Over 17,000 hectares of land belonging to projects in Ho Chi Minh City are awaiting resolution.

The 838 projects previously compiled by the Ho Chi Minh City Department of Finance alone occupy approximately 17,000 hectares of land with a total investment of up to 206,000 billion VND.

On June 3rd, the Ho Chi Minh City Real Estate Association (HoREA) sent an urgent letter to the Ho Chi Minh City People's Committee, the Ho Chi Minh City Department of Finance, and businesses, requesting that investors promptly report on projects facing difficulties, obstacles, and long-standing issues through the Department of Finance's 45-point reporting system.

According to statistics from the Department of Finance, Ho Chi Minh City currently has 838 projects and land plots facing difficulties and obstacles in various fields. Among these are 265 private investment projects, 13 public-private partnership (PPP) projects, 28 state-owned enterprise projects, 116 public investment projects, 42 public assets, 194 state-owned land and property facilities, along with many projects related to inspection, investigation, and other cases.

However, HoREA argues that many projects in the above list are still categorized into groups such as those with basically completed remediation, those with directives for remediation, those undergoing remediation as directed, those with planned remediation, or those still under processing. This means that the difficulties and obstacles have not been completely resolved.

According to HoREA's calculations, the number of projects and land plots belonging to the aforementioned groups amounts to approximately 303 cases, accounting for 36% of the total number of outstanding projects that have been surveyed.

Following the conference to implement Directive 45 held on May 13th with the participation of the business community, HoREA continued to record more than 120 real estate projects facing difficulties that had not been included in the previously reviewed list.

In addition to the 838 projects previously compiled, Ho Chi Minh City has approximately 137 new projects facing difficulties and obstacles.

To date, businesses continue to submit their applications through the Department of Finance's System 45. According to HoREA, the total number of long-standing projects with unresolved issues in Ho Chi Minh City has increased to 958 projects.

According to Mr. Le Hoang Chau, Chairman of HoREA, this shows that the scale of stalled projects in Ho Chi Minh City is significantly larger than the initial figures, and also highlights the need for further review to avoid overlooking any outstanding cases.

Among the long-running projects, Mr. Chau cited the case of the Binh Trung Dong - Cat Lai residential area, covering 154 hectares. The project was allocated land in 2001, but compensation and land clearance have yet to be completed. The technical infrastructure and main arterial roads have also not been developed.

As a result, hundreds of customers who bought land plots about 25 years ago have still not received their land, while the project area has many unfinished items, affecting urban aesthetics and the lives of residents.

Another project is the North Rach Chiec New Urban Area, covering over 82 hectares, approved in 1997. Although some component projects have completed land clearance or infrastructure investment, the project's implementation remains stalled due to legal obstacles related to previous inspections and investigations.

“The 838 projects that were previously compiled alone occupy approximately 17,000 hectares of land with a total investment of up to 206,000 billion VND . If we add about 137 newly arising projects, the scale of untapped land resources and the amount of investment capital tied up in stalled projects will be much larger,” Mr. Chau said.

According to HoREA leaders, the effective implementation of Conclusion No. 24 of the Politburo , Resolution No. 29 of the National Assembly, and the action programs of Ho Chi Minh City will contribute to freeing up land resources, unlocking investment capital flows, limiting resource waste, and creating momentum for the city's double-digit economic growth target in 2026 and subsequent years.

Therefore, Mr. Chau suggested that Ho Chi Minh City continue to allow businesses to update outstanding projects on System 45, and at the same time urgently classify and determine the authority to handle each specific case in order to speed up the process of removing bottlenecks in the coming time.
