Instructions for Can Tho City to pilot the use of sea sand as leveling material for industrial park projects.

(CT) - The Government Office has just issued Official Letter No. 2747/VPCP-CN to the ministers of the Ministries of Agriculture and Environment, Construction, and Science and Technology, regarding the pilot use of sea sand as a leveling material for projects, as requested by the People's Committee of Can Tho City.

Accordingly, the Government Office announced the opinion of Deputy Prime Minister Tran Hong Ha to the Ministries of Agriculture and Environment, Science and Technology, and Construction to study the content and recommendations in document No. 1376/UBND-XDDT dated March 27, 2025, from the People's Committee of Can Tho City to the Prime Minister regarding the pilot use of sea sand as leveling material for the Vinh Thanh Industrial Park (Phase 1) project in Can Tho City, in order to guide the People's Committee of Can Tho City in implementing it according to its authority and regulations.

Previously, on March 27, 2025, the People's Committee of Can Tho City sent Official Letter No. 1375/UBND-XDDT to the Prime Minister regarding the pilot use of sea sand as leveling material for the Vinh Thanh Industrial Park project, phase 1, in Can Tho City. According to Official Letter No. 1375/UBND-XDDT, several key projects are currently being implemented in Can Tho City: the Chau Doc - Can Tho - Soc Trang expressway construction project, phase 1; and two expressways passing through the city: the Can Tho - Ca Mau expressway and the Chau Doc - Can Tho - Soc Trang expressway. In addition, there are several projects and works invested by the city to develop the local economy and society, such as the VSIP Vinh Thanh Industrial Park and the Phu My Industrial Park. This shows that the demand for sand for leveling in the city is very large, approximately 70 million cubic meters, leading to a shortage of leveling materials and affecting the progress and quality of investment projects.

The government and various ministries and agencies have implemented numerous solutions to coordinate and supply the demand for landfill materials for key projects, such as: coordinating sand from An Giang, Dong Thap, and Tien Giang provinces, and piloting the use of sea sand for key transportation projects, initially achieving some positive results. However, the coordination and supply of sand from local areas has not yet met the requirements, and research on the use of sea sand for other projects (such as industrial parks, urban areas, etc.) or for freshwater areas like Can Tho City has not been conducted on a pilot basis to allow for wider application under various environmental conditions.

To ensure the feasibility, effectiveness, and sustainability of using sea sand as a backfill material for industrial park projects, the People's Committee of Can Tho City reported and requested the Prime Minister to direct central ministries and agencies to guide and support the locality. Specifically, it requested the Ministry of Agriculture and Environment to appraise the change and addition of sea sand as a backfill material in the Environmental Impact Assessment Report of the Project “Investment in construction and business of infrastructure of Vinh Thanh Industrial Park (Phase 1)” approved by Decision No. 1527/QD-BTNMT dated June 9, 2023, of the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment), as a basis for the project owner to implement construction and environmental protection solutions during the pilot phase. It also requested the Ministry of Science and Technology to publish standards for saline sand used as a backfill material for industrial park projects. We propose that the Ministry of Construction provide guidance on technical solutions for localities, project investors, and construction contractors using sea sand as a leveling material for industrial park projects.
