Workshop “Achieving Net-Zero Goals: US-Vietnam, Reducing Carbon Emissions in Industrial Production in Hai Phong City”
(Haiphong.gov.vn) - On the morning of January 17th, at the City Convention Center, the Hai Phong Economic Zone Management Board, in coordination with the US Embassy in Vietnam, organized a workshop titled "Achieving Net-Zero Goals: US-Vietnam, Reducing Carbon Emissions in Industrial Production in Hai Phong City".
Attending the workshop on behalf of the U.S. Embassy in Vietnam were Mr. Marc E. Knapper, Ambassador of the United States to Vietnam; Mr. Stephen L. Green, Commercial Counsellor; Dr. Ananth Chikkatur, U.S. Agency for International Development (USAID V-LEEP II); and members of the U.S. Trade Office and the Office of Energy.
Representing Hai Phong city were Mr. Hoang Minh Cuong, Vice Chairman of the City People's Committee; Mr. Le Trung Kien, Head of the Hai Phong Economic Zone Management Board; and representatives from various departments, agencies, industrial park infrastructure businesses, and major investors committed to achieving the Net-Zero goal in the city.

The workshop “Achieving Net-Zero Goals: US-Vietnam, Reducing Carbon Emissions in Industrial Production in Hai Phong City,” under the Clean Technology Strategic Project Fund (CTSPF), is the result of positive, specific, and in-depth exchanges between the Hai Phong Economic Zone Management Board and the US Commercial Section in Vietnam of the US Embassy in Vietnam regarding connecting bilateral trade activities in the energy sector between the two countries, as well as issues related to reducing carbon emissions to “zero” and addressing climate change.

In his opening remarks at the workshop, Vice Chairman of the Hai Phong City People's Committee Hoang Minh Cuong expressed his sincere gratitude to the Ambassador and his colleagues for their support in enabling Hai Phong City to organize this workshop, which is of paramount importance in the development orientation of industrial parks and economic zones. This activity aims to strengthen foreign relations, cooperation, and research exchanges with US government agencies in areas where the US has strengths, such as high technology, chip manufacturing, semiconductor technology, and carbon emission reduction. In particular, it focuses on bilateral trade in the energy sector between the US and Vietnam, and between Hai Phong City and the US Commercial Section of the US Embassy in Vietnam; contributing to fulfilling commitments made at COP 26 in combating climate change, energy transition, contributing to green and sustainable development, and achieving the Net-Zero goal by 2050.
The Vice Chairman of the City People's Committee emphasized that the workshop will contribute to accelerating the construction of ecological industrial parks in Hai Phong, linking industrial activities with the environment and sustainable development, circular economy, and green economy. The workshop is not only important for existing industrial parks but also contributes to guiding and creating new industrial parks and economic zones in the southern part of the city.

At the workshop, Mr. Le Trung Kien, Head of the Hai Phong Economic Zone Management Board, presented an overview and development orientation for industrial parks and economic zones in the city, along with adapting to and keeping up with global trends in green transformation. Hai Phong currently has 14 operational industrial parks, with synchronously invested technical infrastructure covering an area of 6,080 hectares, creating over 4,000 hectares of industrial production land, with an average occupancy rate of approximately 60.5%. Currently, the city is focusing resources on strengthening green transformation efforts and reducing CO2 emissions in industrial parks, aiming to build and expand eco-industrial park models throughout the city. To date, Hai Phong has two eco-industrial parks: the DEEP C Industrial Park Complex and the Nam Cau Kien Industrial Park.

The workshop heard presentations and discussions from speakers from the U.S. Embassy in Vietnam on many important topics, focusing on: Optimizing energy use in industrial parks; optimizing energy efficiency through planning, design, and implementation of energy storage, infrastructure, and connectivity; developing eco-industrial parks in Vietnam linked to the use of clean energy in reducing carbon emissions from industrial production; energy saving and utilizing carbon credits towards sustainable industrial production. At the same time, U.S. delegates also presented many U.S. initiatives on sustainable production to the workshop...

Speaking at the conference, Ambassador Marc E. Knapper of the United States to Vietnam stated that today's conference represents a significant leap forward in the relationship between the two countries. He expressed confidence that both sides can continue to attract investment between the two nations, and that this partnership demonstrates the importance of both countries working together towards the future, particularly in the areas of climate change response and energy security. He added, "Today, the United States is here to demonstrate its support, not only for Vietnam but also for the city of Hai Phong. Together, we can accelerate the energy transition, address climate change, and work towards the ambitious goal of net-zero emissions."
With Vietnam aiming to become a high-income country by 2025, investment in the power sector is crucial to achieving this ambitious goal. The United States is committed to decarbonizing industrial parks, creating jobs, boosting economic growth, and building a more sustainable future for American citizens.

At the workshop, Vice Chairman of the Hai Phong City People's Committee Hoang Minh Cuong also informed that the city's leadership had issued Plan No. 222/KH-UBND dated September 15, 2022, to implement the national strategy on climate change for the period up to 2050. This plan reflects the vision and all efforts to achieve the goal of zero net emissions, and the city has accomplished some of these goals to date.
In state management, the People's Committee of Hai Phong City has directed the Hai Phong Economic Zone Management Board, when granting investment licenses, to always prioritize assessing the efficient use of water resources, water reuse in production, commitment to wastewater treatment, efficient use of surface water areas and riverbanks, preservation of coastal mangrove ecosystems, and ensuring the maintenance of a green space ratio of 20% in industrial parks. Businesses operating in industrial parks and economic zones are required to conduct greenhouse gas inventories and gradually transition from traditional energy sources to renewable energy sources such as solar power, wind power, biomass power, LNG power, and hydrogen.

The Vice Chairman of the City People's Committee stated that, to initiate a commitment to protecting the future and realizing the COP26 commitments in Glasgow, Hai Phong city is urgently building a new economic zone in the South of Hai Phong – an ecological, sustainable economic zone integrated with circular economic activities, covering an area of over 20,000 hectares. This is the clearest evidence to affirm that Hai Phong city has taken action in the climate change campaign.
