, Hoa Binh province aims to eliminate 3,194 temporary and dilapidated houses with a total estimated cost of over 168 billion VND. To achieve this goal, all levels, sectors, and localities in the province have mobilized maximum resources to support poor, near-poor, and disadvantaged households in repairing and building new houses. A vibrant emulation movement has been launched among the people with the spirit of "everyone helps with whatever they can, whether it's labor or resources, small or large contributions."

Chairman of the Hoa Binh Provincial Fatherland Front Committee, Bui Van Luyen, shared that by May 30, 2025, all 10 district-level units had completed the program to eliminate temporary and dilapidated houses. This demonstrates the determination of the entire political system to create a strong shift in awareness and responsibility of Party committees, governments, the Fatherland Front, political-social organizations, political-social-professional organizations, businesses, and the whole society towards poor households, near-poor households, people affected by natural disasters, and families of war heroes facing housing difficulties.

According to a report by the Hoa Binh Provincial Fatherland Front Committee, after coordinating with relevant agencies to conduct inspections and reviews, the province has identified 3,194 households living in temporary or dilapidated houses with urgent needs for housing construction and repair. The Provincial People's Committee issued Decision No. 761/QD-UBND dated April 9, 2025, approving the list of households eligible for support in building new houses or repairing existing ones under the "Eliminating Temporary and Dilapidated Houses" project in Hoa Binh province for the 2024-2025 period, including 2,417 new houses and 777 houses for repair. Support for poor households in building houses is ensured according to the principle: Each family receives a maximum of 60 million VND for new construction and 30 million VND for repairs from funds raised through the Provincial "For the Poor" Fund. The local government, people, and socio-political organizations provide labor and common materials on-site.

The housing support program ensures transparency, adherence to local customs and practices, and suitability to the actual conditions of each household, while also reflecting the local ethnic cultural identity. It must also meet the three essential structural requirements (solid foundation, solid walls, solid roof) as stipulated in housing regulations. The largest houses are 100-110 m2, valued at 300-500 million VND, accounting for approximately 10% of the total; the smallest are 35-36 m2 (for single-person households), valued at 60 million VND; the average size of the houses already handed over ranges from 50-65 m2, valued at 120-170 million VND (commonly), accounting for 80% or more of the total. Lac Son is one of the districts that achieved the program to eliminate temporary and dilapidated houses early in the 2024-2025 period.

The district has completed and handed over all 620 houses under the program, including 566 newly built houses and 54 renovated houses, by mid-May 2025. According to Bui Van Kia, Deputy Secretary of the District Party Committee and Deputy Head of the Steering Committee for Eliminating Temporary and Dilapidated Houses in Lac Son District, along with the implementation of the intensive emulation campaign "450 days and nights to complete the elimination of temporary and dilapidated houses for poor households," the District Fatherland Front has issued a plan to organize a ceremony to launch the emulation movement to eliminate temporary and dilapidated houses and support the Fund for the Poor in 2024.

Agencies, departments, and organizations, in coordination with neighborhoods and hamlets, reviewed and prioritized the allocation of funds and mobilized officials, members, and the public to help build houses for eligible households. Communes and towns established Steering Committees and Campaign Committees to eliminate temporary and dilapidated houses to assist families in building new homes. Expressing her joy at having a new house, Mrs. Bui Thi Mai, a Muong ethnic minority woman from Re hamlet, An Nghia commune, Lac Son district, said: “With a new house, my family no longer worries when it rains heavily or is windy. We can work and produce with peace of mind, develop the economy, and rise out of poverty.” Mrs. Bui Thi Mai was a poor household with a sick husband and difficult economic circumstances, unable to build a new house. With financial assistance from the district's allocation and help from relatives and friends, she now has a sturdy house to live in.

The intensive campaign "450 days and nights to eliminate temporary and dilapidated houses for poor households" in Hoa Binh province has been a focus of all levels and sectors, from the province to the commune, with concerted efforts to support the construction of housing for poor, near-poor, and policy beneficiary families. Simultaneously, efforts have been intensified to promote and replicate effective practices; actively mobilize organizations, businesses, and people inside and outside the province to contribute resources; and develop and replicate successful models of public mobilization in the implementation of the program. As a result, temporary houses have now become sturdy homes, and the dream of a decent house for poor households has become a reality.
