Regarding digital transformation, voters suggested that the Government should develop a comprehensive and synchronized solution for applying information technology in governance and administrative procedures. Voters cited examples such as simplifying the submission of feedback and suggestions, allowing submission via text and voice through applications or AI platforms. They proposed that the system should automatically classify and forward requests to the correct agencies for processing, providing quick responses, and fostering convenience and trust among citizens. They also suggested strengthening digital government functions, allowing citizens to submit applications, track processing progress, receive notifications, and get feedback directly through the application.

Voters also suggested the need for specific guidelines on the application of AI in local government operations, ensuring synchronization, security, and efficiency; the issuance of policies to encourage and support digital training for officials, civil servants, and citizens, especially the elderly and those with limited access to technology; and the piloting of digital citizen models at the local level, summarizing lessons learned and replicating them citywide.

Voter Nguyen Van Hau (Bach Long Vy district) expressed that, according to the Central Government's policy and the Hai Phong city's plan, after the reorganization of the administrative apparatus, Bach Long Vy district will become a special zone. He requested that the Central Government and the city consider establishing a special zone administrative structure for Bach Long Vy that ensures the effective implementation of national defense and security tasks and socio-economic development to maintain national sovereignty over the maritime border, commensurate with the island's strategic position in the Gulf of Tonkin. He also requested a stable, sufficiently large, and strong organizational structure suitable for handling and resolving situations and events on the island and at sea, especially natural disasters like storms and typhoons. Furthermore, he requested minimizing the impact of the reorganization and downsizing on the already limited number of officials and civil servants.

In addition, voters also made many suggestions related to adding job positions for medical staff in schools; measures to strengthen management and prevent high-tech crimes, online fraud, and fraudulent websites selling products of unknown origin or poor quality online...

During the meeting, representatives from various departments and agencies listened to, explained, and clarified issues of concern to voters within their jurisdiction.

Speaking at the meeting, the Secretary of the City Party Committee and Head of the National Assembly Delegation of the city, Le Tien Chau, informed voters about some outstanding results regarding the socio-economic situation, national defense and security, and foreign affairs of the city in the first quarter of 2025.

Accordingly, in the first three months of the year, the city completed phase 1 of the revolution to streamline the organizational structure with very encouraging results, reducing the number of departments by 15-20%, with some agencies and units reducing their departments by more than 50%. Public opinion among officials, Party members, and the people is highly supportive and in agreement.

The city's GRDP in the first quarter grew by 11.07% year-on-year, nearly 1.6 times the national GDP, ranking 6th nationwide and 2nd in the Red River Delta region. Notably, Hai Phong topped the rankings for the Public Administration Reform Index (PAR Index) and the Citizen Satisfaction Index with the Services of State Administrative Agencies (SIPAS) in 2024 - this is the first time Hai Phong has ranked first in both of these indices…

The city proposed, and the Prime Minister issued Decision No. 1511/QD-TTg on December 4, 2024, on the establishment of the Southern Hai Phong Coastal Economic Zone. This will be a green, ecological economic zone, expected to be an ideal destination for high-tech businesses; and a driving force for the city's future development.

The Secretary of the City Party Committee and Head of the City's National Assembly Delegation informed: In order to focus on leading, directing, and organizing the successful implementation of tasks in 2025, the City Party Committee has set out a number of key tasks.

Accordingly, the focus will be on leading and directing the implementation of the Central Committee's directives on streamlining the organizational structure of the city's political system, in conjunction with restructuring the staff in accordance with regulations, ensuring progress and quality (submitting to the Central Committee the Project on rearranging commune-level administrative units (reducing 60 to 70% of commune-level administrative units); and the Project on merging Hai Duong province and Hai Phong city before April 30, 2025. The city will organize a broad public consultation on the above-mentioned contents).

The city is also actively coordinating with Hai Duong to develop the Party Congress documents; developing plans to ensure the necessary infrastructure and working conditions (headquarters, housing, policies, etc.) for agencies, units, officials, and civil servants after the reorganization of provincial and commune-level administrative units; compiling and statistically analyzing the specific mechanisms applied to various sectors and fields that have been approved by the People's Councils of each province and city to proactively propose solutions after the merger, in accordance with central government guidelines, with the spirit that policies that are more advantageous and beneficial to the people and businesses should be maintained so that the people of both localities can benefit from the merger - City Party Secretary and Head of the National Assembly Delegation of the city, Le Tien Chau, emphasized.

Simultaneously, the goal is to complete a dual task: reorganizing administrative units at all levels and building a two-tiered local government model, while ensuring the 12.5% ​​economic growth target for 2025, aiming for 15-16% growth in the 2026-2030 period. Proactively restructure the economy, prioritizing quality, depth, and sustainability; leveraging its strategic location to become an international trade hub and a safe and attractive destination amidst global uncertainty…

During the meeting, the conference received 10 opinions and suggestions from voters. The head of the city's National Assembly delegation assessed the opinions as very heartfelt and responsible, and requested that city leaders, departments, and agencies provide more complete and specific written responses to voters and the people.

For issues raised by voters that fall under the jurisdiction of the National Assembly, the Government, ministries, central agencies, the Delegation will compile a comprehensive report and submit it to the National Assembly, central agencies, and local authorities for consideration and resolution within their respective jurisdictions.
