Kien Luong commune was established by merging Binh An and Binh Tri communes and Kien Luong town. The commune currently has 21 hamlets with 285 self-governing residential groups, 14,860 households, and over 60,000 inhabitants. The area is large, with many factories, enterprises, densely populated residential areas, and a large number of freelance workers, posing a potential risk of various crimes and social vices. To ensure security and order, the Kien Luong Commune Police advised the Party Committee and People's Committee to establish 21 grassroots security and order protection teams, with 93 members.
Lieutenant Colonel Tran Huu Khiem, Deputy Head of Kien Luong Commune Police, stated: “Since its establishment, the force participating in protecting security and order at the grassroots level has effectively fulfilled its role, responsibilities, and duties, coordinating with the commune police in preventing and combating various types of crimes and social evils in the area. It serves as an ‘extended arm’ of the commune police force in bringing the Party and State's policies and laws to the people.”
In 2025, the security and order protection force at the grassroots level in Kien Luong commune participated in 925 patrols to maintain security and order in the area, with over 4,000 members, contributing to dispersing 52 groups of young people gathering late at night, and reminding 87 cases of illegal street vending and encroachment on sidewalks and traffic safety corridors. In 2025, the force coordinated with the commune police to dismantle 2 prostitution rings and 5 gambling dens; participated in managing and educating 238 individuals, contributing to reducing law violations. Based on information gathered from the people, this force provided 215 valuable reports, helping the commune police quickly verify and handle cases. Many conflicts and disputes among the people were promptly detected and mediated at the grassroots level, preventing them from escalating and becoming complicated.
Mr. Nguyen Van Dung, residing in Nga Ba hamlet, Kien Luong commune, is the head of the security and order protection team in Kien Tan hamlet. Despite his advanced age (born in 1963), he still enjoys the trust and confidence of the commune police due to his sense of responsibility, proactiveness, and willingness to assist in any incidents that disrupt security and order in the area.
Before joining the local security and order protection force, Mr. Dung served as a neighborhood group leader for many years. Thanks to his familiarity with the area and close relationship with the people, he regularly collaborated with the commune police to prevent and handle many incidents, from conflicts among residents to violations of the law. Most recently, upon receiving a report from residents about a drunk individual carrying a can of gasoline and exhibiting aggressive behavior, threatening to set fire to the residential area, Mr. Dung immediately arrived at the scene and, in coordination with the commune police, quickly approached and subdued the individual, preventing any potentially dangerous actions.
Mr. Dung shared: “Assisting the commune police in handling cases of disturbance and disruption of security and order in the area has become a daily task for the team members. This work has no fixed hours; we are always ready to be present whenever the commune police need us. The nature of the job often involves facing many dangerous situations, and although the allowance is low, we are still willing to commit to the task because we want to contribute to maintaining peace in our neighborhood.”
Ms. Le Thi Giang, residing in Lo Bom hamlet, is also an active and enthusiastic member from the very beginning of the local security and order protection force. Ms. Giang said: “Before joining the force, I spent more than 14 years working as a part-time commune police officer in Hoa Dien commune. When the administrative unit was reorganized, many relatives and friends encouraged and advised me to switch to a more stable job, but I resolutely requested to return to Kien Luong commune police to continue participating in the local security and order protection force. For me, it's not just a job, but also a passion for the profession and a desire to contribute to my homeland.”
Every day, Ms. Giang assists the commune police in administrative tasks such as issuing citizen identification cards, guiding people through online procedures, and receiving and processing applications. Whenever incidents of public disorder occur in the area, she is also ready to join the force in assisting with the response. Despite being a woman, her quick thinking and sense of responsibility have earned her the trust of her colleagues.
Despite facing numerous challenges regarding regulations and operating conditions, with a sense of responsibility, dedication, and closeness to the people, the security and order protection forces at the grassroots level continue to be a solid "extension" of the commune police, contributing to building an increasingly strong people's security posture.
