This groundbreaking initiative , created by Mr. Pham Tien Hoc, a specialist at the Dang Kang Commune Party Committee Office, effectively solves the problem of data management and accelerates the processing of administrative work at the grassroots level.

Following the implementation of the two-tiered local government system, digital transformation at the commune level faces challenges related to information technology human resources and a large workload, particularly in processing, compiling, and utilizing data records on land, administration, and socio- economic issues.

This initiative has created a clean, accurate, and scientifically-based data bank, becoming a core foundation that helps the community move closer to the goal of building a more efficient and transparent digital government.

Mr. Hoc's application of specialized AI not only optimizes his personal work but also creates a ripple effect, making a significant contribution to the overall digital transformation and administrative reform targets of Dang Kang commune. The time required to process documents needing data lookup and compilation has decreased by an average of 40% compared to before. Administrative procedures are processed on time or ahead of schedule, with no delays, and the satisfaction rate of citizens and businesses reaches 100%. According to statistics, in the ranking of the Ministry's index for serving citizens and businesses in implementing administrative procedures and providing public services in the third quarter of 2025, Dang Kang commune ranked 6th out of 102 communes and wards in the entire province.
