TPO – This is one of five sand mines on the Hau River in Soc Trang province for which the Provincial People's Committee has prepared documents and procedures for handover to contractors for exploitation under a special mechanism to construct component 4 of the Chau Doc – Can Tho – Soc Trang Expressway Construction Investment Project, phase 1. Leaders of Soc Trang province stated that this is an "unprecedented" situation.
On June 30th, the People's Committee of Soc Trang province, in coordination with relevant units, commenced the exploitation of river sand at the MS05 sand mine on the Hau River to serve the construction of component project 4 of the Chau Doc - Can Tho - Soc Trang expressway investment project, phase 1.
Component project 4, passing through Soc Trang province, has a total length of approximately 58.4 km and is located in My Tu, My Xuyen, and Tran De districts.

According to the People's Committee of Soc Trang province, the MS05 sand mine, located in An Thanh 1 and An Thanh Dong communes (Cu Lao Dung district), covers an area of approximately 100 hectares. The total permitted sand reserves for exploitation are over 1.141 million cubic meters, over a period of two years. Specifically, 1 million cubic meters will be exploited in the first year, and over 141,000 cubic meters in the second year.
Mining hours are from 7:00 AM to 5:00 PM, with no nighttime mining. The total amount paid for mining rights is over 7.7 billion VND.
This is one of five sand mines (with a total area of over 450 hectares and reserves of over 11 million cubic meters) on the Hau River in Soc Trang province, for which the Provincial People's Committee has prepared the necessary documents and procedures for handing over the site to contractors for exploitation under a special mechanism to support the construction of component project 4.

Previously, in December 2023, the People's Committee of Soc Trang province handed over the dossiers for 5 sand mines, with a total area of over 450 hectares and reserves of approximately more than 11 million cubic meters, to contractors. These sand mines are located on the Hau River in the districts of Ke Sach, Cu Lao Dung, and Tran De (of Soc Trang province), bordering Tra Vinh province.
Mr. Tran Van Lau, Chairman of the People's Committee of Soc Trang province, said that assigning sand mines to contractors for self-exploitation is "unprecedented," and under a special mechanism, the province is proceeding while simultaneously conducting research, ensuring no steps are skipped and no regulations are violated.
Phase 1 of the Chau Doc – Can Tho – Soc Trang Expressway project has a total length of over 188 km, passing through four provinces and cities: An Giang, Can Tho, Hau Giang, and Soc Trang. The project's starting point connects to National Highway 91 in Chau Doc City (An Giang province), and the end point intersects with the Southern Hau River National Highway, connecting to the Tran De Port access road (Soc Trang province). The total investment for the project is over 44,690 billion VND.
