Part 1: The Unfinished Road and the Story Behind It

Leaders and officials of Pa Tan commune are disseminating information about compensation and land clearance to the people of Nam Vac 1 village.

Comrade Lầu A Tình, Deputy Secretary of the Party Committee of Pa Tần commune, said: "The work of mass mobilization is determined to be one step ahead. When people are provided with complete information, understand the policies clearly, and feel that fairness and consensus will form naturally and sustainably."

Actions speak louder than words. Approximately six months before the election of deputies to the 16th National Assembly and representatives to the People's Councils at all levels for the 2026-2031 term, the commune Party Committee directed the government and various organizations and associations to strengthen the deployment of cadres to the grassroots level, directly listening to and explaining to the people of Nam Vac 1 village the regulations and policies regarding compensation and land clearance.

Not stopping at meetings, the Party Committee and the local government of Pa Tan commune assigned officials to go directly to the villages and visit each household to disseminate information and explain the situation. Late at night, in the stilt houses, wooden houses, and mud-walled houses, the lights remained on because the commune officials and the people were discussing and resolving specific issues.

A highlight of the community mobilization work in Pa Tan is the method of "concretizing the issue." Instead of relying on theory, commune officials use real-life situations and clear comparisons to make the information easily understandable and accessible to the people, thereby gradually narrowing the gap between the government and the people. The role of village elders, community leaders, and influential figures is effectively utilized. They become important bridges, conveying policies and guidelines through simple yet persuasive language. Their simple yet profound persuasive words have contributed to creating consensus within the community.

The Standing Deputy Secretary of the Party Committee of Pa Tan commune, Lau A Tinh, said: “Thanks to the people-oriented approach, village meetings are no longer simply places to disseminate policies, but have become forums for frank dialogue between the government and the people. Here, people can directly express their opinions, ask questions, and request clarification on each content related to compensation and support policies, and ask for clarification on any remaining concerns.”

Simultaneously, the commune has paid special attention to compensation and land clearance. The commune has directed specialized agencies to review and ensure transparency in the compensation and land clearance process for the Nậm Vạc 1 inter-village road. Compensation plans are clearly posted and explained in detail for each case. Any arising issues are recorded and addressed promptly, minimizing public dissatisfaction.

In particular, issues such as delayed payment of wages to workers have been thoroughly addressed by the authorities. The commune has directly organized meetings with the contractor and developed a plan to pay wages to the workers hired to construct the Nậm Vạc 1 inter-village road.

Mr. Giàng A Sình (a villager) shared: "Previously, when the Nậm Vạc 1 road was under construction, I worked for the construction unit but was delayed in receiving my wages. Frustrated and not fully understanding the regulations, I and several other households considered not voting unless the issue was resolved. After being informed and encouraged by the local authorities, and especially recently thanks to the intervention of the Party committee and the local government, I have received my wages and am very happy. We are very grateful to the Party committee and the local government."

With perseverance, flexibility, and a people-oriented approach based on the principle of "slow and steady wins the race," the officials of Pa Tan commune have organized hundreds of direct propaganda sessions, combining outreach work with explaining policies during each interaction with the people. In addition, the locality has focused on ensuring social welfare through visits, encouragement, and gift-giving to policy beneficiary families, war veterans, and poor and near-poor households during holidays and festivals; and ensuring the timely payment of state benefits and policies.

Thanks to the synchronized implementation of solutions, policies, and guidelines regarding land clearance and compensation for the Nậm Vạc 1 inter-village road project, the people have gradually understood and agreed to the project. The atmosphere at village meetings has therefore become more open. Many sections of the road that were previously barricaded have been voluntarily dismantled by the people, creating favorable conditions for the contractor to continue construction.

From these changes, it is clear that when trust is nurtured and consensus is built, positive results will naturally emerge. This is also the solid foundation for continuing to spread the spirit of consensus, opening up new avenues of development for the highland villages.
