I. RESULTS OF TASKS PERFORMANCE IN THE FIRST QUARTER OF 2023
1. Culture and family fields
In the first quarter, the Ministry of Culture, Sports and Tourism focused on implementing the instructions of the Politburo, the Secretariat, the Government and the Prime Minister in the process of organizing activities to celebrate the Party, celebrate Spring and welcome the Lunar New Year of the Cat. 2023 for the people in a joyful, warm, healthy, safe and economical atmosphere. Activities commemorating the 80th anniversary of the Outline of Vietnamese Culture (1943 - 2023) advised and proposed by the Ministry of Culture, Sports and Tourism to the Secretariat and Government and presided over the implementation have been recorded by Party and State leaders. recognized, highly appreciated, and coordinated and actively implemented by sectors, levels, and localities; is an opportunity for all levels, sectors, localities and the entire Vietnamese people, including cultural practitioners, intellectuals, and artists to more deeply imbue the historical meaning and era, the great values, longevity and profound influence of the Outline in the resistance war of national construction as well as the comprehensive reform initiated and led by our Party, thereby determining key task groups in the process of building and developing Vietnamese culture and people to meet the requirements of sustainable development of the country.
– Protect and promote cultural heritage values: Deploy the development of the Cultural Heritage Law Project (amended). Advise and submit to the Prime Minister a decision to recognize national treasures (phase 11, 2022) for 27 artifacts and groups of artifacts; ranked 05 special national monuments, phase 13; Decision to rank 12 national monuments; licensing archaeological exploration and excavation at 10 locations; Include 40 intangible cultural heritages in the National Intangible Cultural Heritage List. Coordinate the repatriation of the Emperor's Golden Seal. Develop and implement the Plan for Vietnam to run for the World Heritage Committee for the 2023-2027 term. Instructing localities to build profiles of Ha Long Bay - Cat Ba Islands, "The complex of relics and landscapes of Yen Tu, Vinh Nghiem, Con Son - Kiep Bac" (Bac Giang, Hai Duong, Quang Ninh), Area The archaeological relics of Oc Eo - Ba The (An Giang), Hang Con Moong (Thanh Hoa) were submitted to UNESCO for registration as world heritage sites. Building a scientific dossier of intangible cultural heritage submitted to UNESCO for intangible cultural heritages: Mo Muong (Hoa Binh), Binh Dinh Traditional Martial Arts (Binh Dinh), Northern Delta Cheo Art ministry (Thai Binh).
- Building grassroots cultural life and the Movement "All people unite to build cultural life": Prepare a dossier requesting the development of a Law amending and supplementing a number of articles of the Law on Advertising. Accept comments and complete the Decree stipulating the standard framework and process for awarding the titles "Cultural Family", "Cultural Village, Residential Group", "Typical Commune, Ward, Town". ”. Guide localities to organize cultural, sports and tourism activities to celebrate Spring Quy Mao 2023 safely, effectively and economically; Propagate and celebrate major holidays and important historical events in 2023. Organize delegations to inspect the management and organization of the 2023 Spring Festival in localities. Organizing the launch of a Propaganda Painting Competition to celebrate the 75th anniversary of President Ho Chi Minh's call for patriotic emulation (June 11, 6 - June 1948, 11).
– Building culture in ethnic minority and mountainous areas: Organize a preliminary review of 01 year of implementing Project No. 6 "Preserving and promoting fine traditional cultural values of ethnic minorities associated with tourism development" under the National Target Program for Economic Development – society in ethnic minority and mountainous areas (phase I: from 2021 to 2025). Prepare documents to organize the Signing Ceremony of the Work Coordination Program between the Ministry of Culture, Sports and Tourism and the Border Guard Command.
- Library: Implementing the Project "Building a grassroots library model to serve people in mountainous and border areas in the Northern midland and mountainous region in the period 2025-2030, with a vision to 2045". Promulgate the Plan to organize the 2nd Vietnam Book and Reading Culture Day in 2023. Local library activities are exciting and rich: 100% of libraries have coordinated to organize the Spring Newspaper Fair in 2023 ; display and exhibit thousands of documents from books, newspapers, magazines, and thematic photos.
- Film: Submitting to the Government to promulgate Decree No. 131/2022/ND-CP dated December 31, 12 detailing a number of articles of the Cinema Law. Submit to the Minister for consideration and promulgation of 2022 Circulars[03]. Organization: Film series commemorating the 1rd anniversary of the founding of the Communist Party of Vietnam (February 93, 03 - February 02, 1930) and celebrating the Spring of the Cat in 03; Film Week commemorating the 02th anniversary of Vietnamese culture; Celebration of the 2023th Anniversary of the Establishment of Vietnamese Revolutionary Cinema (March 2023, 80-March 70, 15); Polish film week in Vietnam. Appraisal of 3 cooperation or joint venture film production script with a foreign organization. Appraisal, classify and authorize the release of 1953 Vietnamese feature films for theatrical release, 15 foreign feature films, 3 documentary film licenses, 2023 short film license; Appraised 01 animated film scripts registered for production plans in 3. Issued 22 licenses to import cultural products for non-commercial purposes.
