Lieutenant Colonel Thinh Van Kien, Head of the Mass Mobilization Department of the Provincial Border Guard Command, stated: The border area still faces many difficulties, with low per capita income, slow socio -economic development, limited awareness among some people, outdated production capacity and farming methods, and a high poverty rate... Based on this reality, in recent years, along with the Party and State, the Provincial Party Committee and the Provincial People's Committee have paid attention to leading and directing activities and mobilizing many resources towards the border to build all-round potential in the border area. This includes focusing on building and perfecting mechanisms and policies; investing thousands of billions of dong to build infrastructure. Various sectors, localities, and the Provincial Border Guard have acted as the main investors in many projects with capital amounting to hundreds of billions of dong, directly serving socio-economic development, ensuring national defense and security, and improving the lives of the people in the border area.
In addition, the fields of health, education , and culture have received significant investment and achieved many positive results. In particular, exchange programs, partnerships, and sponsorships between the rear and front lines have been widely implemented, receiving positive responses from all levels, sectors, organizations, and individuals through many effective and practical models and actions. Examples include the "Sponsorship and partnership with particularly disadvantaged communes in the border areas of Muong Lat district"; the "Spring Border Guard Program: Warming the Hearts of the People"; "Spring of Solidarity, Tet in the Border Region"; "Shelter for the Poor in Border and Island Areas"; "Helping Children Go to School"; "Building Solidarity Houses," "Houses of Compassion," "Houses for Comrades"; the high-yield cassava cultivation model in Muong Lat; and providing livestock and transferring scientific and technical advancements to the people...
The provincial Border Guard Force alone has received 219 children under the "Army Officers and Soldiers Helping Children Go to School" Project; and coordinated with the Provincial Fatherland Front Committee and localities to build 19 solidarity houses. Implementing the "Spring Border Guard, Warming the Hearts of the People in Border Areas" program, over the past five years, the provincial Border Guard Force has coordinated with various levels, sectors, localities, businesses, and philanthropists to donate gifts and cash to people in border areas with a total value of 14 billion VND.
Thanks to the mobilization of resources, the socio-economic landscape of border communes has undergone significant changes. 100% of communes, villages, and hamlets have roads leading to the commune center; 100% of households in border villages and hamlets have access to the national power grid; over 92% of villages and residential areas have mobile phone coverage; 100% of communes have upgraded their local broadcasting systems and installed internet access. The quality of teaching and learning has improved, and the protection and care of people's health has been strengthened. The movement to build a civilized lifestyle, promote cultured families, and preserve the beautiful cultural identity of ethnic groups has received widespread support from the people. The lives of people in border areas have improved, and border security has become even more stable.
