It is known that the exchange of international mail and parcels between Lao Cai province and Yunnan (China) has been concretized through the "Agreement to restore the exchange of international mail and parcels by road". between the Post Office of Lao Cai Province, Socialist Republic of Vietnam and the Postal Department of Yunnan Province, People's Republic of China" signed on May 16, 5 in Yunnan Province and the Memorandum of Understanding on implementing "The restoration of international mail and parcel exchanges between Lao Cai Provincial Post Office (Socialist Republic of Vietnam) and Yunnan Provincial Postal Department (People's Republic of China) )” signed in Lao Cai on July 1999, 1, officially implemented from July 7, 1999.
Currently, only the Post Office of Lao Cai province (Vietnam) and the Postal Department of Yunnan province (China) are businesses qualified to carry out international parcel exchange activities through Lao Cai border gate.
However, the exchange of international parcels between Lao Cai Provincial Post Office and Yunnan Provincial Postal Department is only carried out through international land border gate No. II Kim Thanh.
The exchange of international parcels through Lao Cai international border gate has not been carried out due to inadequate warehouse conditions for customs inspection and supervision.
The Management Board of Lao Cai Economic Zone proposed that, in the immediate future, the two sides carry out customs clearance procedures at customs delivery branches within Vietnam, after the exchange of international parcels between the two sides. Successful implementation will require customs clearance at Lao Cai international border gate.