- Performing Arts: Continue to complete the Dossier to request the development of a Decree on literary activities. Prepare documents to develop a Decree on a number of regimes and policies for officials and professional workers in public art units. Organizing a special art program commemorating the 80th anniversary of the Outline of Vietnamese culture (1943 - 2023); Art program at the Opening Ceremony and Closing Ceremony of the 2023 National Press Conference. Continue to implement the plan to create literary and artistic works "Living forever with time" in the period 2022 - 2025.
– Fine arts, photography and exhibitions: Develop a Decree amending and supplementing Decree No. 113/2013/ND-CP dated October 02, 10 of the Government on fine arts activities. Organization: Photo exhibition to celebrate the 2013th anniversary of the Outline of Vietnamese Culture (80-1943); Celebration of the 2023th anniversary of Uncle Ho signing Decree No. 70 establishing the national cinema and photography enterprise in Vietnam, in Thai Nguyen province on March 147, 14. Implement activities to prepare for the National Children's Painting Competition and Exhibition; Vietnam Fine Arts Competition and Exhibition; 3-Year National Sculpture Competition and Exhibition; Young photography festival; Vietnam International Photography Festival; Photo exhibition in Laos in April 2023; Exhibition "Vietnamese Silk Paintings" on the occasion of the 5th anniversary of establishing diplomatic relations with the French Republic in the third quarter of 4 in the French Republic.
– Protection of copyright and related rights: Revise the draft Decree detailing a number of articles and measures to implement the Intellectual Property Law on copyright and related rights. Received 394 applications for registration of copyright and related rights, issued 306 Certificates of registration of copyright and related rights to ensure compliance with regulations.
– State management of family: Develop 02 Decree detailing a number of articles of the Law on Domestic Violence Prevention and Control; 03 Circular stipulating criteria, quality standards, economic and technical norms in the family sector. Organize activities to respond to the International Day of Happiness March 20, 3 with the theme "Happiness for everyone".
– International exchange and cooperation: Develop 07 cooperation agreement documents[2]; Attend the ASEAN Tourism Forum, ASEAN Tourism Ministers' Meeting and related conferences in Indonesia; Year of solidarity and friendship between Vietnam and Laos. Implementing the Project to celebrate the 50th anniversary of establishing diplomatic relations between Vietnam and Australia; Organizing cultural activities to celebrate the 50th anniversary of establishing diplomatic relations between Vietnam and Iran. Coordinate preparations to organize Korean Culture Day in Sapa, Lao Cai in 2023; preparing to participate in the 2023 Asia-Pacific Regional Games in Korea. Attended the 16th Session of the Intergovernmental Committee of the 2005 Convention at UNESCO Paris.
– Activities of the Vietnamese Ethnic Culture-Tourism Village: Submit to the Prime Minister a decision to promulgate a plan to develop people participating in daily activities at the Cultural Village until 2030; Vietnam National Theater - Sports Center project meets international standards. Build and organize monthly themed activities: Theme "Spring Festival" (January 01) with activities "Regional delicacies - Welcome Spring 2023"; Theme "Spring Colors in all regions of the Fatherland" (February 2023) with highlight activities of the Festival event "Spring Colors in all regions of the Fatherland"; Theme: "March is the season when bees go to collect honey" (March 02). Organizing the forum "Cultures of Vietnam's ethnic groups - Resources for developing a prosperous and happy country" in a series of activities to celebrate "Culture Day of Vietnam's ethnic groups". In the first quarter of 2023, the number of visitors will reach about 03 visitors.
2. Field of Fitness and sports
– Issued Circular No. 01/2023/TT-BVHTTDL dated February 21, 02 amending and supplementing a number of articles of Circular No. 2023/17/TT-BVHTTDL dated December 2015, 30 of the Minister of Culture, Sports and Tourism regulating regulations on anti-doping in sports activities.
- Mass sports: Instruct localities to organize physical training and sports activities to celebrate the Party and the Spring of the Cat in 2023; Olympic running day for all people's health and month of physical and sports activities for everyone to celebrate the 77th anniversary of the traditional day of Vietnam's Sports Industry (March 27, 3-March 1946, 27) and 3 years since the founding of the Ho Chi Minh Communist Youth Union (March 2023, 92-March 26, 3). Preparing to establish the Vietnamese Disabled Sports Delegation to attend the 1931th ASEAN Para Games in Cambodia; Organizing the 26th Southeast Asian Student Sports Festival in Da Nang.
