Meeting of the Executive Committee of the Provincial People's Committee Party Committee

On April 4th, the Executive Committee of the Provincial People's Committee Party Committee held a meeting to hear and give opinions on several important work issues. Comrade Pham Duc An, Secretary of the Party Committee and Chairman of the Provincial People's Committee, presided over the meeting.

At the meeting, the Party Committee of the Provincial People's Committee listened to and commented on the results of work in the first quarter of 2025. This was also the time when the Party Committee of the Provincial People's Committee was established; however, the Party Committee proactively and actively directed the development of operational regulations, established party organizations after the reorganization and streamlining of the organizational structure, established advisory and support agencies, and issued the Work Program, the Inspection and Supervision Program, and the Resolution on the direction and tasks for 2025 to implement.

Simultaneously, the Party Committee directed its specialized advisory and support agencies, cadres, Party members, civil servants, and workers to strive and overcome all difficulties to proactively and effectively advise on the Party Committee's political tasks, and to promptly organize meetings of the Executive Committee, Standing Committee, and the Party Committee's Standing Board to lead and direct the Provincial People's Committee and the Chairman of the Provincial People's Committee in implementing socio-economic development tasks.

Comrade Tran Nhu Long, Deputy Secretary of the Party Committee of the Provincial People's Committee, delivered a speech at the meeting.

This has contributed to ensuring the province's socio-economic development goals and plans, guaranteeing a growth target of 10.91% in the first quarter of 2025, an increase of 0.41% compared to the projected scenario, ranking 3rd in the Red River Delta region and 7th nationwide. The industrial and service sectors continue to affirm their role as the main drivers of the province's growth (increasing by 10.14% and 14.19% respectively).

The fields of education and training, health, labor, employment, culture, social affairs, and sports continue to receive attention; social security is ensured; national defense, security, social order and safety, and sovereignty over borders and islands are maintained. The plan for reorganizing specialized agencies under the provincial People's Committee has been basically completed; decisions stipulating the functions, tasks, powers, and organizational structure of specialized agencies and administrative organizations under the provincial People's Committee have been developed and promulgated...

At the meeting, based on the reports, the Provincial Party Committee of the People's Committee spent time reviewing and analyzing the results of work in the first quarter of 2025; assessing the impact of policies, developments, and the international context in order to propose solutions to ensure growth targets in the next quarter. At the same time, they proposed several key tasks to strengthen leadership and guidance for Party committees focusing on protecting the internal political security of the Party.

Directing this matter, Comrade Pham Duc An, Secretary of the Party Committee and Chairman of the Provincial People's Committee, highly appreciated the proactive and positive efforts of the agencies and units, especially the grassroots Party committees. He emphasized: In implementing the tasks for the second quarter of 2025, Quang Ninh strives for a GRDP growth rate of 12.14%, which is a very high growth rate, requiring even greater determination and effort from the entire political system of the province in the context of many complex developments in the international economy .

First and foremost, the Department of Finance and the Provincial Economic Zone Management Board need to reassess the impact of the new US tariff policy on Vietnam, which is directly affecting growth targets and production activities in the province. They need to proactively develop specific scenarios and contingency plans to respond to potential situations. Simultaneously, they must seriously and effectively implement the socio-economic development tasks and the state budget estimates for the second quarter of 2025.

Specifically, the focus will be on land clearance to create clean land funds in economic zones and industrial parks to attract new-generation, large-scale, high-tech foreign direct investment (FDI), especially in the processing and manufacturing industries of electronics, semiconductors, and artificial intelligence; actively supporting businesses and creating favorable conditions for the stable development of the coal and electricity sectors; and focusing on reviewing all ongoing non-budgetary projects, classifying obstacles and difficulties to resolve them completely.

Simultaneously, attract and support investors in implementing new key projects; prepare for tourism activities and festivals, especially a series of unique cultural, artistic, and sports events to attract tourists; improve the effectiveness and efficiency of budget revenue and expenditure management and public investment. Continue to effectively implement the restructuring and streamlining of the apparatus, ensuring that the restructuring process does not affect the implementation of socio-economic development tasks and solutions; research and propose options for decentralization and delegation of power; improve the efficiency of the operating mechanism and coordination among departments, sectors, and localities, ensuring synchronized, smooth, and effective operation...
