
The first industrial zones
In 2003, the first three industrial zones in Hai Duong were established: Nam Sach, Phuc Dien, and Dai An, with a total area of 320 hectares. This opened up a new direction in investment and development of infrastructure serving industrial production, especially concentrated industries in the province.
According to representatives of Brother Vietnam Co., Ltd., due to its favorable geographical location next to National Highway 5, connecting the two major economic centers of Hanoi and Hai Phong, Phuc Dien Industrial Park has been the company's chosen investment location since 2006. Currently, the company provides jobs for over 10,000 workers.
Mr. Pham Van Luong, Chairman of the Board of Directors of Nam Quang Infrastructure Investment and Development Joint Stock Company, the investor of the Nam Sach and Phuc Dien industrial parks, informed that in recent years, the company has continuously invested in building a synchronous and modern infrastructure system to meet the needs of secondary investors. Within just 5-6 years of operation, the two industrial parks have been basically fully occupied.
To date, the province's first three industrial parks have attracted more than 160 projects with a total investment of over 3 billion USD. These projects in the three industrial parks contribute over 1,000 billion VND to the state budget annually.
From the initial three industrial zones, Hai Duong has continuously planned and developed new industrial zones. These industrial zones have steadily grown, making significant contributions to the province's overall socio-economic development. Currently, Hai Duong has 21 industrial zones approved by the Prime Minister (including three expanded industrial zones) with a total area of over 4,500 hectares.
Of the 21 approved industrial zones, 17 have been established with a total planned area of approximately 2,738 hectares, and 12 have commenced investment, construction, and operation with a total planned area of over 1,600 hectares.
By the end of 2024, industrial parks had attracted more than 400 secondary investment projects.
The development of industrial zones in Hai Duong not only brings impressive figures in attracting domestic and foreign investment but also creates a ripple effect in the economy. The presence of large enterprises also contributes to building a network of industrial satellites, from supplying raw materials and components to logistics services, thereby promoting the synchronized development of the entire value chain.
Expected to become an economic driving force of the North.

The Hai Duong Provincial Planning for the period 2021-2030, with a vision to 2050, has also identified that during the 2021-2030 period, Hai Duong will lay the foundation and form a specialized economic zone to create a breakthrough in the province's development, especially in the period after 2025.
The provincial planning also aims to develop the specialized economic zone into an economic driving force of the North, driven by high-tech industrial zones, specialized economic zones, industrial-urban-service zones, and ecological industrial zones, forming a key industrial region in the Red River Delta.
After more than a year of thorough surveying and research, the draft plan for the Hai Duong Special Economic Zone was completed at the end of November 2024. This is a crucial step in realizing the province's goals and is of particular importance for Hai Duong's breakthrough development.
According to the draft plan, the province's specialized economic zone is located south of the Hanoi-Hai Phong expressway, spanning two districts: Binh Giang and Thanh Mien. The total area of the zone is approximately 5,300 hectares; of which Thanh Mien district accounts for about 3,367 hectares and Binh Giang district about 1,933 hectares.
The specialized economic zone is expected to have 5 functional sub-zones. These will include 11 industrial parks with a total area of approximately 2813.67 hectares; 4 industrial clusters with a total area of approximately 199.04 hectares; a commercial, service, logistics, and duty-free zone with an area of approximately 230 hectares; an innovation, research, and training center with an area of approximately 60 hectares; a public infrastructure development zone of approximately 160 hectares; and a residential and urban area of approximately 530 hectares linked to the industrial parks. The development of residential areas, urban areas, social housing, worker housing, and services will be oriented towards green, ecological, smart, modern, and integrated social and technical infrastructure.
Based on calculations and the development orientation of various sectors and fields, the specialized economic zone is expected to contribute approximately 8% - 15% to the province's GRDP by 2030 and in the period after 2030.
Representatives from the Provincial Department of Planning and Investment affirmed that the development and establishment of a specialized economic zone is an opportunity and a prerequisite for the province to develop into a modern industrial province before 2030, as outlined in the Resolution of the 17th Provincial Party Congress. The specialized economic zone will contribute to attracting new investment flows amidst the strong wave of FDI relocation, creating significant momentum and breakthrough development for Hai Duong province and the key economic region of Northern Vietnam.

Comrade Nguyen The Tai, Chairman of the Thanh Mien District People's Committee, said that to create the foundation for the establishment of a specialized economic zone, the province and district have invested in and upgraded many inter-regional connecting roads with neighboring provinces and cities, creating a complete and synchronized transportation system. The formation of the specialized economic zone will help the locality soon realize its goal of becoming a driving industrial center of the province.
Not only the local authorities, but also the people in the area where the Special Economic Zone is being implemented are very excited and looking forward to this project. Mr. Nguyen Quang Vinh from Co Bi commune (Binh Giang district), currently working at a private enterprise in Hai Duong city, expressed: "I know that the Special Economic Zone will have an urban area and housing with many modern, green, and smart services. I hope that this will soon become a reality so that local people don't have to travel far to find jobs and use modern, convenient services."
