Many rural roads in Hoa Luu commune have been repaired, upgraded, and newly constructed, helping to improve the appearance of the countryside.
People's lives have improved.
Having lived along the Tu Huong canal for many years, Mr. Tran Van Thong in My Hiep 2 hamlet, Hoa Luu commune, still vividly remembers the days when people took turns patching the road and repairing the bridge to ease the hardship of travel and goods transportation. However, these efforts were only temporary; the road deteriorated quickly, becoming even muddier during the rainy season, creating difficulties for the daily lives of the people.
The dream of a new, wide, and sturdy road had become a shared concern for the entire hamlet. Then, good news arrived: in 2025, Hoa Luu commune invested in the construction of a 3.5-meter-wide, 3-kilometer-long rural road along the Tu Huong canal. "Since the road was completed, everyone has been delighted. The roads are well-maintained, students can go to school safely, and goods transportation is convenient," Mr. Thong expressed.
In addition to the Tu Huong canal, as part of the 2025 Rural Transportation, Irrigation, and Rural Environmental Protection Campaign, the commune has invested in the construction of over 15,000 m² of new roads and 75 m² of rural bridges; and maintained and repaired many roads, bridges, and irrigation works in the area. The rural landscape is increasingly improving, contributing to the locality's maintenance and enhancement of the quality of new rural development criteria.
The synchronized investment in infrastructure has become a crucial "lever" for the growth and economic restructuring of the locality. The total production value of the commune in 2025 reached 1,929 billion VND, achieving 107.23% of the plan. Cultural and social fields continue to receive comprehensive care. The commune maintains 10 out of 10 schools meeting national standards; the commune health station has been upgraded to meet national health criteria; and the rate of people participating in health insurance has reached 95% of the population.
During the year, the locality created 554 new jobs, achieving 107.57% of the plan; effectively implemented the National Target Program for Sustainable Poverty Reduction giai đoạn 2021-2025, helping 16 households escape poverty, achieving 128% of the resolution's target. Political security and social order and safety continued to be maintained and stable. With 13 out of 13 targets met or exceeded, Hoa Luu has created a solid foundation for a new phase of development.
Unleashing the driving force for development
Following the administrative boundary merger, Hoa Luu commune continued to promote innovation in Party building and the political system, creating significant changes. Directives from the Central Government, the City Party Committee, the People's Council, the People's Committee, and the City Committee of the Vietnam Fatherland Front were implemented and concretized promptly and correctly, contributing to creating consensus and support among the people.
The locality is urgently reorganizing and streamlining its organizational structure towards a more efficient and effective operation. In 2025 alone, the commune's People's Council held three specialized sessions and issued 22 important resolutions, contributing to improved leadership and management quality. A notable highlight was the commune's pioneering online competition "Understanding the Resolutions of the Party Congresses at all levels for the 2025-2030 term," attracting a large number of officials, Party members, and citizens to participate.
In addition, 16 "Effective Mass Mobilization" models were maintained and improved; 21 new Party members were admitted, achieving 100% of the planned target. Looking ahead to 2026, the Hoa Luu Commune Party Committee has set 16 main targets along with 2 key breakthrough tasks. Firstly, to promote the application of science and technology, innovation; proactively apply digital technology in the management and operation of the Party committee and government, and in resolving administrative procedures to better serve the people and businesses.
Secondly, it is necessary to promote the role and responsibilities of People's Council representatives, apply technology and digital transformation in operations, and improve the quality of organizing sessions and the quality of supervision activities of the commune's People's Council. According to Mr. Nguyen Thanh Phong, City Party Committee member and Secretary of the Hoa Luu Commune Party Committee, in 2026, the Party Committee, government, and people of the commune are determined to create clear and substantive changes in all aspects of work.
This includes continuing to review and strengthen the political system to ensure stable, efficient, effective, and effective operation; closely adhering to targets and starting implementation from the beginning of the year. The focus is on developing industrial clusters, high-tech agriculture linked with eco-tourism in the riverine garden areas, and agricultural product transit centers… helping to unlock the impetus for the locality to resolutely work with the city to achieve double-digit growth in 2026.
