To implement the policy of reorganizing residential areas, Dong Ha ward has determined that the consensus of the people is the key factor determining the success of this task. Currently, in addition to complying with the regulations of the Central Government and the province, Dong Ha ward continues to organize consultations with the people on the plan for reorganizing and naming new residential areas to create the highest level of consensus during the implementation process.

Accordingly, the neighborhoods in Dong Ha ward have established working groups to gather public opinion on the plan for rearranging and naming new residential areas. The public consultation period began on June 15, 2026. The working groups directly visited each area to disseminate information about the purpose and significance of the rearrangement, and to record the opinions of voters representing households regarding the proposed rearrangement and naming of residential areas. The rearrangement will contribute to streamlining the administrative apparatus, efficiently utilizing resources, improving governance quality, and better serving the people.
Mr. Le Van Quyen, Head of the Security Team in Ward 3, Dong Ha Commune, expressed: "Through carrying out our duties and observing the situation in various households, I have noticed that the majority of residents highly agree with the plan for rearranging the residential areas that the commune has proposed."
Meanwhile, Mr. Nguyen Duc Chinh, Head of Neighborhood 1, Dong Ha Ward, said: “The neighborhood has promptly assigned tasks to its members and organized a meeting with residents. At the same time, members have been assigned to directly distribute and collect questionnaires to gather opinions from residents in the neighborhood in a timely and proper manner.”
Seeking public opinion on this project is not only a matter of complying with regulations but also demonstrates the people's right to self-governance, following the principle of "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit." Every contribution is significant, reflecting responsibility and affection for the development of their homeland.
Ms. Luong Thi Dieu, from residential area 3, Dong Ha ward, shared: “Having the ward officials come to my house to explain the reorganization of the residential area and the naming of new residential groups, I wholeheartedly agree with this policy of the ward. I hope that the reorganization will help the locality expand its development space, contribute to changing the urban landscape, and further improve the lives of the people.”

Each neighborhood is not just an administrative landmark but also connected to traditions, community spirit, and cultural values cultivated over generations. Therefore, the implementation process has been marked by many concerns and anxieties among residents regarding the changes, which is understandable and relatable. However, the important thing is that after the reorganization, these positive values will continue to be preserved and promoted within the new community; the spirit of solidarity and unity will remain a strong bond connecting every resident of Dong Ha.
The consensus of the people is the decisive factor in the success of the policy of reorganizing neighborhoods and naming new residential areas in the locality. This success is not only measured by reducing the number of residential areas, but also by building more united and civilized residential areas; building a stronger grassroots political system; and creating a foundation for the sustainable development of Dong Ha ward in the new phase.
Ensuring harmony and suitability to practical realities.
Following the implementation of the two-tiered local government model, Dong Ha ward has 30 neighborhoods, a natural area of nearly 38 square kilometers, and a current population of nearly 50,000 people. To meet the development requirements in the new phase and in line with the policies of the Central Government and the province, the Ward Steering Committee has agreed on a plan to reorganize the 30 neighborhoods into 16 residential groups; and also proposed names for the reorganized residential groups. The locality is also paying special attention to reviewing the personnel of the residential groups according to Decree No. 185, the directives of the Provincial People's Committee, and the guidance of the Department of Interior Affairs.
Currently, the ward has completed the drafting of documents for the implementation of rearrangement, reorganization, and renaming of neighborhoods within the ward, and has organized consultations with the Standing Committee of the Party Committee, officials and civil servants in the political system, Party branch committees, the Front Committee of the neighborhoods, and residents before submitting them to the Party Committee for consideration and approval.

Ms. Pham Thi Thuy Duyen, Secretary of the Party Branch of Quarter 2, Dong Ha Ward, said: “In the past, I have participated in conferences and gathered information about the merger and reorganization projects of the wards and the project to improve the quality of ward officials in Dong Ha Ward. As a ward official, I have grasped specific information and represented the residents in conveying their opinions, thoughts, and aspirations to the Ward People's Committee, thereby contributing to helping the ward research and implement the projects better in the future.”
Based on historical, cultural, customary factors and TDP standards, Dong Ha ward is taking steps to provide feedback on the plan for rearranging TDPs, along with naming them in a way that is harmonious and appropriate to the practical situation.
Specifically, stemming from a long-term development orientation aimed at building a future ward, the locality plans to form new residential clusters after the merger, each with a scale of 450 households or more, according to the standard for residential clusters. Currently, the Standing Committee of the Ward Party Committee is directing relevant agencies and units to continue to thoroughly review and finalize the plans to ensure that the arrangement is carried out scientifically , rationally, in accordance with reality, and creates high consensus among the people.

Comrade Le Quang Chien, Member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People's Council of Dong Ha Ward, stated: The reorganization of neighborhoods into residential groups has a comprehensive impact on all aspects of socio-economic life, people's lives, as well as history and culture, and may have long-term value. Therefore, the Standing Committee of the Ward Party Committee has focused on directing the reorganization process, carefully studying and understanding the regulations of the Central Government and the province to ensure compliance with the law and guidance from higher levels.
Simultaneously, a thorough study of the practical situation in the 30 neighborhoods of Dong Ha ward should be conducted. When arranging new neighborhoods, it is essential to ensure that the new units are convenient for state management and the activities of the people; therefore, the main roads should be used as boundaries. The spirit of the arrangement is to be rational in order to manage well, serve the people more conveniently, and have long-term significance, in line with the socio-economic and cultural development characteristics of Dong Ha ward.
With the proactive and decisive spirit of the locality, along with the close guidance of the province, the reorganization of villages and residential areas is expected to create an important foundation for streamlining the administrative apparatus, concentrating resources for development, and building increasingly modern and efficient grassroots governments, meeting the requirements of development in the new phase.
