The workshop was chaired by the following comrades: Professor, Dr. Ta Ngoc Tan, Standing Vice Chairman of the Central Theoretical Council; Nguyen Ho Hai, Deputy Secretary of the Ho Chi Minh City Party Committee; and Professor, Dr. Nguyen Quang Thuan, Head of the Economic Subcommittee (Central Theoretical Council).

The workshop was attended by the Vice Chairmen of the Central Theoretical Council; representatives from the leadership of Tay Ninh, Binh Duong, Binh Phuoc, Ba Ria-Vung Tau, Long An, Tien Giang provinces, Ho Chi Minh City, and experts and scientists.

Comrade Nguyen Ho Hai delivered a welcoming speech and officially opened the workshop.

In his welcoming remarks and opening speech at the workshop, Comrade Nguyen Ho Hai stated: The Government has just submitted to the National Assembly a draft Resolution replacing Resolution No. 54 dated November 24, 2017, of the National Assembly on piloting special mechanisms and policies for the development of Ho Chi Minh City. The city is delighted to receive this and recognizes that once the new resolution is passed by the National Assembly, it will create immense advantages and conditions, providing momentum and impetus for the city's development.

In his opening remarks at the seminar, Professor Ta Ngoc Tan stated: The new global and domestic context from now until the end of the 13th National Congress term is predicted to present many difficulties and major challenges alongside opportunities and advantages. This requires us to remain calm and wise, to make good use of the results and lessons learned, and to overcome existing limitations and weaknesses, especially since the beginning of the 13th term, in order to continue promoting innovation, striving to seize every opportunity and advantage; overcoming all difficulties and challenges to successfully implement the programs, plans, goals, and tasks set for the second half of the 13th term.

The Standing Vice Chairman of the Central Theoretical Council emphasized that one of the important and urgent tasks is to continue summarizing practical experiences, especially from the results achieved in Implementing the Resolution of the 13th National Congress of the Party in various fields, linked to the practical experience of nearly 40 years of implementing the reform process in localities, aims to provide scientific arguments for the Party's guidelines and the State's policies in the coming period, preparing for the drafting of documents for the 14th National Congress to strive to achieve the goal of making Vietnam a developing country with modern industry and high middle income by 2030, and a developed country with high income according to the socialist orientation by 2045…

At the workshop, delegates focused on discussing and evaluating the achievements, results, limitations, and causes of those achievements and limitations; pointing out inadequacies, bottlenecks, obstacles, and theoretical and practical issues arising in the leadership, direction, and organization of the implementation of the Resolution of the 13th National Party Congress and the Resolution of the 11th Congress of the Ho Chi Minh City Party Committee, and the Resolutions of the Party Congresses of Tay Ninh, Dong Nai, Ba Ria-Vung Tau, Long An, Binh Duong, Binh Phuoc, and Tien Giang provinces for the 2020-2025 term in the fields of economic, cultural, social, and human development; science and technology, resources and environment; national defense, security, and foreign affairs; and Party building and the political system, based on local practices.

The delegates also analyzed and clarified typical models, new experiences, and best practices in various fields; proposed key viewpoints, tasks, breakthrough solutions, and suggested solutions to properly address the theoretical and practical issues raised…
