On the afternoon of January 17, the Tong Sanh Commune Police Working Group consisting of 1 people led by Captain Bui Van Duc, Deputy Head of the Commune Police, conducted propaganda and campaigned to hand over weapons, explosives, and tools. support and artillery at the two families of Mr. Hoang Thong Sai (born 4) and Mr. Hoang Lao Kieu (born 2) residing in Seo Tong Sanh village.
As a result, Mr. Kieu's family voluntarily handed over one handgun and one handgun barrel.

Immediately after the incident, Captain Bui Van Duc was taken to the emergency room at Lao Cai Provincial General Hospital and Hospital 198 of the Ministry of Public Security. However, Captain Duc died at 21:50 p.m. the same day.
Currently, the police of Lao Cai province, Tong Sanh district and commune, along with departments, branches and unions, are gathering to take care of Captain Duc's funeral.
