Avoid wasting public assets after restructuring.

Following the reorganization of administrative units and the implementation of a two-tiered local government model, many public assets, specifically the headquarters of provincial, district, and commune-level administrative agencies and units, have become surplus and unused, causing waste and detracting from urban aesthetics.

Prime Minister 's recent Directive No. 39/CD-TTg on accelerating the handling and exploitation of surplus houses and land after the reorganization of the administrative apparatus and units is a necessary step to tighten discipline in the management of public assets. The fact that the head of government clearly demands responsibility, timelines, and completion deadlines shows a determination not to accept procrastination and delays that leave many state assets abandoned, deteriorating, causing waste, and detracting from urban aesthetics.

In the directive, the Prime Minister instructed the Secretaries of Provincial and City Party Committees and the Chairmen of the People's Committees of provinces and cities to directly lead and direct the management, exploitation, and handling of surplus land and buildings under their management to ensure that the processing, exploitation, and use are completed in the second quarter of 2026, preventing damage, deterioration, and waste.

As of April 27th, over 6,000 properties and land parcels nationwide remain unresolved, with nearly 4,000 lacking specific solutions. In Dong Nai province , this work is being focused on transforming the function and maximizing the value of the properties, preventing wasted investment resources. To date, the city has resolved 293 surplus properties and land parcels.

The decisive and flexible approach in Dong Nai demonstrates the determination of the entire political system of the city in streamlining the administrative apparatus, not only in terms of personnel but also in terms of offices, aiming for a single point of contact where citizens can handle multiple tasks simultaneously. Essentially, the purpose of streamlining is to save money and improve operational efficiency. If the streamlined apparatus results in wasted assets and land, and dilapidated or damaged infrastructure, then the goal of streamlining is not truly effective.

The initial results in handling nearly 300 surplus land and property assets after restructuring in Dong Nai demonstrate that with decisive direction from the Government, the determination to implement, and the flexible thinking of local authorities, surplus public assets after restructuring will become a valuable resource serving the sustainable development of the locality.
