On the morning of June 9, the Steering Committee for Site Clearance (Clearance) of the Dong Dang (Lang Son) - Tra Linh Expressway (Cao Bang) Expressway Investment Project held a meeting to grasp the situation and prepare for the site clearance of the project. Mr. Hoang Xuan Anh, Chairman of the Provincial People's Committee, Head of the Project Clearance Steering Committee chaired. Attending were Mr. Nguyen Trung Thao, Vice Chairman of the Provincial People's Committee; leaders of departments, branches and People's Committees of 6 districts: Thach An, Quang Hoa.
Construction investment project of Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway was approved by the Prime Minister with investment policy in the form of public-private partnership (PPP) in Decision No. 1212/QD-TTg and adjusted investment policy according to Decision No. 20/QD-TTg dated January 16, 1 with a length of more than 2023 km, total preliminary investment of 121 billion VND. In which, phase 22.690 invests 1 km (from Km93,35 at the intersection of Tan Thanh and Lang Son border gates to about Km0 + 93 intersection with National Highway 350, Quang Hoa district). Phase 3 continues to invest the remaining 2 km (from about Km27,71+93 – Km350+121, the end point is at the planning boundary of Tra Linh Border Gate Economic Zone (Chong Khanh).
According to the construction plan, the area of land measurement for site clearance for phase 1 in the area of 2 districts of Thach An, Quang Hoa is 454,16 ha. Through review and statistics, the expressway through Thach An district is 22,2 km long, with about 52 households eligible for compensation. Currently, the district has arranged to build a concentrated resettlement area of about 3 hectares in Doong Lang hamlet, Thuy Hung commune. In Quang Hoa district, the project passes through 5 communes and 1 town with a length of over 40 km, about 65 households need to arrange resettlement. The district arranged 2 resettlement areas in Hoa Thuan town and Quang Uyen town.
Up to now, the construction of site clearance piles in phase I has been implemented by localities according to the plan. For the priority locations to start the project, the area of the tunnel door at 02 Km72 in Thuy Hung commune (Thach An), the stakeholders carried out the site clearance, measurement, mapping and tally of land and crops. The area of the auxiliary area has been approved by the Provincial People's Committee for the 2023 land use plan of Thach An district in Decision No. 2022/QD-UBND dated December 31, 12 of the Provincial People's Committee. In the area of Km2022 at the intersection of National Highway 53A in Duc Xuan commune (Thach An), the consulting unit has planted stakes for site clearance of the route.
Addressing the meeting, Chairman of the Provincial People's Committee Hoang Xuan Anh suggested that relevant parties soon save and supplement the composition of the Steering Committee for site clearance at provincial and district levels. Review the site clearance plan, especially the priority locations to start the project; interested in dumping, resettlement arrangement, environmental impact assessment. The Department of Finance advises the Provincial People's Committee to urgently arrange the capital plan for the project after approval. The joint venture unit consults to speed up the progress of planting and clearing landmarks for the remaining positions and handing them over to the People's Committees of the districts. When the project is approved, direct the consulting consortium to deploy the site clearance piles and organize the handover for the next steps. Coordinating the implementation of the clearance of mines and explosives within the scope of the project.
People's Committee of 2 districts of Thach An, Quang Hoa plans to implement the work in service of project clearance right after approving the project; strengthen propaganda, mobilize the people to respond, create a high consensus among the people. Propagating and disseminating the project scale, mechanisms and policies on land recovery; Tally, prepare and approve the compensation plan for site clearance for households using recovered land, minimizing the loss of people's property...
