One of the new features in the 2024 survey of the Departmental, District, and City Competitiveness Index (DDCI) in the province is that, for the first time, the Provincial Statistics Department is participating in the sample survey. With a team of professional and experienced surveyors, expectations are high for a fast, high-quality, objective, transparent, and confidential survey.

Ms. Pham Thi Sang, an investigator at the Provincial Statistics Department, begins her day by reviewing the list of businesses and households in Thai Binh city and Quynh Phu district that are eligible to participate in the DDCI scoring program. She plans to approach them to promote, encourage, and guide them on how to answer the DDCI survey questionnaire via online software or paper form. She shared: "I have participated in hundreds of sociological surveys, but this is my first time conducting a DDCI survey and I feel a lot of pressure. Although I was assigned to survey only 142 questionnaires, it took a lot of time because contacting businesses and households was very difficult due to unfamiliarity with the area, and the addresses of many survey participants did not match the provided data." The biggest obstacle is that attempts to contact businesses and households by phone to advise and guide them on conducting the DDCI survey are often met with refusal because they don't answer calls from unknown numbers and are afraid of being scammed by cybercriminals. However, to complete the assigned task, we had to be persistent, patient, and diligent in meeting with them, explaining in detail the purpose and significance of the DDCI survey, and guiding them in answering the questions on the survey form.
It's not just Ms. Sang; all 40 investigators from the Provincial Statistics Department and the district and city statistics offices are working tirelessly every day to conduct the DDCI survey in the field.
Mr. Tang Ba Phuc, Director of the Provincial Statistics Department, said: "We were assigned to conduct a survey of 2,300 questionnaires, including 850 business households and the rest being enterprises in the province. The difficulty in the survey work is that the survey participants are scattered across various localities. To ensure honesty and confidentiality, the surveyors had to meet with them directly, explain the process, and guide them in completing the questionnaire. The question system has a large amount of information and diverse evaluation levels, so nearly 50% of businesses and business households were not familiar with it. This required surveyors to spend a lot of time explaining and guiding them on how to answer, thus affecting the survey progress."
To expedite the survey of the DDCI index while ensuring survey quality, the Provincial Statistics Department has implemented several practical solutions. Accordingly, the Provincial Statistics Department assigned its own survey teams to collect questionnaires from districts and cities, while teams from the district and city statistics offices collected questionnaires from departments and agencies to avoid favoritism and pressure on the surveyors. Along with assigning survey areas to facilitate survey organization, the Department provided each surveyor with a list of participating businesses and households, and obtained confidentiality agreements. If a surveyor leaks the list of participants in the DDCI survey, the Department will cancel the results, require a re-survey, and withhold payment for the leaked questionnaires. Investigators directly meet with each business and household to provide advice, guidance, and clear explanations so that participants understand the purpose and significance of the DDCI survey, voluntarily participate, and answer the questionnaire objectively, honestly, and validly, avoiding cases of hiring people to score or households that do not accurately reflect reality.
Mr. Do Van Ve, Chairman of the Provincial Business Association - the unit in charge of implementing the DDCI index measurement in 2024 - said: The Provincial Statistics Department has a team of highly skilled and experienced investigators who are assigned specific tasks and employ a very scientific survey methodology. We believe that the quality of this year's DDCI survey will be good, more relevant to reality, and will help departments, sectors, and localities clearly identify strengths and weaknesses in management and administration, thereby developing solutions to improve competitiveness and the investment and business environment of the province.
After more than half a month of conducting the DDCI survey, the Provincial Statistics Department has completed 37% of the survey forms. Despite facing many difficulties, the unit is directing its surveyors to make the most of their time contacting, engaging with, and guiding businesses and households to participate in the DDCI survey. The surveyors are striving to complete all 2,300 survey forms as required by October so that the consulting unit has enough time to compile and analyze the data, create rankings, and report to the Provincial People's Committee for the announcement of the 2024 DDCI results in early December 2024 as planned.
