
Attending and chairing the Conference were Deputy Minister of Justice Nguyen Thanh Tinh; Mr. Gonzalo Serrano de la Rosa, Deputy Head of Cooperation, Delegation of the European Union to Vietnam; and Ms. Ramla Khalidi, Resident Representative of the United Nations Development Programme in Vietnam.
Speaking at the forum, Deputy Minister Nguyen Thanh Tinh shared that on December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in the development of science, technology, innovation, and digital transformation of the nation. In this resolution, the development of science, technology, innovation, and digital transformation is one of the top priority breakthroughs, serving as the main driving force for the rapid development of modern productive forces, the improvement of production relations, the renewal of national governance methods, socio-economic development, preventing the risk of backwardness, and enabling the country to achieve breakthrough development and prosperity in the new era.

The Deputy Minister stated that, in an effort to implement Resolution No. 57-NQ/TW, the Ministry of Justice has proactively developed and implemented numerous programs and plans to promote digital transformation within its assigned scope, areas, and localities, achieving noteworthy initial results. Specifically, it has issued the Ministry of Justice's Digital Transformation Strategy for the period 2025-2030, with a vision to 2035; the Data Strategy at the Ministry of Justice; and the Ministry of Justice's Digital Architecture Framework version 4.0…
In addition, the Ministry of Justice has completed the nationwide shared administrative procedure information system and is gradually developing digital platforms such as the National Legal Portal and AI applications to support the drafting, inspection, and review of legal documents. These initial results have yielded positive effects, contributing to improved state management efficiency and better service to citizens and businesses.
Regarding digital transformation, Mr. Gonzalo Serrano de la Rosa, Deputy Head of Cooperation, Delegation of the European Union to Vietnam, highly appreciated Vietnam's recent efforts in laying the policy foundation for judicial reform and digital transformation.
According to Mr. Gonzalo Serrano de la Rosa, the issuance of Resolution No. 66-NQ/TW on removing legal obstacles, strengthening law enforcement and promoting digital transformation, along with Resolution No. 57-NQ/TW of the Politburo aimed at promoting Vietnam's development through breakthroughs in science, technology, innovation and digital transformation, are considered important steps. These policies ultimately aim to elevate Vietnam's socio -economic development to a new level.
Ms. Ramla Khalidi, Resident Representative of the United Nations Development Programme in Vietnam, also stated: “Digital transformation is not an end in itself. It is a means to expand equity, transparency, and access to justice for all. The choices we make today will shape how technology serves people – and protects their rights – for years to come.”
Within the framework of the program, participating delegates listened to suggestions from UNDP experts on improving the effectiveness of digital transformation, and opportunities for cooperation to support the effective implementation of digital transformation to meet the requirements of national development in the new era.