- High performance sports: Focus on training national youth teams and teams in 2023 to prepare athletes to attend SEA Games 32 in Cambodia, ASIAD 19 in China, Olympic qualifiers and international sporting events in 2023. Issued competition schedule for high-performance sports tournaments in 2023. Participated in international tournaments and achieved 169 medals (including: 57 gold medals, 47 silver medals, 65 bronze medals) . Coordinated to organize and participate in the AFF Cup Football tournament, resulting in the Vietnamese team winning a silver medal. Coordinated organization of 30 domestic and international competitions in Vietnam.
3. Tourism sector
- Completing the Document to submit to the Prime Minister the Planning of Vietnam's tourism development system for the period 2021-2030, with a vision to 2045. Promulgating the Vietnam Tourism Marketing Strategy until 2030 (Decision No. 440/QD-BVHTTDL dated March 02, 3 of the Minister of Culture, Sports and Tourism).
– Management of travel activities and accommodation facilities: Appraisal of 249 dossiers for granting, exchanging, and withdrawing international travel business licenses for travel businesses, including 189 new licenses, 08 revocations, 51 renewals, and 01 reissue. .
– Organize a National Conference on Tourism in 2023 with the theme “Accelerate recovery – Accelerate development”. Attending the ASEAN ATF Tourism Forum and Travex International Travel Fair in Indonesia; ITB Berlin International Tourism Fair 2023. Coordinate with Binh Thuan province to organize the Opening Ceremony of National Tourism Year 2023 with the theme "Binh Thuan - Green Convergence"; with Lang Son Provincial People's Committee held a ceremony to welcome the first Chinese tourist group to Vietnam. Attended the APEC Workshop on response and resilience of tourism actors in crisis management in APEC economies in Malaysia; ASEAN ecotourism business planning workshop in Thailand.
II. KEY TASKS IN THE SECOND QUARTER OF 2023
1. General tasks
– Continue to direct the implementation of the Action Program of the Ministry of Culture, Sports and Tourism to implement Resolution No. 01/NQ-CP dated January 06, 01 of the Government on main tasks and solutions to implement the Economic Development Plan – society, State budget estimates and improving the business environment, enhancing national competitiveness in 2023 and Resolution No. 2023/NQ-CP dated March 31, 07 of the Government at the regular Government meeting February 3 period.
– Continue to thoroughly grasp and organize the effective implementation of the goals, tasks and solutions assigned in: The Government's Action Program and the Ministry's Action Plan to implement Resolution No. 33-NQ/TW dated June 09, 6, implementing Conclusion No. 2014-KL/TW dated June 76, 04 of the XII Politburo on continuing to implement Resolution No. 6-NQ/TW dated June 2020, 33 on construction Build and develop Vietnamese culture and people to meet the requirements of sustainable development of the country; Resolution No. 09-NQ/TW dated June 6, 2014 of the Politburo on promoting cultural and artistic activities in the new period...

Organize a discussion on International Museum Day 2023 with themes according to ICOM.
– Organized: Preliminary conference on Decree No. 54/2019/ND-CP dated June 19, 6 of the Government regulating the business of karaoke services and discotheque services; Preliminary conference summarizing 2019 year of implementing the construction of the grassroots cultural environment and directions and tasks for the period 01-2023; Exhibition of large propaganda posters: Culture of behavior, ethics and lifestyle of Vietnamese people; Celebrating the 2025th anniversary of President Ho Chi Minh's call for patriotic emulation (June 75, 11 - June 6, 1948)...
– Continue to implement the project "Building a grassroots library model to serve people in the mountainous and border areas of the Northern midland and mountainous region in the period 2025-2030, with a vision to 2045". Meeting of the Editorial Board to agree and complete the content of the draft National Standard: "Information and Documentation - Dublin Core Metadata Element Set".
– Submit to the Government a Decree detailing a number of articles of the Law on Prevention and Control of Domestic Violence (amended). Guide localities to summarize 10 years of implementing Decree No. 02/2013/ND-CP dated January 03, 01 of the Government regulating family work.
2.2. Sports field
– Complete the Vietnam Sports Development Strategy to 2030, vision to 2045; The decision regulates the functions, tasks, powers and organizational structure of the Department of Physical Training and Sports according to Decree No. 01/2023/ND-CP of the Government.
– Focus on preparing to attend the 32nd Southeast Asian Games and the 12th Southeast Asian Para Games in Cambodia.
– Prepare forces to attend ASIAD 19 in China, AIMAG6 in Thailand; ANOC World Beach Games in Indonesia, 2024 Olympic qualifiers and international sports tournaments in 2023; The 13th Southeast Asian Student Sports Festival in Da Nang….
