Nam Tho is located in the south of Hoang Son commune, with the Quy Xuyen road running through it, comprising 267 households and 863 inhabitants. During the construction of this model new rural village, the local authorities have consistently received close attention and guidance from the Party Committee and People's Committee of the commune; the coordinated involvement of the entire political system; and especially the spirit of unity and solidarity among officials, Party members, and the people.
According to the head of Nam Tho village, Le Van Duc, immediately after being assigned the task by the commune to strive for the model new rural village standard, the village issued a specialized resolution to develop a specific plan, clearly assigning tasks to each member in propaganda, mobilization, and detailed cost estimates for infrastructure investment items. Thanks to effective propaganda work, the people have shown high consensus in renovating houses, improving neglected gardens, developing culture and sports, protecting the environment, etc., contributing to the completion of 15 criteria for a model new rural village. Notably, in economic development, households have maintained participation in a production linkage model associated with the consumption of the main product, rice, on an area of more than 10 hectares, bringing stable economic efficiency and contributing to raising the average per capita income to 77.94 million VND/year in 2025.
While the model new rural development program in Nam Tho village focuses on economic development and infrastructure improvements, in Village 2, Hoang Son commune, the emphasis is on the significant transformation of the rural environment and landscape, with the active participation of the people. The total cost of implementing the program in Village 2 reached over 2.3 billion VND, of which nearly 65% was mobilized from contributions and social mobilization by the people. According to Village 2 head Nguyen Thi Luu, the village development committee recognized the large volume of work and the difficulty of meeting many criteria; therefore, effective communication and mobilization to ensure people understand the program's significance is a key factor in achieving consensus.
With the funds raised, the village roads and alleys have been upgraded, significantly improving the transportation, production, and living conditions of the people. The village cultural center, renovated from the old communal house, now boasts a spacious 1,000m2 grounds, a 150m2 building with over 100 seats, and is fully equipped for community activities. Landscape beautification and environmental protection efforts have been implemented comprehensively. Over 1,455m2 of fences have been uniformly whitewashed; over 35m2 of murals have been created; and over 320m of flowerbeds and mini-parks have been built, creating a clean and beautiful environment. In addition to regular weekend cleaning campaigns, many households have proactively renovated their gardens and developed model gardens, both improving family economic efficiency and contributing to the beautification of the countryside.
The New Rural Development Program (XDNTM) is a journey with a starting point but no end point, because all efforts ultimately aim to improve the quality of life for the people. To date, 16 out of 28 villages in Hoang Son commune have been recognized as model new rural villages.
In December 2025, the People's Committee of Hoang Son commune issued a plan for building new rural areas, focusing on improving environmental quality and preserving a bright, green, clean, and beautiful landscape for the period 2025-2030. The plan was issued with specific goals, requirements, and tasks, aiming to mobilize the combined strength of the entire political system and the people to work together to complete the criteria, striving to achieve the new rural area standard by 2030, linked with urban development, and gradually improving the material and spiritual lives of the people. The locality focused on reviewing and evaluating the current status of new rural area criteria and model new rural villages according to the criteria set by the Central Government and the province to build a priority investment roadmap suitable for the period 2025-2030. Along with the effective integration of programs, projects, and policies from the central, provincial, and commune levels to focus resources on completing the criteria for New Rural Development, when the people truly become the subjects of the implementation process, participating in discussions, implementation, monitoring, and benefiting, each New Rural Development criterion will truly contribute to changing rural life.
