Actively implement

Immediately after the Hue City People's Committee issued Plan No. 390 dated September 23, 2025, on the implementation of the Campaign, localities simultaneously developed plans to begin implementation. In Phong Dien ward, in early October, the steering committee and working group were deployed to all residential areas in the ward. Accordingly, they will conduct a review and clean up the entire land database that has been built over the years in the former communes and wards; at the same time, they will collect, digitize, and create data for land use right certificates and housing certificates that have been issued but are not yet in the database.

Mr. Than Manh Tuan, Vice Chairman of the People's Committee of Phong Dien Ward, said that the People's Committee of the ward has implemented the campaign with the goal of completing it according to the city's plan before November 30, 2025, ensuring that the land data in the ward is comprehensively standardized, ready to connect, share and integrate; creating a "clean" data platform to serve state management, administrative procedure reform and provide convenient public services for people and businesses in the ward.

Based on that, the steering committee also requested that the national land database ensure compliance with technical standards and regulations, data interoperability, and compatibility with the two-tiered local government organizational model. Specific tasks were assigned to each individual and department, with clear outputs and deadlines for completion. Progress was accelerated while ensuring the absolute accuracy of information, adhering to the criteria of "correct - complete - clean - relevant - consistent - shared"; and efforts were made to ensure that citizens understood their rights and responsibilities and actively cooperated in providing information.

“The ward will coordinate with the Department of Agriculture and Environment (DARD) and relevant units to restructure the processes and administrative procedures related to land and land-attached assets to reduce paper documents and utilize existing information and data in the national land database, the national population database, and other databases to resolve administrative procedures related to land and land-attached assets for citizens and businesses,” Mr. Tuan said.

Mr. Le Van Thuc, Chief of the Office of the People's Committee of Phu Bai Ward, informed that from October 2nd, the unit has deployed the task to specialized departments and neighborhood group leaders. Cleaning up the national land database is an important policy in land management, making it easier for people and businesses to resolve administrative procedures related to land. In particular, it will contribute to reducing disputes and encroachments, and stabilizing social security and order in land use. According to the ward's plan, the campaign will be completed no later than November 30th, 2025, to report the results to the City People's Committee.

Over 51% of land parcels have completed their databases.

Following the plans of the Ministry of Public Security and the Ministry of Agriculture and Environment, the People's Committee of Hue City is focusing on implementing a campaign to comprehensively build, supplement, and standardize according to common standards, ensuring interoperability, connectivity, sharing, integration, and improving the quality of public services related to land and reforming and resolving administrative procedures for citizens and businesses in the electronic environment.

In the city, the land database is built, updated, and operated on the VDBLIS land management information system, with over 1.12 million land parcels, of which 573,000 parcels have complete data components according to standards, reaching 51.4% of the land parcels for which the cadastral database has been completed.

The VDBLIS land management information system has been connected to the city's administrative procedure resolution information system, linking the population database and the tax sector database… and has been resolving administrative procedures electronically. It is currently implementing the receipt, resolution, and delivery of results for administrative procedures across geographical boundaries to provide convenience in travel and reduce costs for citizens and organizations.

According to the Department of Agriculture and Environment, in order to implement the electronic processing of administrative procedures and submit documents and receive results across geographical boundaries, all land parcels and houses must have a complete land database built, accurately reflecting the current management and use status of each land parcel and land user/house owner, consistent with reality and unified in the land database, population database, etc., ensuring all data components according to standards.

In implementing the 2024 Land Law, the city has issued Plan No. 375/KH-UBND dated October 4, 2024, on building and completing the national land database and Plan No. 321/KH-UBND dated July 30, 2025, on mandatory land registration for land users and those assigned land for management purposes. This aims to build and complete the local land database, synchronizing the existing local land database with the national land database and connecting and integrating it with the national population database and other specialized databases.

Recently, the City People's Committee also established a Steering Committee to implement the Campaign according to Decision No. 3075/QD-UBND dated September 26, 2025. The People's Committees of communes and wards, as well as departments, agencies, and mass organizations, have also issued plans for implementation; established steering committees and working groups to implement the campaign down to the village and residential group levels… to collect information on land use right certificates, land use right certificates and house ownership rights; and information on citizen identification cards of land users and house owners that have not yet been built into the city's land database.
