Hanoi : What is the current situation of the Bac An Khanh urban area, nearly two decades after it was allocated over 264 hectares of land?

The North An Khánh Urban Area project (commercial name Splendora, renamed Mailand Hanoi City from January 2022) is one of the largest-scale projects planned and invested in western Hanoi, covering a total area of over 264 hectares in the communes of An Khánh, Lại Yên, Song Phương, and Vân Canh in Hoài Đức district, Hanoi. The Splendora urban area received its investment certificate on December 8, 2006. The investor was An Khánh New Urban Development Company Limited (An Khánh JVC), a joint venture between Vinaconex Corporation and Posco E&C Construction Company (South Korea), with each holding 50%. At that time, the total investment was announced as estimated at US$2.57 billion. Later, both Posco E&C and Vinaconex divested their stakes.
In early 2007, the project received land allocation and approval of the 1/500 scale planning from the People's Committee of Ha Tay province (formerly) in August 2007. By 2009, phase 1, covering approximately 50 hectares (Splendora high-end residential area), commenced construction and was completed in 2013 (comprising 1,049 villas, townhouses, and apartments).
In 2017, the North An Khanh Urban Area project launched the Lakeside Splendora villa complex, spanning nearly 4.7 hectares with a total investment of approximately $32.4 million, comprising 77 high-end villas (phase 2). In front of the villas is a park and vacant land currently being used as a landscaped garden.
After nearly two decades of construction, the North An Khanh Urban Area project has only been partially completed and put into use, including apartment buildings, villas, and schools.
According to observations by reporters in early October 2024, this urban area still has a lot of vacant land.
Looking at this photo, few would guess that this is a corner of the Mailand Hanoi City project.
The owner of this herd of buffaloes said that he had been herding them for many years within the project's premises. This land was also once fertile farmland for the people of Song Phuong, Lai Yen, and An Khanh communes.
Looking from Song Phuong commune, most of the North An Khanh urban area is currently undeveloped farmland, with some plots enclosed by corrugated iron fences, but it is unknown when construction will begin.
The road in front of Edison Primary and Secondary School is under construction, surrounded by abandoned land. The road borders Hamlet 1 of Lai Yen Commune.
Many construction projects within the Mailand Hanoi City development are still unfinished, with building materials scattered everywhere.
Some excavators at the Mailand Hanoi City project have long since ceased operation, and vines and weeds have grown profusely over them.
The wall and guard tower protecting the North An Khanh - Mailand Hanoi City urban area, built many years ago, have deteriorated.
Some plots of land in Mailand Hanoi City are fenced off with corrugated iron and have buildings constructed on them, but the interiors remain abandoned.
Some of the model homes for the Mailand Hanoi City project are being constructed on an abandoned plot of land overgrown with weeds.
Weeds are growing over the construction materials left scattered haphazardly in the Mailand Ha Noi City urban area.
