Guide Can Tho City to pilot the use of sea sand as filling material for industrial park projects

Accordingly, the Government Office notifies the opinion of Deputy Prime Minister Tran Hong Ha to the ministries of Agriculture and Environment, Science and Technology, and Construction to study the content and recommendations in Document No. 1376/UBND-XDDT dated March 27, 2025, of the People's Committee of Can Tho City sent to the Prime Minister on the pilot use of sea sand as filling material for the Vinh Thanh Industrial Park (Phase 1) project in Can Tho City to guide the People's Committee of Can Tho to implement according to its authority and regulations.

Previously, on March 27, 2025, Can Tho City People's Committee issued Official Dispatch No. 1375/UBND-XDDT to the Prime Minister on the pilot use of sea sand as filling material for the Vinh Thanh Industrial Park project, phase 1 in Can Tho City. As presented in Official Dispatch No. 1375/UBND-XDDT, in the current period, a number of key projects in Can Tho City are being implemented: Chau Doc - Can Tho - Soc Trang expressway construction investment project, phase 1; 2 expressways passing through the area, Can Tho - Ca Mau and Chau Doc - Can Tho - Soc Trang expressways. In addition, there are also a number of projects and works invested by the city to develop the local socio-economy: VSIP Vinh Thanh Industrial Park, Phu My Industrial Park... This shows that the demand for sand filling materials in the city is very large, about 70 million cubic meters, leading to a shortage of filling materials, affecting the progress and quality of investment projects.

The Government and ministries and branches have implemented many solutions to coordinate and supply the demand for filling materials for key projects, such as: coordinating sand from An Giang, Dong Thap, Tien Giang provinces,... and piloting the use of sea sand for key traffic projects, which has initially achieved some positive results. However, the coordination and supply of sand from localities has not met the requirements and the research on the use of sea sand for other projects (such as industrial parks, urban areas,...) or for freshwater areas such as Can Tho City has not been piloted to be able to expand application in many different environmental conditions.

In order to ensure the feasibility, efficiency and sustainability of using sea sand as filling material for industrial park projects, Can Tho City People's Committee reported and recommended the Prime Minister to direct central ministries and branches to guide and support localities. Specifically, recommend the Ministry of Agriculture and Environment to appraise the change and addition of filling materials with sea sand in the Environmental Impact Assessment Report of the Project "Investment in construction and business of infrastructure of Vinh Thanh Industrial Park (phase 1)" approved in Decision No. 1527/QD-BTNMT dated June 9, 2023 of the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment), as a basis for the project owner to deploy construction solutions and environmental protection during the pilot period. Suggest the Ministry of Science and Technology to promulgate standards for saline sand used as filling material for industrial park projects. Recommend the Ministry of Construction to provide technical guidance for localities, project investors, and construction contractors to use sea sand as filling material for industrial park projects.
