According to the Ministry of Education and Training , in recent times, the organization and implementation of life skills education and extracurricular activities at the Departments of Education and Training have achieved positive results, mobilizing resources from organizations and individuals to participate in improving the overall quality of education. However, the implementation process still has some limitations and shortcomings.
To improve quality and effectiveness, the Ministry of Education and Training requests that provincial Departments of Education and Training advise the People's Committees to submit to the Provincial People's Councils for approval and promulgation regulations on the content and expenditure limits for life skills education and extracurricular education services in their respective areas, and advise the Provincial People's Committees to direct relevant units to manage these activities in accordance with regulations.

Educational management agencies and educational institutions need to coordinate with relevant departments, organizations, and individuals in managing life skills education activities and extracurricular education activities;
From licensing to regular and unscheduled annual inspections, audits, and evaluations of educational institutions and units engaged in life skills education and extracurricular activities.
The Ministry of Education and Training requires provincial Departments of Education and Training to strictly manage the conditions ensuring the effectiveness of life skills education and extracurricular activities, including the location of organization, the quality of teachers, lecturers, and trainers.
At the same time, ensure that teaching is conducted according to the curriculum and materials approved by the competent authority. Any changes to the curriculum or materials must be approved by the Department of Education and Training as prescribed.
The Ministry of Education and Training also requested strengthening supplementary teaching to enhance students' skills as stipulated in the 2018 General Education Program, focusing on teaching theory linked to practice, developing life skills, and implementing solutions to improve the organizational capacity and professional qualifications of teachers participating in life skills education and extracurricular activities in schools.
Local authorities should conduct regular or unscheduled inspections and audits as needed. During these inspections, attention should be paid to the appropriateness and responsiveness of educational content to the urgent needs of local learners; and to ensuring that regulations regarding supplementary tutoring are not violated.
The learning process is learner-centered, with participants joining voluntarily and without coercion; learning time is scheduled so that it does not overlap with regular class periods.
The Ministry requires educational institutions and units to temporarily suspend the organization or association of life skills education activities and extracurricular education activities when they violate regulations, and to publicly disclose the institutions and units that are permitted and suspended from operating in this field on the electronic portal of the Department of Education and Training and on other media outlets as prescribed.
