Many driving schools

On January 1, 1997, Quang Nam province was re-established. At that time, the province only had two state-owned driver training centers for cars and motorcycles. These were the Technical and Vocational School of Transportation under the Quang Nam Provincial Department of Transportation and the Vocational Training Center in Quang Nam under College No. 5 (Ministry of National Defense ).

People from other parts of the province have to go to Tam Ky to register, but even then, admission is not guaranteed; sometimes they have to wait for a whole year. Implementing the policy of socializing the services of driving school and driving test, especially according to the regulations in Government Decree No. 65, the Quang Nam Department of Transport has called on businesses to boldly invest in facilities, technology, and teaching staff.

In response to the general policy, in October 2015, Minh Son Quang Nam Joint Stock Company, located in Binh Nguyen commune (Thang Binh district), established the Minh Son Vocational Education Center to implement driver training programs.

The company recruited 33 experienced driving instructors; purchased 29 cars for B2 driving instruction and 2 cars for C-class; and built and renovated facilities and training grounds with a total cost of nearly 18 billion VND.

To date, the center has a total of 110 cars (the oldest being less than 10 years old), 4 driving simulator cabins, and 120 driving instructors for B1, B2, and C licenses to meet the training capacity of over 1,000 students per year.

In the eastern part of Dien Ban town, Quang Nam Transport Training Joint Stock Company (Dien Nam Dong ward) participated in driver training when it established the Quang Nam Transport Vocational Training Center in 2019. The Center's director, Mr. Dang Quoc Nhut, shared that the unit is authorized to provide driver training for A1 class motorcycles and B1 and B2 class cars.

The center is equipped with 121 cars, 4 motorcycles, and other equipment for theoretical and practical training. Thanks to the emergence of many training centers, learners have the right to choose the best and most convenient facility to enroll in, saving time and travel expenses. Students are given transparent information about the training program and tuition fees.

According to Mr. Le Quang Hieu, Deputy Director of the Department of Transport, the province has 6 driving schools for motorcycles and cars; of which 5 are privately owned. These schools have over 750 driving instructors and 620 training vehicles for various categories (B1 automatic, B1, B2, and C). Most of the training vehicles are newly purchased by the schools and are less than 10 years old.

In 2023, privately-run training facilities trained over 26,000 car drivers and 14,200 motorcycle riders. Meanwhile, public training facilities (Quang Nam College) only trained over 500 car drivers. In the first nine months of this year alone, five privately-run facilities trained over 12,000 car drivers and 14,400 motorcycle riders.

Before 2006, people in Quang Nam who wanted to take a driving test and obtain a driver's license had to travel all the way to Thua Thien Hue. After July 2006, trainees could go to the Quang Nam Driving Test Center (under Minh Son Quang Nam Joint Stock Company) in Thang Binh to be tested and issued a driver's license by the authorities. This was the 13th driving test center in the country at that time, operating under the principle of socialized services.

In 2018, Nguyen Bao Boi Co., Ltd. invested in and put into operation the Hoang Long Vocational Training Center and the Hoang Long Driving School Center located in Dai Hiep commune (Dai Loc district).

The Hoang Long Driving Test Center is established on a scale of 2 hectares with a total investment of 40 billion VND, providing driving license testing services for categories B1, B2, and C.

In Phu Yen village (Tam Dan commune, Phu Ninh district), the Phu Ninh Training and Driving School Center, under Phuc Hoang Ngan Co., Ltd., specializes in training and driving licenses for A1 class motorcycles and B1, B2, and C class cars, and has been operating since 2020.

Thus, the province currently has 4 driving test centers for automobiles (3 centers for both motorcycles and automobiles); and 2 centers for A1 motorcycle driving tests. All driving test centers have been privatized and meet the standards and conditions stipulated in Government Decree No. 65, Decree No. 138, and Circular No. 79 of the Ministry of Transport. The Department of Transport will lease these centers to conduct driving tests and issue driving licenses if the trainees meet the requirements.

"According to Articles 56, 57, and 58 of the Law on Management and Use of Public Assets 2017, the use of public assets at public non-business units for business purposes, leasing, joint ventures, and partnerships must be prepared in the form of a project proposal and approved by the competent authority."

"Therefore, training facilities under public service units are always passive in terms of capital sources and face obstacles in terms of mechanisms when it comes to investment. Consequently, the physical infrastructure of most training facilities under this category is always old and outdated," shared Mr. Le Quang Hieu, Deputy Director of the Department of Transport.

Meanwhile, one business stated that when they want to purchase replacements, additions, or repairs to facilities and technical equipment, they can make decisions quickly, without going through time-consuming procedures.

According to assessments by relevant authorities, the socialization of driver training has mobilized significant investment resources from society, meeting the public's demand for driver training.

The SHLX center's facilities meet standards, and the examination process has been modernized using automated scoring equipment, ensuring transparency, openness, and ease of management and supervision.

The professional skills and ability to handle real-world traffic situations of drivers have also improved significantly, contributing to traffic safety.

According to the Department of Transport, in 2023, they conducted driving tests for over 65,000 students and issued 24,877 driver's licenses of all types (12,751 car licenses and 12,126 motorcycle licenses). In the first nine months of 2024, the department conducted tests for over 45,000 students and issued 21,794 driver's licenses of all types (9,219 car licenses and 12,575 motorcycle licenses).
