When higher-level Party committees closely monitor the grassroots level.

In early September 2024, Comrade Nguyen Thi Thu Lan - Secretary of the Tam Ky City Party Committee - attended the regular meeting of the Truong Dong neighborhood Party branch in Tan Thanh ward. 90% of the branch's Party members attended this meeting.

The meeting was conducted in accordance with regulations and was of good quality. The fact that the City Party Secretary attended the meeting with the Truong Dong grassroots Party branch created enthusiasm and increased the confidence of Party members in higher-level leadership.

Mr. Tran Van Tuong, a Party member of the Truong Dong neighborhood Party branch, expressed: "The participation of senior leaders in activities with grassroots Party members like this demonstrates the spirit of the Party, showing concern for the grassroots and motivating Party members. Through this, senior leaders gain a clearer understanding of Party building work at the grassroots level, enabling them to provide accurate and effective guidance."

The regular meeting of the Truong Dong neighborhood Party branch was not lively because of the presence of the City Party Secretary, but because the majority of the branch's Party members are fundamentally very responsible for the development of the locality.

The contributions from party members were very relevant, including suggestions on reforming branch activities, developing new party members, and building cultural institutions. In particular, some opinions regarding existing issues in the Northwest Model Urban Area Project were specifically raised by party members.

The Party Secretary of the City Committee received the feedback and responded so that the Party members of the branch could understand the policy of continuing to propagate and mobilize the people to gain their consensus.

However, recognizing that this project was protracted, causing difficulties for the lives of the people in the area, and fell under the jurisdiction of the province, the City Party Secretary requested the Provincial Party Secretary to meet with the Party members of the branch to find a solution as soon as possible.

Also in the first week of September 2024, Provincial Party Secretary Luong Nguyen Minh Triet held a working session with the Truong Dong neighborhood Party Branch. At this meeting, after listening to the report from the Party Branch Committee, the opinions of Party members, and conducting a field survey, the Provincial Party Secretary acknowledged and highly appreciated the results achieved by the Truong Dong neighborhood Party Branch in fulfilling its political tasks, socio-economic targets, collecting fees and funds, and mobilizing social resources for the construction of cultural institutions.

At the same time, he praised the Party members of the branch for their firm grasp of the people's situation, thoughts, and pressing needs. Regarding the Northwest Model Urban Area Project, the provincial leader provided information on the proposed solutions. He also affirmed that he would immediately direct the Chairman of the Provincial People's Committee and relevant departments to focus on resolving the issue as soon as possible that same afternoon.

Not only do provincial leaders participate in grassroots Party branch meetings, but in Tam Ky, the Standing Committee of the City Party Committee assigns members of the City Party Committee to attend at least two meetings annually at the grassroots Party committees and branches in their assigned areas. This practice facilitates closer engagement between higher-level Party committees and the grassroots, while also serving as a bridge between grassroots Party organizations and higher-level Party committees.

“Firstly, through attending Party branch meetings at the grassroots level and in residential areas, provincial and city leaders gain a deep understanding of the operational situation of Party organizations at the grassroots level. Secondly, through such Party branch meetings, we can assess the implementation of the policy to improve the quality of Party branch meetings in accordance with the spirit of Directive 10 and Directive 12 of the Party Central Committee.”

Thirdly, attending Party branch meetings in neighborhoods and residential areas is a very important channel for us to strengthen our work in grasping information on the ideological situation, mood, and public opinion of cadres, Party members, and the people, and to provide timely guidance and direction to resolve difficulties at the grassroots level, right from the beginning, preventing them from escalating into hotspots or prominent issues in the area," said Comrade Nguyen Thi Thu Lan.
