To enhance the role of elected representatives, in 2024 the Provincial People's Council will focus on improving the quality of its oversight and survey activities, prioritizing key issues of concern to voters and the public.
Supervision and investigation are fundamental functions of the Provincial People's Council, serving as the basis for the Council to consider and decide on major policies and directions for the province's socio -economic development. To improve the quality and effectiveness of supervision and investigation, the Standing Committee of the Provincial People's Council selects "right and relevant" supervision topics, tailored to local realities, avoiding broad and overlapping efforts; focusing on prominent, pressing issues of public concern. After selection, the Provincial People's Council develops a resolution outlining the supervision program, specifically identifying the tasks to be supervised and investigated; and establishing a comprehensive, accurate, and complete supervision and investigation program and plan in accordance with its functions and responsibilities.
During the monitoring process, the Provincial People's Council regularly updates and assesses the progress of resolving voters' petitions by the Provincial People's Committee, departments, and localities. At the same time, it requests relevant units to focus on resolving these issues completely, with specific commitments regarding progress and completion timelines, to inform the committees, delegate groups of the Provincial People's Council, and voters for monitoring and supervision as prescribed. Through the monitoring by the Standing Committee, committees, and delegate groups of the Provincial People's Council, many voters' petitions have been quickly resolved, with clear timelines and roadmaps for complete resolution.
In 2024, the Standing Committee of the Provincial People's Council and its committees conducted 6 thematic supervision sessions and 32 other activities. Regular monitoring and surveys are conducted. These monitoring activities are focused and targeted, concentrating on important issues. Notably, thematic monitoring has seen many innovations in its implementation methods, promoting democracy, enhancing transparency and openness, and involving public opinion to objectively verify and evaluate the State's law enforcement; coordination and information sharing between Party inspection and monitoring agencies and lower-level elected bodies, the Fatherland Front, and political and social organizations... within the unified leadership mechanism of the Provincial Party Committee.
The Culture and Social Affairs Committee of the Provincial People's Council has completed its monitoring of state management of food safety in the province from 2021 to the present. The monitoring team conducted unannounced inspections in 9 out of 13 district-level localities and 30 commune-level localities; and randomly surveyed 116 establishments of various types of food production, processing, and trading in the province.
The Legal Affairs Committee of the Provincial People's Council has completed its supervision of the compliance with the law in the handling and resolution of administrative procedures for converting agricultural land to residential land for households and individuals in some localities in the province during the period 2021-2024.
The Economic and Budget Committee of the Provincial People's Council has completed its supervision of the implementation of Resolution No. 201/2019/NQ-HĐND of the Provincial People's Council "On promulgating policies to support the relocation of small-scale handicraft production facilities that cause environmental pollution or are incompatible with planning and must be relocated in Quang Ninh province by 2025".
For regular monitoring and surveying activities, The Standing Committee of the Provincial People's Council directed, assigned, and coordinated the implementation of 32 key and priority activities through various appropriate methods. Notable examples include: In the economic and budget sector, 9 meetings were directed to assess the implementation of resolutions of the Provincial People's Council regarding socio-economic development, budget revenue and expenditure, and public investment. In the culture and social sector, 14 meetings were directed. The aim is to ensure the implementation of policies and laws in the fields of education and training, religious activities and beliefs, social insurance policies, social welfare policies, poverty reduction targets, targets for the percentage of people with access to clean water, and social security and welfare. The legal sector directed the implementation of 9 surveys to assess the situation regarding law enforcement within the organizational structure of local governments; on anti-corruption, recruitment and conscription of citizens into the military, security and order, and fire prevention and control.
In addition to carrying out supervision by the Standing Committee and the Committees of the Provincial People's Council according to the work program, the Standing Committee of the Provincial People's Council directs... Closely coordinate with the Provincial Party Committee's Inspection Commission to compile and advise on contents serving the Provincial Party Committee's Standing Committee's supervision of Party committees and heads of Party committees in the leadership and management of land, resources, minerals, and public investment during the 2021-2023 period; disseminate, publicize, and implement resolutions, directives, and conclusions of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee; assign members to participate in inspection and supervision teams of the Provincial Party Committee; and direct the Economic and Budget Committee of the Provincial People's Council, the Office of the National Assembly Delegation and the Provincial People's Council, and relevant individuals and units to prepare content to advise on the working agenda of the Party Group of the Provincial People's Council with Inspection Team No. 1578 of the Central Inspection Commission...
In addition to the above, to ensure substantive and effective supervision and investigation, the Standing Committee of the Provincial People's Council assigns committees and groups of provincial People's Council representatives to closely monitor and supervise the implementation of commitments made during questioning by heads of agencies and units, and to compile and report to the Provincial People's Council at the next session; requiring those questioned to submit reports on the results of implementing the Provincial People's Council's resolution on questioning to serve as a basis for supervision and to inform Provincial People's Council representatives and voters. Simultaneously, surveys and supervision are conducted to clarify the causes, difficulties, obstacles, and recommendations for issues that have been slow to be resolved after questioning. "Re-questioning" is carried out on issues that have been slow to improve or have not been seriously implemented by heads of agencies and units according to the Provincial People's Council's resolution; when necessary, explanatory sessions are held at the Standing Committee of the Provincial People's Council's meetings to further clarify the responsibility of those questioned in fulfilling their promises made at the Provincial People's Council session…
