Lai Chau - Aspiration for Spring

(laichau.gov.vn) Spring has returned to the upper reaches of the Da River, bringing with it the green hues of the Northwest mountains and forests, and the clearly changing rhythm of life in each highland village. In this harmonious atmosphere, Lai Chau enters the new year with a more steadfast and confident mindset after a journey of overcoming difficulties and gradually realizing its aspiration for rapid, green, and sustainable development.

Looking back at its journey of development and growth, Lai Chau started from a small economy , weak infrastructure, heavily fragmented terrain, and distance from major economic centers. However, through persistent innovation in development thinking, strict discipline, improved effectiveness and efficiency in governance, and the unleashing of its unique potential and advantages, the province has built an important foundation for a new stage of development.

The figures speak for themselves, revealing a much brighter socio-economic picture for Lai Chau compared to the early years of the term. In 2025, the GRDP growth rate is projected to reach 7.52%, meeting the target set by the Government in Resolution No. 226/NQ-CP. Notably, 2025 will also be the first year that Lai Chau province achieves a local budget revenue of 3,573 billion VND – the highest level ever; and the GRDP per capita will reach approximately 79 million VND. The scale of the economy has expanded not only quantitatively but also qualitatively, gradually shifting towards greater sustainability.

Industry continues to play a crucial role in the overall size of the economy. In 2025, the value of industrial production is estimated to reach VND 9,503 billion, exceeding the plan by 4.9% and increasing by 10.6% compared to 2024. The province has gradually formed value chains associated with the processing of agricultural, forestry products and construction materials.

Agriculture – the traditional pillar of the economy – continues to be restructured towards concentrated, multi-valued commodity production. Key crops such as tea, cinnamon, and medicinal herbs are gradually being linked to processing, brand building, and market expansion. From small-scale production and intra-provincial exchange, farmers are now participating more deeply in the value chain. By 2025, the entire province aims to have 226 OCOP products certified with 3 to 4 stars, contributing to increased income and sustainable livelihoods for people in rural areas.

Simultaneously, the management, protection, and development of forests continue to be emphasized. The province's forest cover rate reached approximately 54%, remaining stable compared to previous years, affirming the correct direction in economic development linked to environmental protection and natural resources. This is also an important foundation for Lai Chau to develop ecotourism and a green economy in the coming period.

Trade and services continue to be a bright spot, with total retail sales of goods and services revenue estimated at VND 10,207 billion in 2025, an increase of 10.8% compared to 2024. This shows that the purchasing power and consumer demand of the people in the province have improved significantly, and the material living standards of the people are gradually being raised.

Tourism is identified as an economic sector with significant development potential. Leveraging its mountainous terrain, clean air, pristine landscapes, and diverse cultural identities of its ethnic groups, Lai Chau province is orienting its tourism development towards depth, focusing on quality and unique characteristics. Ecotourism, resort tourism, community-based tourism, and adventure sports tourism are gradually developing, generating income for the local people. By 2025, the province is expected to welcome 1,475,000 visitors (an 11.2% increase compared to 2024). The province has also successfully organized many major events such as: the Lai Chau Open Marathon; the Lai Chau Tourism and Culture Week 2025; the Independence Day celebration in 2025... and many unique cultural festivals, thereby promoting its potential and advantages to friends and tourists both domestically and internationally.

One of the key achievements of the term was investment in socio-economic infrastructure. Many key transportation projects were implemented, contributing to expanding development opportunities and strengthening inter-regional and inter-provincial connectivity. Healthcare and education infrastructure, especially in border communes, received priority investment. The integrated boarding schools in Hua Bum, Pa Tan, Dao San, and Bum Nua, each with approximately 30 classrooms, will meet the educational needs of nearly 1,000 students, creating a significant improvement in the quality of human resources in disadvantaged areas.

Along with economic development, administrative reform and the building of a service-oriented government have been intensified. During the term, the province reorganized and streamlined 442 organizations and units; reduced 212 out of 598 public service units, and downsized the workforce compared to 2021. The rate of resolving administrative procedures on time and ahead of schedule reached over 98%; the satisfaction level of people and organizations reached 100%. In particular, the rate of online applications throughout the entire process increased sharply from 39.75% in 2021 to 78.60% at the beginning of 2025... These figures reflect the clear progress in digital transformation and the improvement of service quality for people and businesses.

Along with the rest of the country, Lai Chau province's implementation of the two-tiered local government model from July 1, 2025, has basically ensured stability and smooth operation. The merger of 106 commune-level administrative units into 38 new communes and wards not only streamlines the administrative apparatus but also places higher demands on grassroots officials in staying close to the people and maintaining the pace of socio-economic development management from the very beginning of the new model's operation.

Lai Chau province is also actively preparing for the election of deputies to the 16th National Assembly and representatives to the People's Councils at all levels for the 2026-2031 term, which will take place on March 15, 2026. Recognizing the special importance of this election, Lai Chau province considers the selection of talented and virtuous individuals to represent the people, lead socio-economic development, and ensure national defense and security in the locality as a crucial task in the operation of its two-tiered local government. Furthermore, to enhance the role of elected bodies and to oversee law enforcement, demonstrating the people's trust in the leadership of the Party and State in the process of national renewal and sustainable development, Lai Chau province has strictly followed all prescribed procedures. Thanks to effective grassroots engagement, thorough understanding of the local area, close proximity to the people, respect for the people, and timely resolution of emerging issues, the province has not experienced any complex incidents or large-scale complaints in recent times. The people are in agreement and trust in the policies and guidelines of the Party and the State, and in the leadership of the local government, uniting to build a prosperous life.

The arrival of spring brings with it renewed hope. The achievements of 2025 serve as a foundation, fostering confidence for Lai Chau province to embark on the next stage of development with greater aspirations, aiming to build a rapidly developing, green, and sustainable Lai Chau. This aspiration is nurtured by internal strength, the consensus of the ethnic communities, and the alignment of the Party's will with the people's aspirations. With each passing spring, on this borderland, faith and prosperity are nurtured, becoming the driving force for Lai Chau's stronger and more sustainable growth.
