The Spring of the Year of the Horse 2026 is arriving in Hop Thanh commune, Lao Cai province, amidst clear skies and the vibrant rhythm of the early days of the new year.

As the spring planting season approaches, the sound of plows blends with the laughter and chatter of the villagers, ushering in a new season filled with confidence and hope. This spring is not only a moment of harmony between heaven and earth, but also a culmination of the fruits of a year's labor.

The year 2025 concluded with many important achievements, creating a solid foundation for the next stage of development. The commune's economy maintained stable growth; the total value of production is estimated at over 420 billion VND, an increase of 8.7% compared to the previous year. Average per capita income reached over 45 million VND/person/year; the poverty rate decreased to below 10%. These figures are clear evidence of the determination of the entire political system and the unity of the people of all ethnic groups in the commune.

Farmers in Hop Thanh are actively planting rice, ensuring a sufficient supply of grain crops for the year.

Agriculture and forestry continue to play a pivotal role in the economy . The cultivated area reached over 1,250 hectares; grain production exceeded 5,800 tons. The total livestock population remained above 6,500 head; poultry numbered over 48,000. Many production models oriented towards commercial goods and applying scientific and technological advancements have been effectively implemented; currently, 12 models generate income exceeding 150 million VND per year. Production thinking is gradually shifting from small-scale to integrated, value-added, and sustainable practices.

The New Rural Development Program continues to make a significant impact. By 2025, the commune will have completed the expansion and upgrading of 5.6 km of main village roads; repaired 3.2 km of inter-commune roads belonging to the old Provincial Road 156B; and installed 135 rural streetlights. 100% of the commune's main roads and over 90% of the village's main roads will be paved, facilitating trade and daily life. The rural landscape is becoming increasingly spacious, bright, green, clean, and beautiful; and the people's confidence in change continues to be strengthened.

Hop Thanh commune is implementing the preservation and restoration of the Red Dao people's coming-of-age ceremony.

The socio-cultural sector has seen many positive changes. The rate of people participating in health insurance has reached over 95%; social security policies have been fully and promptly implemented. The "All People Unite to Build a Culturally Rich Life" movement has spread widely, with 96.4% of families achieving the title of "Culturally Rich Family"; and 28 out of 30 villages achieving the title of "Culturally Rich Village". Propaganda work has been implemented comprehensively with 72 direct propaganda sessions; 178 news articles on the commune's radio system, electronic portal, and other media platforms; and hundreds of banners and posters displayed in residential areas, creating a vibrant atmosphere of emulation leading up to important political events.

In 2025, Hop Thanh commune successfully organized 3 local sports activities.

Last year, the commune successfully organized 10 cultural and artistic programs and 3 sports activities, attracting over 18,000 participants. In particular, the Hop Thanh Rice Festival in 2025 was organized on a large scale with 6 unique activities, welcoming over 6,000 visitors; revenue from stalls and services is estimated at over 850 million VND. The ritual of welcoming the spirit of the rice mother – the sacred highlight of the festival – honored traditional cultural values, promoted the local image, and opened up avenues for sustainable community tourism development.

Simultaneously, the commune is implementing the preservation and restoration of the Red Dao people's coming-of-age ceremony; organizing training courses with 65 participants, and gradually completing documentation to serve the preservation and promotion of the heritage. These efforts not only preserve cultural identity but also create a foundation for harmonious development between the economy and tradition.

From July 1st, 2025, Hop Thanh commune was established based on the merger of the existing area and population of Ta Phoi and Hop Thanh communes in Lao Cai city, Lao Cai province (formerly). After the merger, the commune has a natural area of ​​116.31 km², a population of over 8,500 people, comprising 30 villages, including 8 highland villages and 3 particularly disadvantaged villages.

The commune Party Committee currently has 42 branches with 550 Party members, including 12 grassroots branches and 30 subordinate branches (2 administrative agency branches, 2 armed forces branches, 8 public service unit branches, and 30 village branches). In 2025, the commune Party Committee will admit 18 new Party members; 100% of branches will hold regular meetings as prescribed; over 95% of Party members will complete their tasks well or excellently; and 22 thematic inspections and supervisions will be organized. Party building work will continue to be strengthened; the responsibility of the Party committee and the head of the organization will be emphasized; democracy will be promoted; unity and cohesion within the Party will be consolidated; and the people's trust in the Party will become increasingly firm.

After more than half a year of implementing the two-tiered local government model, the organizational structure has been gradually streamlined, operating stably and ensuring smooth operation. 100% of administrative procedures under the jurisdiction are received and processed at the One-Stop Service Center; the rate of applications processed correctly and on time is high. The promotion of information technology application and digital transformation in management and administration has contributed to improving the quality of service to the people and building an increasingly professional, transparent, and efficient administration.

Entering 2026 – a new chapter – with a proactive mindset and unwavering confidence, Hop Thanh commune continues to identify key tasks based on its established foundation: developing the economy in conjunction with restructuring agriculture towards efficiency and sustainability; expanding production linkage models along the value chain; focusing on sustainable poverty reduction; maintaining national defense and security, and ensuring social order and safety. Alongside this, the commune will strengthen administrative discipline and order; uphold the sense of responsibility and exemplary conduct of its officials and Party members; and use the satisfaction of the people as a measure of all efforts and results.
